The American prison population has grown to over 2.3 million citizens incarcerated (“United States of Incarceration,” 2016) and there are more than 900,000 police officers in the nation (“Law Enforcement Facts,” n.d.). These over 3 million people use technology every day in either their work or incarcerated lives. As the effectiveness of the criminal justice system is being questioned, now is the time to perform an assessment of the technology used and make technological recommendations to lower crime, incarceration, and recidivism rates simultaneously. Recent negatively publicized police-citizen interactions in the media, followed by a subsequent rise in crime rates in the United States, has been named the Ferguson Effect. The Ferguson Effect has been explored by prominent scholars in the criminal justice community; however, little is known about how police officers in small police agencies perceive the Ferguson Effect. Preventing cyberterrorism is becoming a necessity for individuals, organizations, and governments. However, current policies focus on technical and managerial aspects without asking for experts and non-experts values and preferences for preventing cyberterrorism. This study employs value focused thinking and public value forum to bare strategic measures and alternatives for complex policy decisions for preventing cyberterrorism. The strategic measures and alternatives are per socio-technical process.
