Without structural policy intervention, approximately 4.6 million Californians remain at risk of being uninsured by 2030, worsening racial and ethnic health disparities and hospital uncompensated care burdens. This policy analysis advocates for a hybrid universal coverage model combining sliding-scale subsidies (California Senate Bill 78) with full-scope Medi-Cal expansion for all income-eligible residents regardless of legal status (California Assembly Bill 133). The framework relies on existing funding mechanisms, including the Managed Care Organization tax and the Health Care Affordability Reserve Fund. The article examines Transaction Intercept (TI), an artificial‑intelligence platform designed to reduce sex trafficking by disrupting the revenue streams that draw organized crime into the market. Transaction Intercept deploys decoy online ads that appear to offer commercial sexual exploitation or prostitution. Automated "decoy" personas connect to individuals who click on these ads and engage them in text conversations. These exchanges can remain fully automated, ending with deterrence messages, or be transferred to police for potential enforcement action or to trained volunteers who attempt to discourage further attempts to buy sex. Artificial intelligence is increasingly shaping how individuals access information, make decisions, and interact with digital environments. The Cognitive Attentional Standards Platform (C.A.S.) was developed to assess attention related harms, cognitive safety, digital autonomy, and platform influence across digital systems (Clark, 2026). However, the growth of generative AI, conversational agents, and algorithmic decision support technologies has introduced new forms of influence that may not be fully captured by existing assessment domains. Algorithmic recommendation systems and interface designs shape attention by combining visually salient cues with uncertain reward timing and low friction interaction. These conditions can sustain anticipatory checking, extend time on task, and reduce natural disengagement points through patterns such as infinite scrolling and autoplay. This paper synthesizes research across neuroscience, human computer interaction, behavioral economics, and artificial intelligence to argue that attention capture is a predictable outcome of incentive driven design rather than an individual failure of self regulation. Scholarly literature has increasingly recognized that the inclusion of women and gender in formal transitional justice processes is essential for addressing the gendered nature of mass atrocities. This thesis seeks to contribute to the existing literature on how and why some transitional justice processes have come to address women and gender by specifically studying Chile’s Rettig Commission and Valech Commission. Several hypotheses have emerged from the literature for why the Valech Commission addressed gender to a greater extent, including that women’s civil society organizations, diffusion of international norms, and shifting domestic politics each played a role. For nearly a decade, Yemen's eastern governorates of Hadramawt, Shabwah, and Al‑Mahrah have been relatively stable, yet the international aid system has kept delivering short‑term humanitarian relief like food baskets and water trucking instead of shifting to sustainable development that could rebuild people's lives, create jobs, fix infrastructure, and strengthen local government. This thesis investigates why this transition has taken so long. Based on 21 interviews with government officials, international NGO staff, and local NGO managers in these three governorates, the study develops a new way of understanding the problem. Practitioners of Afro-Caribbean religions, including Santería, Vodou, Espiritismo, and Las 21 Divisiones, utilize the New York City Public Parks system to hold rituals, connect with spirits and ancestors, and dispose of religious remains leftover from trabajos (workings) and brujería (witchcraft). Utilizing photos from Van Cortlandt Park in the Bronx, my thesis considers the religious, political, social, and practical rationale behind this phenomenon, explores the rituals occurring, and provides policy suggestions that balance religious needs of practitioners with the safety and wellbeing of New York City’s parks.

The People’s Beach at Jacob Riis Park on the Rockaway Peninsula of Queens, New York, is a vibrant place of queer and trans public-space placemaking—and especially Black and working class queer and trans placemaking. A distinct queer ecology emerges in the interplay of the dynamic movement of the barrier island, queer and trans—especially queer and trans Afro-diasporic—mobilities. This queer ecology, while articulated with, also defies and exceeds logics and workings of private property. Military service members are shaped and molded to fit a military culture that emphasizes mission readiness and continuous preparedness. Countless hours are spent training for various situations that can arise. Many trainings are geared toward worst-case scenarios that can cause an increase in stressors and traumatic events. They are expected to demonstrate resilience and overcome adversity to remain mission-ready. This expectation to be mission-ready creates the space for mental health difficulties as well as stigma and avoidance of help-seeking behaviors. For decades, migration has ranked among the most pressing issues in European domestic and regional politics as the number of forcibly displaced persons seeking protection continues to rise. Complementary Pathways, developed as an alternative to the retrenchment of state-led refugee resettlement and restricted access to asylum, have gained increasing prominence in policy discourse and practice. Existing scholarship often explains their emergence through transnational policy transfer or government-led initiatives. The central theme of this article basically resides in the relationship established by indigenous peoples between their hunting practices and the forest. Indigenous ways of connecting ‘hunting’ and ‘forest’ necessarily pass through other modes of knowing, only marginally – if it all – dependent on vision. Across buildings and cities, moisture is managed, concealed, and discharged through convoluted systems of containment. Still, water ultimately resists this framework. It reveals itself as leaks, puddles, condensation—moments typically understood as technical failure. Hidden Systems reframes these conditions as architectural knowledge, one that becomes evidence of water’s material capacity, limits of infrastructure, and a record of time.

Despite beavers’ recent surge in popularity, prevailing negative attitudes and the persistence of beaver removal practices remain obstacles for those advocating living with beavers. The Montana Beaver Working Group (BWG) advances beavers’ role in ecological and community resilience through members’ collaborative efforts, including beaver-related restoration and conflict resolution projects. Bringing together people with diverse values and perspectives, the BWG builds collective understanding, develops a holistic vision for beavers in Montana, and supports members in pursuing it.
