Richard Hatcher, mayor of Gary, Indiana, will be the speaker for the Saturday evening supper of the 1979 Human Relations Institute, July 27-29, at Valparaiso University.

Hatcher was one of the first black persons to be elected mayor of a major city. He is frequently mentioned for top posts in the Carter Administration but has chosen to fulfill his commitment to urban America as Gary's mayor.

Fortunately, the annual conference of the National Indian Lutheran Board (NILB), was filled with exceptions. From Veronica Murdoch, executive director of the National Congress of American Indians, and from other respected Native Americans, they heard the bad news:

Indians are still feeling the sharp sting of racism and injustice. Poverty and despair have left lasting wounds. And the church and government seem to persist in their apathetic and inadequate response.

In mid-September-coinciding with National Hispanic Week-church workers and lay people involved in Hispanic ministry met in Los Angeles for the Missouri Synod's second annual Hispanic conference.

The participants took advantage of their Southern California setting by hearing from one of the state's Representatives, Congressman Edward Roybal. They also visited the barrios and Lutheran congregations in the Los Angeles area.

With those words, LHRAA's immediate past president Robert Skare described how the 1979 Human Relations Institute was itself an embodiment of the weekend's theme-"People of Vision, People for Promise: developing Christian leadership for social justice in the 1980s."

More than eight million children in the U.S. have inadequate diets yet go to schools without breakfast programs. Half of those eligible for food stamps do not receive them. More than 25 million Americans exist on incomes lower than the poverty level (about $7000 for a family of four).

The HSUS came into being because, for several years previously, a great many people throughout the United States were aware of the tremendous need for a strong humane group that would actively endorse and work towards eliminating, on a national scale, some of the more obvious cruelties and injustices imposed on animals in slaughterhouses and by uncontrolled breeding of domestic pets. They also realized the necessity for a humane organization that would act in a missionary role, to encourage and assist in the formation of humane societies in the thousands of towns and areas where none existed.

One area of interest in poverty in Urban America has focused attention on the urban poor and their participation. A major consideration about the problem has been the view that poverty is a pervasive condition and that it can be a determinint of behavior. The notion of a "culture of poverty" and a "welfare syndrome" was an expression of this viewpoint indicating poverty is a way of life. The advent of federal funding for rural social services during the late 1960s and 1970s brought about changes in the political organization of rural America. A host of new organizational actors, like Area Agencies on Aging and various local aging agencies were created in rural communities across the country, in the wake of Baker v. Carr with its “one man/one vote” principle and funding through programs like the Economic Opportunity Act and the Older Americans Act. The primary purpose of this study is to develop a model community organizing plan for persons wishing to establish a grassroots citizen action organization. Existential in nature, this model will be geared toward easy and practical application, i.e. a "cookbook" approach to the process of organizing a citizen action organization. A secondary purpose of this study is to provide students and beginning community organizers with a basic theoretical and historical orientation by which to understand the field of community organization.
