This curriculum guide is designed to help female mentors in the GirlsRead! program in Zambia to directly engage girls in critical thinking about gender inequalities and discrimination, and help them build the assets and confidence needed to act on their own behalf and as progressive voices in their communities. GirlsRead! participants are girls in grade 7—the last year of primary school—when they are at high risk of leaving school. This study by the Population Council, Nairobi and partners aimed to contribute to a better understanding of female genital mutilation/cutting (FGM/C) in Sudan and the way different families perceive the practice and make FGM/C-related decisions. The ultimate goal was to inform interventions aimed at accelerating the pace of positive behavioral and social norm change and eventually promote the abandonment of all forms of FGM/C in Sudan. The findings indicate that although parents often make the final decision to cut or not cut their daughters, they do not act in isolation but are influenced by dominant social norms and by other …

Delivering Impact For Adolescent Girls: Emerging Findings From Population Council Research, Population Council

Despite numerous global commitments to invest in improving the lives of adolescent girls, questions remain as to what package of interventions can deliver the best outcomes. This report synthesizes findings from nine recent Population Council impact evaluations, conducted around the world, which indicate that empowerment and asset-building interventions for adolescent girls can improve education, health, economic, social capital, gender-equitable attitude, and violence outcomes for girls. The report includes implications for programs and investment, and identifies open questions for further research and evaluation.

Zambian adolescent girls are at risk for premature school leaving and HIV infection due to a host of contextual factors including child marriage, early childbearing, harmful gender norms, and intimate partner violence. This report describes the GirlsRead! program, whose overall goal is to enhance learning and increase progression to secondary school among Zambian adolescent girls in grade 7, the last year of primary school. This report examines youth gender-role attitudes in Egypt using quantitative data, from the nationally representative Survey of Young People in Egypt 2009 and 2014, which provides a broad overview of youth gender-role attitudes throughout the country and among different subpopulations of youth. Qualitative data complements this analysis by offering a more in-depth view of how young people think about men and women’s roles in society and why they hold these beliefs. The findings also highlight the extent to which conservative attitudes of gender relations may influence practices even in the face of legal change. Gender-role attitudes are a deeply held …

This Population Council working paper describes a participatory mapping project undertaken with single-sex groups of grade 5 and grade 8–9 children in urban and rural KwaZulu-Natal, South Africa. At grade 5, female self-defined community areas were equal to or larger in size than those of males in both sites. However, wide gender divergence in access to the public sphere was found among grade 8–9 children. Although curtailed spatial access, especially in urban areas, is intended to protect post-pubescent girls, grade 8–9 girls reported most spaces in their small navigable areas unsafe. The Population Council and the Ethiopian Ministry of Women, Children, and Youth Affairs designed Addis Birhan Wendoch to impart life skills and promote gender-equitable, nonviolent, and healthy behaviors among boys and young men aged 10 to 24. The program helps out-of school boys and young men in Ethiopia navigate toward a healthier future by providing them with trained, compassionate mentors and safe environments in which they can find the support needed to share ideas and take positive actions. Young people aged 10–19 make up almost 20 percent of the population in less developed regions. This vast, highly diverse population faces a variety of threats that could disrupt their healthy transition to adulthood, including early marriage and childbearing, school leaving, violence, exploitation, unemployment, and HIV/AIDS. The majority of youth programs fail to reach the most vulnerable; most programs are only accessible to those with greater levels of social and human capital, such as an education or friendship networks. This study explores the extremely biased division of labor within Egyptian households. The effects of marriage on women’s market and domestic labor supplies are important aspects of this study conducted by the Population Council for its working paper series on gender and work in the Mideast-North Africa region. New explanations for married women’s low participation rates are proposed. A matching model is estimated to determine how selection into marriage alters the time allocation of women. Despite a remarkable decline in the agricultural labor force in general, the number of women employed in the agricultural sector is growing substantially, particularly as a result of the intensification of agricultural activity. This Population Council working paper focuses on the working conditions of women in the agricultural sector based on the analysis of three case studies in three countries: the West of Delta in Egypt, the coastal zone of Gharb in Morocco, and the Nadhour region in Tunisia. This Population Council working paper analyzes data collected from a survey of firms and workers in the textiles and clothing sector in Egypt. These data allow for the explanation of the sector’s gender wage gap by poorer endowments, and relegation of women to low-paying firms and occupations; and by within-firm and within-occupation differential in returns. There is a pay gap in this sector, with men receiving an hourly wage 29 percent higher than that of women, partly because women are concentrated in the lower paid occupations, with a clear glass ceiling in effect, and outright discrimination occurs. This Population Council working paper investigates the dynamics of the wage gap between men and women in Morocco. Estimates have shown that women earn up to 35 percent less than men in the periods observed. Differences in characteristics between the two sexes, mainly due to the difference in human capital endowments, are explained by only a small proportion of the gap. A negative proportion reported, though, is a kind of breakthrough for women, since it means that in terms of human capital skills, women are better qualified than their male counterparts. This working paper explores inequalities in education across sub-Saharan Africa, focusing mostly on primary school completion rates, with attention also given to literacy as a more proximate indicator of human capital acquisition. Using data from the Demographic and Health Surveys and UNICEF’s Multiple Indicator Cluster Surveys, we explore cross-country variations in primary school completion rates, gender and wealth gaps in education, and literacy rates in relation to one another and in relation to cross-country variations in national income per capita. This paper addresses gender equity in parents’ educational investments in children in a context of rising school attendance in rural Bangladesh. Using data from the nationally representative 2005 Bangladesh Adolescent Survey, we analyze correlates of time spent in school, studying outside school, and work, using a data set on time-use patterns of schoolgoing children and adolescents. We find that time spent in work varies inversely with the amount of time spent studying at home, while time at school shows no such association. We find support for two hypotheses regarding household influences on education: that time spent in school is insensitive …

Fatherhood (and men’s roles in the lives of children in general) is an ideal starting point for engaging men in gender equality for two key reasons: most men want to be involved in the lives of children, whether their own biological children or younger siblings, nieces, or nephews; and responsibility for the care of children is at the heart of gender inequality. Across the globe, girls are systematically excluded from participation in social, economic, and political life. The absence of girls in these arenas has implications not only for the young women themselves but also for society as a whole, exacerbating poverty and perpetuating disparities in health, education, and economic achievement. Internationally, this marginalization makes it difficult or impossible for some countries to achieve society-wide goals, such as the Millennium Development Goals identified by the United Nations as benchmarks to reduce poverty. Young people in India face traditional age- and sex-stratified norms that espouse gender double standards. Premarital partnerships are taboo and anecdotal evidence suggests that in many settings in India, the hint of a romantic relationship or even social interaction between young girls and boys is sufficient to damage a family's reputation and/or result in accelerated arranged marriage, particularly for the girl. This issue of Quality/Calidad/Qualité describes the vital role played by the Ghana branch of the Society for Women and AIDS in Africa (SWAA) in introducing the female condom, the only female-controlled method for protection from HIV. By addressing issues of gender inequity and communication within relationships, SWAA used the female condom to empower women to regain control of their bodies. Also in this issue are profiles of three other approaches to programming for the female condom from Brazil, South Africa, and Zimbabwe.

Female genital cutting (FGC) is practiced as a rite of passage in over half of Kenya’s districts. Kenyan nongovernmental agency Maendeleo Ya Wanawake (MYWO) has long conducted community sensitization focused on discouraging this practice. In 1996, MYWO began implementing the “alternative rite” (AR) intervention in sensitized communities. Girls participating in AR receive family life education in seclusion, followed by a public graduation ceremony recognizing them as adults. They are not cut as part of the ceremony. The issues facing youth across Asia are as diverse as the cultures they represent. Issues involving schooling, employment, sexuality, and marriage take on increased significance for young people aged 10–24 in every country. Decisions made by youth and their families will dramatically affect their individual welfare. Few programs outside of public education systems exist at a sufficiently large scale to assist youth. Decisions to stay in school, opportunities to learn skills and manage resources, the exercise of sexual responsibility, and the process of family formation all impact both personal welfare and community development.
