"The Providence Charter Commission is now moving into the homestretch. After a full nine-month period in which more than 60 meetings were held, culminating in three public hearings in late June, the nine-member commission has gone back to the drawing board to review ideas, revise where deemed appropriate, and have a completed document ready in September. Voter acceptance in November, with General Assembly validation of certain provisions in 1981, will allow home rule for the state's capital city to become fully operational in January of 1983.

The sample of public and private employers in the four county area was selected by classifying all employers into categories or strata based on the number of employees. These were sampled at varying rates with greater emphasis given larger employers. All employers selected were sent a questionnaire, and follow-up phone calls were made to all non-respondents.

"In March, the sun is still not too high, and under a clear blue Mediterranean sky in this seaside city, the daytime temperatures are int he comfortable 75-degree range. This is not the case in the summer when temperatures may go over 100 degrees, humidity is overpowering, and most activity stops during the heat of the midafternoon. The intense heat not only debilitates the body, but surprisingly, affects suburban development, concentrated within 15 miles of the city center. To drive more than a half-hour in the oven-like heat of a car's interior is too uncomfortable for long-distance commuting."

The 1979 membership form of the local affiliate group stated, "Most lines of business discovered years ago that it pays to organize. The office building business was one of the first to demonstrate the value of collective thought and action." In the summer of 1979, the Center for Applied Urban Research undertook a study of leadership patterns and styles in Nebraska communities with populations of 2,500 to 5,000. Although that study focused its primary efforts on developing linkages between training programs and community development, the data provide some useful information related to the leadership structure of these communities. These data, describing the individuals who comprise the leadership structure in the study communities, are the focus of this article.

The successful delivery of human services requires rational program planning. Rational program planning, in turn, requires evaluation of 1) the needs of targeted client groups, 2) the availability of established services to the potential clients, and 3) the utilization of available services by the client population(s). The success of human service delivery systems, therefore, must incorporate the assessment of public programs in terms of the correspondence between client needs and service provision and usage.
