The Nebraska Rural Poll sampled residents from non-metropolitan counties and regional trade centers in the state. The Nebraska Metro Poll sampled the seven counties that comprise the Lincoln and Omaha metropolitan areas. Both polls sent four mailings regarding or containing the surveys in the spring of 2021 and had an online response option.

Rural Nebraskans’ confidence in many institutions has not changed much during the past four years. However, more rural Nebraskans have a great deal of confidence in the public safety agencies in their community than they did in 2017. Conversely, fewer rural Nebraskans express a great deal of confidence in the presidency than they did in 2017.

Overall, most rural Nebraskans have confidence in their local institutions (public safety agencies in their community, public schools in their community, and voting and election systems in their county). In 2021, the Service-Learning Office at VCU conducted an assessment of the impact of service-learning on community partner organizations during the COVID-19 pandemic. The assessment aimed to collect actionable feedback to inform and improve upon current service-learning course practices. Partners (N = 18) were prompted with questions to assess the following topics: operational capacity, economic functioning, social environment, and partnership quality, both prior to and in concurrent with the COVID-19 pandemic. Quantitative findings suggested an overall improvement in scores from the 2017 assessment. Qualitative findings indicated the importance of relationships, concluding that adaptation, communication, and involvement were key factors …

Most rural Nebraskans felt various impacts from the pandemic. While many rural Nebraskans had someone in their household that quarantined because of possible coronavirus exposure or who contracted COVID-19, most have friends or family in their community that quarantined or contracted the virus. Many rural Nebraskans also have friends or family both inside and outside their community who were hospitalized as a result of COVID-19 or who died as a result of it.

Rural Nebraskans are less positive about the current change and expected future change in their communities this year. The proportion believing their community has changed for the better has typically been greater than the proportion believing it has changed for the worse. However, this year the proportion believing their community changed for the worse was slightly more than the proportion believing it had changed for the better (similar to what occurred in 2003 and 2009). The proportion viewing positive change in their community sharply declined from last year. The proportion believing their community has stayed the same increased sharply. Despite …

This report presents some of the core findings from a project designed to track the process of the Irish Citizens’ Assembly, with particular focus on the quality of the deliberative process and the attitudes of the members towards the process.
The evaluation team observed all public sessions of the assembly, surveyed members each weekend and interviewed members as well as the organisation team. Overall we found a very well run process, with high deliberative quality and good levels of knowledge gain and understanding by members. When we recount the histories of social movements, there is a tendency to imagine either a steady, linear march towards progress or a slow descent from radical ideas into complacency. The feminist movement gets painted in waves, progressing from white to intersectional, while in the LGBTQ+ rights movement the contrast of the Stonewall Riots & ACT UP with late 2010s focus on gay marriage and the corporatization of Pride is understood as a watering down and betrayal of the movement’s origins. An organization’s volunteer development program can serve as a useful tool in the P-20 framework to address transitional gaps preventing smooth and consistent movement of individuals from traditional education to career attainment. Utilizing Maslow’s Theory of Motivation and Maslow’s Hierarchy of Needs, this qualitative study revealed volunteer motivation effectively resolved needs that work toward Self-Actualization. Satisfied needs, addressed by the volunteer experience, places the organization as a relevant partner in the P-20 framework to resolve career attainment goals. Studies have shown that for Service-Learning (SL) to be truly valuable and transformative, it must employ participatory project management practices and is ideally conducted in a face-to-face setting. This case study aims to highlight the strategies used to make SL projects long-term and participatory. It also measures the effectiveness of such approach in achieving a valuable and transformative SL experience for students and partner communities. Qualitative results show that students were able to develop desired personal, professional, and civic competencies. Lasting neoliberal ideologies that emerged from the Reagan era have set a precedent for how American society is to understand itself in relation to American governance and economics. At its core, neoliberalism is rooted in the belief of free markets, laissez-faire economics, and federal deregulation. Using moral egoism as its grounding normative ethic and federal deregulation as its means of achieving its goal, this economic approach fails to account for our governments ability to protect the well being and needs of citizens. This study examined the role of women’s political leadership at the community level in China, a context that has experienced recent political and socioeconomic change and has a distinctive rural-urban divide. Drawing on longitudinal data from the China Family Panel Studies (N = 40,918~52,406 person-year observations), we found that female community directors outnumbered male directors in urban China but were much less common in rural areas. Female community directors had higher levels of human capital regardless of rural or urban location. Residents living in female-directed communities reported better mental health, but not physical health or life satisfaction, compared to those …

This thesis investigates the unique interactions between pregnancy, substance involvement, and race as they relate to the War on Drugs and the hyper-incarceration of women. Using ordinary least square regression analyses and data from the Bureau of Justice Statistics’ 2016 Survey of Prison Inmates, I examine if (and how) pregnancy status, drug use, race, and their interactions influence two length of incarceration outcomes: sentence length and amount of time spent in jail between arrest and imprisonment. The results collectively indicate that pregnancy decreases length of incarceration outcomes for those offenders who are not substance-involved but not evenhandedly -- benefitting white …

Online Or In-Person? Examining College Decisions To Reopen During The Covid-19 Pandemic In Fall 2020, Jacob Felson, Amy Adamczyk

When coronavirus disease 2019 (COVID-19) became a major impediment to face-to-face college instruction in spring 2020, most teaching went online. Over the summer, colleges had to make difficult decisions about whether to return to in-person instruction. Although opening campuses could pose a major health risk, keeping instruction online could dissuade students from enrolling. Taking an ecological approach, the authors use mixed modeling techniques and data from 87 percent of two- and four-year public and four-year private U.S. colleges to assess the factors that shaped decisions about fall 2020 instructional modality.
