Youth Teaching Youth Survey, Angela Hauer

Evaluation/Reflection

The Youth Teaching Youth workgroup surveyed Minnesota's 87 counties in February and March of 1999 (Appendix A). 68 of the 87 counties responded, 78%. Of those that responded, 44% (30) currently have 'Youth Teaching Youth' programming and 56% (38) do not. Of those that responded to the survey as currently not having 'Youth Teaching Youth' programming, 35% said that it has occurred in their county in the past. In previous years Alcohol Decisions had been done in ten counties, Project 4 Teens had been done in six counties, and Talking with TJ and Self Kare for Kids have both been …

Already Hit Bottom: General Assistance, Welfare Retrenchment, And Single Male Migration, Thomas Vartanian, Joe Soss, Sanford Schram, Jim Baumohl

The Journal of Sociology & Social Welfare

The claim is often made that welfare recipients move to states where benefits are more readily available in more generous amounts. To test that claim, this study uses data on state General Assistance (GA) programs, as well as data on single men from the Public Use Microdata Set of the 1990 U.S. Census. We find only slight evidence that men who lack access to GA seek it elsewhere, and overall we find that the availability of GA has no more than a marginal effect on the location decisions of the men we studied. It seems that poor people, like other …

America's Changing Attitudes Toward Welfare And Welfare Recipients, 1938-1995, Laurie Macleod, Darrel Montero, Alan Speer Jun 1999

America's Changing Attitudes Toward Welfare And Welfare Recipients, 1938-1995, Laurie Macleod, Darrel Montero, Alan Speer

The Journal of Sociology & Social Welfare

This paper examines American national public opinion on welfare, welfare recipients, and the government's role in welfare programs. The data were gathered from published public opinion polls of national samples of adults taken between 1938 and 1995. The findings indicate that public opinion has remained relatively stable over this 57-year period, with the majority of Americans believing that the government has a responsibility to help those in need. At the same time, the majority of those polled believed that the government spends too much on welfare. The findings also show that the public is in favor of reducing income differences …

The Quality Of Life Of Rural Nebraskans, John C. Allen, Rebecca Filkins, Sam Cordes Jun 1999

The Quality Of Life Of Rural Nebraskans, John C. Allen, Rebecca Filkins, Sam Cordes

Publications from the Center for Applied Rural Innovation (CARI)

Nebraska’s economy has shown growth during recent years. However, the agricultural economy has been experiencing a decline in market prices for most commodities. How have these changes affected rural Nebraskans? How do they perceive their quality of life? Do their perceptions differ by the size of their community, the region in which they live, or their occupation?

This report details results of 3,036 responses to the 1999 Nebraska Rural Poll, the fourth annual effort to take the pulse of rural Nebraskans. Respondents were asked a series of questions about their general well-being and their satisfaction with specific aspects of well-being. …

Ethnic Intercession: Leadership At Kalaupapa Leprosy Colony, 1871–1887, Pennie Moblo Jun 1999

Ethnic Intercession: Leadership At Kalaupapa Leprosy Colony, 1871–1887, Pennie Moblo

Pacific Studies

Western notions of leadership can obscure the complexity of colonial history. This article examines ethnic relations in Hawai‘i via its Hansen’s disease colony during the years immediately preceding the overthrow of the monarchy. Popular accounts of Kalaupapa portray a nineteenth-century prison of iniquity where native Hawaiians, sequestered from the controls of civilization, degenerated to a state of “savagery” until a European priest saved them. This image is challenged by letters and reports to the Board of Health, which invoke an alternative history focused on the dialogue between native patients and foreign advisors in government. It is argued here that the …

Wingspread Declaration On Renewing The Civic Mission Of The American Research University, Harry C. Boyte, Elizabeth Hollander Jun 1999

Wingspread Declaration On Renewing The Civic Mission Of The American Research University, Harry C. Boyte, Elizabeth Hollander

Civic Engagement

Civic engagement is essential to a democratic society, but far too many Americans have withdrawn from participation in public affairs. Higher education can contribute to civic engagement, but most research universities do not perceive themselves as part of the problem or of its solution. Whereas universities were once centrally concerned with "education for democracy" and "knowledge for society," today's institutions have often drifted away from their civic mission.

Cosmologies, Cities, And Cultural Constructions Of Space: Oceanic Enlargements Of The World, Wolfgang Kempf Jun 1999

Cosmologies, Cities, And Cultural Constructions Of Space: Oceanic Enlargements Of The World, Wolfgang Kempf

Pacific Studies

This is a commentary on Epeli Hau‘ofa’s vision of an extended Oceania. By contrasting a widening “sea of islands” with the current discourse of an ever-shrinking world, I draw attention to a heterotopic terrain of incompatible spaces. I intend to show that the widely accepted narratives and maps of a shrinking world encompass and assure the image of an ever-extending Western sphere. This rhetoric of global shrinkage as a result of an expanding West is denying others the capability to create their own enlarged world. Hau‘ofa’s critique of a reductionist and diminutive view of Oceania can be seen as a …

Changing Contours Of Kinship: The Impacts Of Social And Economic Development On Kinship Organization In The South Pacific, Cluny Macpherson Jun 1999

Changing Contours Of Kinship: The Impacts Of Social And Economic Development On Kinship Organization In The South Pacific, Cluny Macpherson

Pacific Studies

The incorporation of microstates into the capitalist world-system sets the stage for profound transformations of kinship organization. This article argues that, while ideologies of kinship may remain largely intact, the actual organization of kinship is changing. It explores the roles of social, demographic, political, and economic factors in the transformation of the structure of kinship and family in the South Pacific in the period since continuous contact with the West commenced some 170 years ago. The case of Western Samoa is offered as an example of the process of change that is occurring at varying rates throughout Pacific Island societies.

Globalization, Stateless Capitalism, And The International Political Economy Of Tonga’S Satellite Venture, Anthony Van Fossen Jun 1999

Globalization, Stateless Capitalism, And The International Political Economy Of Tonga’S Satellite Venture, Anthony Van Fossen

Pacific Studies

Globalization has led some Pacific Islands countries into ventures that use their sovereignty to advance private interests against regulation by metropolitan states. Tongasat, Tonga’s innovative satellite enterprise, is one such recent initiative in “stateless” capitalism that has deep structural similarities with flags of convenience and offshore tax havens. The microstate has claimed a disproportionate percentage of geostationary slots and succeeded in filling a number of them. Tongasat’s emergence is analyzed in terms of the contemporary world-system, declining U.S. hegemony over the global satellite regime (creating opportunities for independent entrepreneurs), and the end of the cold war (making inexpensive Russian satellites …

“All Things Considered”: A Comparative Case Study Examining The Commercial Presence Within Public Radio, Peter P. Nieckarz Iii Jun 1999

“All Things Considered”: A Comparative Case Study Examining The Commercial Presence Within Public Radio, Peter P. Nieckarz Iii

Dissertations

This dissertation addresses the commercial presence within public radio. A case study of three NPR affiliate stations was conducted to determine to what extent public radio is being influenced or compromised by increased commercial rationality. It also addresses how they have been able to resist commercialism and remain true to the original ideals of public radio. The research included active interviews, observations, and document analyses of data collected from field research at each o f the three stations in the sample. Analysis of the data indicates that public radio stations have grown more commercial due to declining tax-based subsidies, and …

Inequities In Rural Transportation, Tom Seekins Ph.D., Diana Spas, Maryann Hubbard, University Of Montana Rural Institute Jun 1999

Inequities In Rural Transportation, Tom Seekins Ph.D., Diana Spas, Maryann Hubbard, University Of Montana Rural Institute

Independent Living and Community Participation

The lack of transportation is one of the most frequently cited problems of rural residents. Federal funds to support public transportation have historically been inequitably allocated between urban and rural areas. This inequity has a particularly significant impact on people with disabilities who live in rural areas. While the 1998 authorization of the Transportation Equity Act for the 21st Century (TEA-21) increased the total amount of funds for public support of transportation and increased the funds available for rural transportation and transportation for the elderly and individuals with disabilities, the discrepancy between urban and rural transportation allocations remains significant. About …

The Status Of Service-Learning In The United States: Some Facts And Figures, Robert D. Shumer, Charles C. Cook Jun 1999

The Status Of Service-Learning In The United States: Some Facts And Figures, Robert D. Shumer, Charles C. Cook

Service Learning, General

This report focuses on service and service-learning in high schools. The report compares data from 1984 research with information from two studies of service and service-learning completed in 1997. The data suggest that community service and service-learning in 1984 was available in slightly more than one-quarter of all high schools (primarily to white students), and course-related programs (service-learning) occurred in only about 10% of all schools. The 1997 data indicate that the number of high school students involved in service-related programs has increased 686%; and the number of high school students involved in service-learning has increased3,663%. Using data from studies …

Legislators' Perceptions About Poverty: Views From The Georgia General Assembly, Elizabeth L. Beck, Deborah M. Whitley, James L. Wolk

The Journal of Sociology & Social Welfare

This study sought to explore legislators perspectives about causes of poverty. Members of the Georgia General Assembly rated the importance of 10 behavioral and structural explanations of poverty, and indicated whether they thought poor women and children would be better served under AFDC or TANF. Whereas all groups of legislators found behavioral explanations moderately important, there was significant variation by race, gender, and political party about the importance of structural explanations of poverty. Support for several structural explanations of poverty correlated with a preference for AFDC, but no correlations were found with behavioral explanations. This study holds implications for affecting …

E. Franklin Frazier And The Interfacing Of Black Sociology And Black Social Work, Jerome H. Schiele

The Journal of Sociology & Social Welfare

E. Franklin Frazier is known almost exclusively for his scholarly contributions after the publication of his seminal book, The Negro Family in the United States. Less is known about Frazier's professional life and scholarly contributions during the period when he was Director of the Atlanta School of Social Work between 1922 and 1927. Frazier was part of that generation of black scholars who benefited from the fluid interfacing of sociology and social work characteristic of the early part of the 20th century. While director of the Atlanta School, Frazier made significant contributions to the knowledge base of social work and …

Inroads To Technology: Evening The Playing Field For The 21st Century - Prag Publication, Center For Urban Research And Learning, Policy Research Action Group, Derek Pasnick, Maureen Hellwig, Carol Hibler, Martin Mercado, Kent Unruh, Suzanne Whelden

Center for Urban Research and Learning: Publications and Other Works

Community access to technology has become a critical issue in the discussion of sustainable community development and the economic viability of communities in the 21st century. The Policy Research Action Group (PRAG), a now-retired portion of CURL, established the Community Access to Technology Working Group to explore community access and training with regards to technology in the context of universal access within the city of Chicago. Additionally, the group sought to find out how technology resources are distributed in Chicago with particular emphasis on access at community centers, schools and libraries. The group's final report outlines the numbers and findings …
