The purpose of the International Civic and Citizenship Education Study (ICCS) is to investigate, in a range of countries, the ways in which young people are prepared and consequently ready and able to undertake their roles as citizens. In pursuit of this purpose, the study will report on student achievement in a test of conceptual understandings and competencies in civics and citizenship. It will also collect and analyse, as additional outcome variables, data about student activities, dispositions, and attitudes related to civic and citizenship education. It is over the ten years since IEA last investigated civic education, and in that time new challenges have emerged in educating young people for their roles as citizens in the 21st century. These challenges have stimulated renewed reflection on the meanings of citizenship and the roles of and approaches to civic and citizenship education. This paper explores how civic and citizenship education in the European context is being addressed through the new IEA International Civic and Citizenship Study (ICCS). It sets out the rationale for the inclusion of a European regional perspective as a new and innovative part of the study. It focuses in particular on the rationales for the purpose and content of the European Module. It describes the process of construction of the European Module instruments and outlines how the outcomes will be reported.

What an encouraging development a University of Nebraska at Omaha professor describes in a Midlands Voices essay today. UNO, she explains, is working with small-business owners in north Omaha to improve their computer and telecommunications skills.

As noted by Sajda Qureshi, an associate professor in UNO's College of Information Science and Technology, the project has benefited a variety of "microenterprises" in north Omaha. Among the different types of businesses helped: a delicatessen, tutoring services, a massage therapist, a cake decorator, a pet groomer, a modeling agency and a house for inmates re-entering society.

A new breed of political activist has begun to appear on the streets and in the news. They are no longer trying to out-shout their opponents, but are agreeing with them instead, enthusiastically taking their adversary’s position to exaggerated extremes. It is a practice here termed “identity-nabbing,” in which participants pretend to be someone they are not, appearing in public as exaggerated caricatures of their opponents or ambiguously co-opting some of their power. Urban decline refers to a process that includes population loss and the concentration in cities of major social, economic, and environmental problems, such as high levels of unemployment and poverty and the deterioration of housing and public infrastructure. Sometimes used interchangeably with the terms urban decay and urban distress, urban decline is frequently measured by changes in population (particularly in relation to middle- and upper‐income residents), unemployment, and poverty rates; changes in median household income; and changes in property values, housing tenure, and vacancy rates.

In the early 21st century, urban sprawl continues to be a source of considerable controversy and political debate, yet many Americans quietly accept sprawl. They express their acceptance by moving farther away from central cities into housing and business developments on land that was formerly rural and undeveloped. While a significant number of suburban communities have existed in the United States since the late 19th century, the greatest growth in suburbs occurred after World War II.
