As the Chicago metropolitan area continues to grow, a number of plans have been authored by a variety of regional civic organizations. “Regional equity” and “smart growth” have been suggested as organizing principles in some, while economic growth and public revenues have been the focus of others. In order to understand the magnitude, direction, and geographic distribution of land-use changes, we evaluated land-use trends in U.S. counties during the latter half of the 20th century. Our paper synthesizes the dominant spatial and temporal trends in population, agriculture, and urbanized land uses, using a variety of data sources and an ecoregion classification as a frame of reference. A combination of increasing attractiveness of nonmetropolitan areas in the period 1970–2000, decreasing household size, and decreasing density of settlement has resulted in important trends in the patterns of developed land. Although somewhat later than other major urban areas, Boston has been experiencing fundamental demographic changes. The 2000 Census reported that for the first time non-Hispanic whites constitute a minority of the city’s population. Subsequent Census estimates confirm an even stronger trend toward a rapidly diversifying population.

Immigration has been a major factor in this growth and diversification. A recent report shows that over the last 15 years more than 22,000 new immigrants have annually settled in Massachusetts. The foreign-born as a percentage of the population has grown from 9.4 percent in 1980 to 14.3 percent in 2004.

The Illinois Community Technology Fund (ICTF) came about through the SBC/Ameritech merger that set aside $1.5 million in 2000 to provide advanced telecommunications services and skills necessary to improve the quality of live for low-income and rural Illinois populations through organizational grants. This is an evaluation report of a multiple organization community technology project funded by the Illinois Community Technology Fund. These funds were distributed in 2001 and 2002 grant rounds to prepare citizens to live and work in a growing technological society. The 2005 Revised Overall Economic Development Plan (OEDP) prepared by the Center for Public Affairs Research (CPAR) at the University of Nebraska at Omaha (UNO) for the Omaha Economic Development Corporation (OEDC) replaces the original OEDP first prepared in 1978. Three developments have created challenges for political representation in the U.S. and particularly for the use of territorially based representation (election by district). First, the demographic complexity of the U.S. population has grown both in absolute terms and in terms of residential patterns. Second, legal developments since the 1960s have recognized an increasing number of groups as eligible for voting rights protection. Third, the growing technical capacities of computer technology, particularly Geographic Information Systems, have allowed political parties and other organizations to create election districts with increasingly precise political and demographic characteristics. Assimilation And Differences Between The Settlement Patterns Of Individual Immigrants And Immigrant Households, Mark Ellis, Richard Wright

Analyses of immigrant settlement patterns typically rely on counts of foreign-born individuals by neighborhood, metropolitan area, state, or region. As an alternative, this study classifies immigrants and their descendents into household types to shift attention from individuals to relationships between individuals. The study uses pooled current population survey data to identify seven household types, six of which have various degrees of immigrant or second-generation presence. The research compares distributions of first- and second-generation immigrants with different types of households that include first- and second-generation immigrants. This project seeks to explore connections between the neoliberal economic model with the migratory patterns of the mapuche, an indiginous people group in Chile. Since the imposition of neoliberalism the mapuche have been forced to migrate from the country to urban centers in order to survive. Chile has taken control over the majority of mapuche land, forcing an economy of subsistence agriculture on the pueblo. Thus, the youth vacate their communities, migrating to the cities to try and provide a future for their families. In so doing, the influences of the dominant culture permeate nearly every aspect of their lives. …

This study focuses on a dual language (Spanish-English) program in the Omaha Public Schools. Dual language programs are programs in which children develop proficiency in two languages simultaneously. These programs are currently seen as the gold standard second language education because of the large amount of empirical support they have received with respect to children’s academic gains. All of the dual language classrooms are comprised of half native English speakers and half Spanish speakers.

Hong Kong Happiness Index 香港快樂指數調查

嶺南大學（嶺大）人文及社會科學研究所於2 0 0 5 年6 月2 4 日（星期五） 至2 5 日（星期六） 一連兩日假嶺南大學舉辦一個跨學科國際會議。在今天的會議上， 嶺大人文及社會科學研究所所長及公共政策研究中心主任何濼生教授公佈了一項最新的「香港人快樂指數」調查報告。

該調查報告成功以隨機抽樣電話調查方式， 訪問了71 7 位香港居民。以 0-100 分作指標， 獲取 50 分以上者屬於「快樂」組別， 50 分以下屬於「不快樂」組別，愈接近 100 分， 其快樂指數愈高。研究結果顯示， 香港人的「快樂指數」平均為 71.4； 另外， 香港人自覺比 10 年前變得更快樂， 平均分數則為 61.3。

報告顯示，香港女性的快樂指數比男性為高，女性的平均快樂指數為 72.62 分， 而男性只有 69.58， 與外國同類型研究結果相近。

以年齡組別區分，報告顯示50 歲或以上的人士，其快樂指數為 75.38 分， 30-49 歲組別人士為 71.08 分， 而 21-29 歲人士則為 67.39 分。若按教育程度及年齡組別，年長一輩而又擁有較高教育水平者，其快樂指數會較高，有 85 分，但較高教育水平的因素却未有令 21-29 歲組別人士變得快樂，何濼生教授相信這和高等教育在香港已普及有關，相比上一代， 大學生在社會上不再具有特別優勢。報告還顯示“ 現代社會自由” (civic liberties) 如新聞、出版及言論等對快樂的重要性比“ 能夠普選行政長官” 為高。另外， 報告亦指出了如愈重視“ 婚姻、生兒育女、朋友、家庭和諧” 等價值觀，對「快樂指數」， 有正面影响， 相反， “ 重視金錢的價值觀”並非顯著因素。

是次調查報告只完成第一階段。報告旨在讓社會了解在目前香港的經濟、政治、社會及文化氣候下的香港人的快樂感受， 並提供一個量化的指數； 同時也希望透過這個調查來探究何種因素是決定「快樂」程度的關鍵， 從而為設計公共政策提供基礎。

Defining Rural: The 2005 Merriam-Webster Dictionary simply defines rural as “of or relating to the country, country people or life, or agriculture.” Most people have an idea of what makes an area rural, but the perception of ruralness may not always match the specific definitions used by agencies responsible for counting, analyzing, or distributing community resources. It’s common to use counties as the measurement unit. Counties are categorized as metropolitan or non-metropolitan, with the non-metropolitan counties considered rural. The argument that maternal education is critical for child health is commonplace in academic and policy discourse, although significant facets of the relationship remain empirically and theoretically challenged. While individual-level analyses consistently suggest that maternal education enhances child health outcomes, another body of literature argues that the observed causality at the individual-level may, in fact, be spurious. This study contributes to the debate by examining the contextual effects of women's education on children's immunization in rural districts of India. In this article, we present and test a model that incorporates education-occupation matching into the migration decision. The literature on education-occupation matching shows that earnings are affected by how individuals' education matches that required by their occupation. Accordingly, individuals with more schooling than required by their occupation have an additional incentive to migrate: the increase in earnings that occurs with a more beneficial education-occupation match. Using data from Mexico, we found statistical support for the importance of education-occupation matching in migration decisions. Education-occupation matching provides a plausible explanation for the mixed findings in the literature on the relationship between educational …

This operations research study, undertaken by the Honduras Family Planning Association (Asociación Hondureña de Planificación de Familia—ASHONPLAFA), tested the effectiveness of systematic screening to increase the number of services and revenue per visit in a reproductive health program. Despite monitoring plans, provider compliance with the intervention was low; the overall proportion of clients screened was less than 11 percent, and the frequency of screening varied greatly by clinic contact point. Although the study did not show an increase in the mean number of services per client, the negative results could reasonably be attributed to lack of implementation of the intervention. …

The Somali community living in Kenya (and in their native Somalia) has practiced the severest form of female genital cutting (FGC)—infibulation—for centuries. To understand the context within which the practice takes place, and how its complications are managed, the Population Council’s Frontiers in Reproductive Health Program undertook a diagnostic study that confirmed that FGC is a deeply rooted and widely supported cultural practice. Several closely related reasons are used to sustain the practice: religious obligation, family honor, and virginity as a prerequisite for marriage; an aesthetic preference for infibulated genitalia was also mentioned. In the last five years, Pathfinder Bolivia has provided technical assistance, training and equipment to the Ministry of Health (MOH) to implement postabortion care (PAC) services in eight hospitals. They invited Frontiers in Reproductive Health (FRONTIERS) to provide the technical assistance and training for conducting operations research (OR) activities. This report describes the second stage of this collaborative effort as presented in a three-day workshop attended by providers and staff members of the participant hospitals. During the workshop, participants received OR training and developed draft OR proposals seeking to improve PAC service delivery problems identified during the first study. The …
