Too many lives are lost to injury in the United States and in Nevada. Nearly 200,000 people in our country die each year from injuries, which is equivalent to one death every three minutes (CDC 2017b). Each of these deaths not only extinguishes a life, but also affects the friends, family, and community of the deceased. And deaths from injury are costly: researchers estimate that costs from fatal injuries exceed $200 billion (CDC 2017b).

This chapter starts with various definitions of child abuse and neglect, focusing on the approach adopted by Nevada legislators and comparing it with competing definitions. Next, this report examines child abuse and neglect rates in Nevada and tracks the progress the state has made toward achieving its goals related to child welfare outcomes, including child protection and safety, child permanency, and child well-being. Substance abuse is an issue with serious health and societal consequences in Nevada and throughout the nation. In 2016, drug overdoses were responsible for approximately 64,000 deaths in the United States, surpassing motor vehicle deaths by 60 percent (National Institute on Drug Abuse, 2018). Recent attention has been focused on the spike in opioid use and its implications for public health. Nationally, deaths from opioid overdoses increased from 6.1 per 100,000 in 1999 to 19.8 per 100,000 in 2016. Objective: Morbidity and mortality among homeless individuals is higher than the general population. This study aims to determine the prevalence of current self-reported, chronic physical health conditions in a large sample of homeless people with sub-samples from shelters and street in British Columbia, Canada. Methods: Cross-sectional survey applying modified version of the ‘National Survey of Homeless Assistance Providers and Clients (NSHAPC)’ questionnaire in multiple sites in Vancouver, Victoria and Prince George, British Columbia, Canada. For individuals who identify as part of the LGB community, the Internet can be seen as a tool to take control of their lives, may promote self-esteem, and foster a sense of belonging. The purpose of the study was to learn about sexting practices on college campuses. It builds on the existing body of knowledge by attending specifically to sexting rather than the previous literature about engagement in sexual behavior online (see, for example, Daneback, Cooper, & Månsson, 2005). Findings indicated that sexting is viewed as more acceptable in same sex relationships as compared to heterosexual relationships.

Although some clients enter treatment voluntarily to seek intervention for their substance abuse problems, most enter under coercive external pressures that may be perceived by clinicians as less influenced by addressing substance abuse than by appeasing mandates from the judicial system, family, or employers. Little research has examined and compared how clinicians assess clients’ extrinsic and intrinsic motivation to change as opposed to how the clients assess themselves. A congruency between the two parties’ assessments may inform the quality of the therapeutic relationship and facilitate an effective treatment plan. Environmental Correlates Of Physical Activity Among African-American Adults, Tim Bungum, Jennifer Pharr, Paulo S. Pinheiro, Maria Azzarelli

The purpose of this cross-sectional study was to identify perceived environmental correlates of meeting physical activity guidelines among African-American adults living in Southern Nevada. Trained interviewers phoned potential participants who lived in the 12 zip codes of Clark County, Nevada with the highest proportions of African-American residents. Respondents (n=237) answered 52 health-related and demographic questions. Slightly less than 50% of participants met physical activity guidelines. A factor analysis procedure produced two environmental variables, neighborhood safety and environmental supports for physical activity. Age, gender and educational attainment (p<.05) predicted the meeting of those guidelines (R2=.214), while neighborhood support for physical activity, neighborhood safety, and BMI failed to do so. This finding suggests that environmental factors are not strong predictors of physical activity among African- American adults, although environmental supports for physical activity approached significance. Future studies should consider assessing additional aspects of the built environment as an influence on physical activity.

On July 1, 2013, the delivery of the mental health, substance abuse and developmental services in Nevada was restructured on several levels. With this reorganization, Developmental Services for persons with intellectual disabilities was transitioned into the Aging and Disability Services Division (ADSD), while mental health and substance abuse services were integrated to become Behavioral Health. This report presents an evaluation of the Friends in the Desert, Foundation Incorporated (FID), a sit-down feeding program in downtown Henderson, Nevada. The evaluation identified both strengths of the program and opportunities for growth. Major components of this report are presented in the following order: scope of work, research design, findings, recommendations, conclusions and limitations. The report recommendations provide the agency’s members and principal stakeholder groups with proposals designed to improve the program’s financial position and long-term viability. These recommendations focus on opportunities for restructure, growth, and uninterrupted success.

Southern Nevada Strong (SNS) is a collaborative regional planning project between local public agencies and NGOs throughout the Las Vegas Valley. This project is headed by City of Henderson on behalf of the Southern Nevada Regional Planning Committee. SNS received a $3.5 million Sustainable Community (SC) grant from HUD which is set to expire in 2015. SNS member agencies receive preference for future HUD grants by participating in successful SC grant, which could be considered a motivating factor for participation for outside agencies.

Friends of the Rainbow Company (Friends) is a nonprofit organization that supports the mission of The Rainbow Company Youth Theatre (Rainbow Company) in Las Vegas, Nevada. Established in 1978, it supports the Rainbow Company through non-traditional financial streams and hands-on support. The Rainbow Company receives primary financial support from the City of Las Vegas Office of Cultural Affairs. Being the City’s only youth theatre education program of its kind, it has received local governmental funding since 1976. The City support is mainly for salaried employees and facilities.

Motor vehicle crashes caused the majority fatalities to police officers in the U. S. for more than a decade, yet little is known about factors contributing to injury crashes. This research project required original data collection. A national survey of police chiefs in state, county, and local agencies of all sizes was conducted online in June and July, 2012. Questions focused on various driving policies and practices, including those related to communication technology commonly used in police patrol vehicles. This research evaluates the factors that facilitate or constrain the adoption of multicultural education policies in the fifty US state at the state legislature and state bureaucracy levels. According to the 2010 Census, the majority of children under age two—for the first time in US history—are minorities. Furthermore, 11 states and the District of Columbia already have a “minority-majority” population of children under age five. Seven more states are expected to join them in the next decade. Rural perspectives are important for the issue of climate change. Rural areas are high concentrations of active voters who deny the problem of anthropogenic climate change. Rural residents also face decisions about inviting large, utility scale renewable energy developments in their areas. This research examines rural Nevadan’s perspectives on climate change to offer insights about the relationship between climate change perceptions and communication strategies. The research offers policy implications that address context specific issues, solution-oriented dialogue, and interest matching to mitigate anthropogenic climate change.

The Department of Defense asked the Clark County Health District (CCHD) to participate in the disaster drill entitled Determined Promise ’03 (DP ‘03) from August 18 -23, 2003. The purpose of this exercise was to test the capacities of the U.S. Northern Command (U.S.Northcom) Homeland defense/homeland security mission and integration of the Joint Task Forces-Civil Support (JTF-CS) with state and local responders. Part of the JTF-CS mission was to coordinate military support to civilian state and local authorities when it was requested.

Objective. The primary purpose of this exploratory study was to quantitatively evaluate the economic impact of the Nevada Clean Indoor Air Act (NCIAA) on businesses in Clark County.

Methods. The goal of this research was to assess economic indicators over a ten year period utilizing measurable data points, including restaurant and drinking establishment employment rates, taxable sales, openings and closings, as well as slot gaming revenues. This ten year time period consisted of a seven year span prior to the enactment of the NCIAA, and three years post enactment. Background: Tobacco control programs that have adapted the Centers for Disease Control and Prevention (CDC) Best Practices for a Comprehensive Tobacco Control Program (CTCP) have been effective in reducing the rates of tobacco use. This paper investigates the effectiveness that Nevada’s tobacco control programs have had on teen tobacco use and rates to date and examines changes to programs given reduced Master Settlement Agreement (MSA) funding.

Analytic applications are vital in the assessments of public health and surveillance as these applications can drive resource allocation, community assessment and public policy. Using a dataset of nearly 90,000 patient hospital encounters, the number of instances with an ICD code of HIV and co-morbidities was identified. Blacks accounted for 75 percent of HIV hospital encounters in the dataset. While business analytic applications informed this study of cross-tabulations and interaction effects among race, age and gender, there appears to be a significant relationship among HIV diagnoses and substance abuse. Depression can be a significant barrier in the welfare-to-work transition of poor women. Fortunately, support from social networks can lessen symptoms and facilitate entry into the workplace. Inconsistency in the literature concerning the effects of social networks on the poor suggests further research is needed. Thus, we examine the level and determinants of depressive symptoms among participants in the Temporary Assistance to Needy Families program. Having a good job, being in good health, married, and black, and living in rural areas inhibit symptoms of depression. Remaining on TANF and having several children increases symptom levels. Studies have shown that active transport is known to increase physical activity of children, decrease traffic congestion and the production of greenhouse gasses. This study examines active transport to school (ATS) [walking, biking, or other self-powered wheels to school] among elementary students. Through the Nevada Moves Day program an increase proportion of elementary students who use ATS was expected.

This paper evaluates the outcome of independent living (IL) services provided to clients with Spinal Cord Injuries (SCI) by a local non-profit organization, Rebuilding All Goals Efficiently (RAGE). Agency services are directed at increasing client self-sufficiency, self-advocacy, and maintenance of least restrictive living environment. Secondary data provided by RAGE for 22 SCI clients who received services in FY10 was used in the evaluation. Outcomes were measured for living arrangement at case closure, impact of services on client’s life, and cost effectiveness of services provided. They argue neighborhoods should be compact, pedestrian-friendly, with mixed-usage of housing and activities, and available public spaces. I tested New Urbanism Theory by performing ethnographic fieldwork to assess the quality of neighborhoods in Las Vegas. Significant increases in childhood asthma prevalence and mortality has prompted federal and regulatory agencies to work towards a national framework to address childhood asthma. Quality of life is an important component of chronic disease, and the evaluation of healthcare outcomes. There is little discussion in the literature regarding the implications of QoL as a theoretical construct. This study determined the effect of asthma on the QoL of our study population and caregiver’s missed workdays on the child’s QoL scores. The rapid growth of Las Vegas has resulted in negative consequences for the health of its residents to a level that threatens the area’s sustainability. This article reviews key indicators of population health in Las Vegas through the framework of the US Centers for Disease Control and Prevention’s Healthy People in Healthy Places and concludes that public health professionals, citizens, businesses, and political leaders must act now to protect and improve population health.
