Actuarial risk assessment tools increasingly have been employed in jurisdictions across the U.S. to assist courts in the decision of whether someone charged with a crime should be detained or released prior to their trial. These tools should be continually monitored and researched by independent 3rd parties to ensure that these powerful tools are being administered properly and used in the most proficient way as to provide socially optimal results. This research paper seeks to compare cash and in-kind transfers in the context of foreign poverty aid to determine which transfer style is most beneficial and to evaluate long-term best practices of each kind to more positively benefit the recipient communities. It does this by comparing arguments for and against each transfer model. The first argument discusses the differences in distribution costs between the two models. The second compares the cash transfer’s strong concept of choice with in-kind transfer’s typical style of controlled consumption of goods. As Morocco continues its development efforts, one of the most visible disparities that remains is the divide between urban and rural development. Oulmes, a small town of under 10,000 people in the Khemisset province, is home to Les EauxMinéralesd’Oulmes, one of the wealthiest corporations in Morocco. While this would initially seem to be a major distinction in terms of opportunity for development, the area’s economy is primarily agriculturally driven, and by most indicators remains relatively poor. Warwick Junction, a thriving trading hub in the inner city of Durban, has long been considered one of the best examples of collaborative urban management practices between the local government and informal traders. In a post-apartheid South Africa, there was a national desire to transform the old systems of governance, which in Warwick translated to city government institutions making an effort to include informal traders in the policymaking and management processes. Superhero comic book characters have historically engaged issues of social concern. From Superman’s opposition to the Ku Klux Klan in 1947 (Bowers, 2011) to Captain America’s acceptance of a gay soldier in 1982 (Witt, Sherry, & Marcus, 1995) to Batman’s stance against landmines in 1996 (O’Neil, 1996), stories involving superheroes have frequently demonstrated a developed social awareness on national and international problems. Just as people had high expectations for the Great Society programs instituted to address poverty after the Watts riots of 1965 so, too, did people have high hopes for a turning point in federal initiatives to address the plight of the urban poor after the Los Angeles rebellion of 1992.
