Women: Re-Entry And Challenge, Lita Linzer Schwartz Jul 1977

Women: Re-Entry And Challenge, Lita Linzer Schwartz

The Journal of Sociology & Social Welfare

Women are turning or returning to the world outside the home in ever-increasing numbers, partly due to the economic crisis of recent years and partly in response to the "consciousness-raising" and self-actualization aspects of the women's liberation and humanistic movements. When a woman re-enters the workaday or educational world, she meets a variety of challenges. Some she may have anticipated; others may come as a surprise - or a shock.

Shame And Public Dependency: A Literature Review, Norman L. Wyers Jul 1977

Shame And Public Dependency: A Literature Review, Norman L. Wyers

The Journal of Sociology & Social Welfare

All research related to under-utilization of income maintenance programs as well as to their impact on recipients has discovered the presence of stigma. A survey of the pertinent literature points out that much is known about stigmatization but that social welfare has been slow to incorporate this knowledge in any attempt to reduce the destructive effect of stigma on program users. Both liberal and radical reform measures are proposed as remedies.

A Cohort Analysis Of Juvenile Probationers From The Kalamazoo County Juvenile Court, 1971, Karl B. Kucab

Masters Theses

Data on 171 juveniles placed on probation in 1971 was compiled and analyzed. Thirteen independent and six dependent variables were tested bivariately and multivariately. The recidivism rate for the cohort was also determined.

This was the first analysis of the court's probation service. It served to supply the court with three "measures" of recidivism, a "Delinquency Seriousness Index," and an adult follow-up of the cohort.

Results showed an effectiveness rate of 60.25%. In addition, 13 of the 78 hypotheses advanced were accepted and four significant predictor models were constructed. "Early age at onset" of delinquency, a familiar predictor of recidivism, …

Third World Women, World Population Growth: A Case Of Blaming The Victim, Elizabeth W. Moen Mar 1977

Third World Women, World Population Growth: A Case Of Blaming The Victim, Elizabeth W. Moen

The Journal of Sociology & Social Welfare

This paper examines the provisions of the 1974 United Nations World Population Conference pertaining to the status of women, wherein it is assumed that if the status of women is improved and they are educated and employed, fertility will decline. It is concluded that these assumptions do not have very sound theoretical or empirical bases, and that the possibility and probability of implementation in the near future is slim. It is hypothesized that the Conference World Plan of Action will do little to raise the status of women or reduce population growth because it is a product of sexual politics.

The Interests Of Children And The Interests Of The State: Rethinking The Conflict Between Child Welfare Policy And Foster Care Practice , A. Pare, J. Torczyner Mar 1977

The Interests Of Children And The Interests Of The State: Rethinking The Conflict Between Child Welfare Policy And Foster Care Practice , A. Pare, J. Torczyner

The Journal of Sociology & Social Welfare

The social welfare literature -- whether embodied in the ideology of the profession, claimed in its social policy, substantiated through empirical research, or espoused in practice -- suggests that children should not be removed from their natural hones as a solution to economic woes or to the unavailability of social support services. This apparent convergence of ideology, policy and practice -- buttressed by social values which recognize the importance of family life -- would suggest that few children, if any, would enter foster care because of inadequate income or the absence of social services. Yet, in 1977, between one quarter …

New York City And The Economic Crisis, Joseph Harris Mar 1977

New York City And The Economic Crisis, Joseph Harris

The Journal of Sociology & Social Welfare

The crisis of New York City and the crises affecting many hundreds of other cities, counties, school districts, and other local and state governments are not accidents. They are a direct result of the neglect that social welfare receives at the hands of a government interested only in furthering the profits and position of the monopolies. Some people call the U.S. government a "warfare/welfare" state. I prefer to call it a state dominated by the giant corporations which control the economic and hence the political life of our nation. As long as federal policy continues to stress profits before people, …

The Warfare-Welfare Tradeoff: Health, Public Aid And Housing, Kathleen Peroff Mar 1977

The Warfare-Welfare Tradeoff: Health, Public Aid And Housing, Kathleen Peroff

The Journal of Sociology & Social Welfare

It is a truism that resources devoted to defense are unavailable for nondefense purposes. Investment in defense takes place partly by reducing civilian spending on consumer and capital goods through tax rates that are higher than they would otherwise be and partly by reducing government spending on non-defense programs. The purpose of this paper is to test for the existence and magnitude of the latter tradeoff over the years 1929-1971 in the United States. In particular, the analysis concerns the tradeoff between defense and three social welfare policies: health, public aid and housing. In addition, the analysis examines whether these …

Is Criminology A Policy Science, Robert F. Meier, Gilbert Geis Mar 1977

Is Criminology A Policy Science, Robert F. Meier, Gilbert Geis

The Journal of Sociology & Social Welfare

The question posed in the title is discussed in view of selected evidence from the criminological literature. Criminology's status as a policy science, based largely on the ability of the discipline to present coherent, empirically-based recommendations for the reduction of crime, is evaluated. The review leads to disappointing conclusions with respect to the usefulness to policymakers of the present knowledge base in criminology.

Sex Roles And Work Roles In Post-Industrial Society, Diane Barthel Mar 1977

Sex Roles And Work Roles In Post-Industrial Society, Diane Barthel

The Journal of Sociology & Social Welfare

It is argued that one of the reasons for the slow change in work and sex roles, despite policies designed to encourage such change, Is an inadequate understanding of the process of industrialization and Its Impact on women's status. This impact has been both increasingly to favor money as the sole criteria for status and to force a separation of the home and the workplace. Both of these factors have had an adverse impact on women's status which the growth of technology, expansion of education, and increased control over fertility have not been able to counteract. The limitations of current …

The Politics Of Drug Addiction: A Comparison Of United States And Chinese Drug Policies Since 1949, Richard Fortmann Nov 1976

The Politics Of Drug Addiction: A Comparison Of United States And Chinese Drug Policies Since 1949, Richard Fortmann

The Journal of Sociology & Social Welfare

During the past decade the increase in drug use and drug addiction in the United States has been viewed with growing alarm. Drug addiction has been compared to a contagious disease, an epidemic which is raging in our cities and towns. Although the rhetoric has become more dramatic, the drug problem is certainly not a new one. This paper is concerned with the historic failure of United States policies to eliminate or even to contain drug abuse and drug addiction. It is the central thesis of this paper that drug addiction is a social disease, and as such is symptomatic …

Integrated Cooperation Within A Grass-Roots Movement’S The Class Emphasis, John C. Leggett, Frances V. Mouldner Nov 1976

Integrated Cooperation Within A Grass-Roots Movement’S The Class Emphasis, John C. Leggett, Frances V. Mouldner

The Journal of Sociology & Social Welfare

Under what conditions is it possible for members of different racial groups to cooperate in an integrated sense to build a successful, working class, community based, mutual benefits association -- one with the long-term intent of organizing workplaces where mutual-benefits association members happen to work? Can this inter-racial cooperation occur at all levels of the organization? Given this long term possibility of unionization, an end product not too different from an association-union recently achieved by Caesar Chavez's "NFWA-UFVOC", what are the initial organizational prerequisites for successfully bringing together blacks, whites, Chicanos, Puerto Ricans and others within these local associations?

What Kind Of Sociology Is Useful To Social Workers?, Alfred Mcclung Lee Sep 1976

What Kind Of Sociology Is Useful To Social Workers?, Alfred Mcclung Lee

The Journal of Sociology & Social Welfare

Both social workers and sociologists have been trying desperately for more than a century to live down their miscellaneous ancestry. Both are still embarrassed that their disciplines are rooted historically in the work of oldtime clergy, police, utopian philosophers, sentimentalists, reactionary manipulators, and radical thinkers and agitators. Nevertheless it was from those men's and women's concerns, their perceptions of social problems, their efforts at social amelioration and reform or revolution, and their inter-cult conflicts that the two corps of modern professionals sprang.

The Incremental Trail In Developing False Doctrine And Its Consequences In The American Drug Scene, Avron Heiligman Sep 1976

The Incremental Trail In Developing False Doctrine And Its Consequences In The American Drug Scene, Avron Heiligman

The Journal of Sociology & Social Welfare

The trail of what has turned out to be the criminalization of drug taking behavior illustrates a major criticism of incrementalism in developing policy-- the acceptance and maintenance of specific values and attitudes. The effects of false doctrine accepted more than fifty years ago are with us today and will continue in their effect umtil a radical change is seen in our society. The purpose of this paper is to map the old trail, identify those times where false doctrine was accepted, and to present a radical alternative for the future.

Towards The Development Of Theory: Cultural Pluralism Redefined, Antonia Pantoja, Wilhelmina Perry, Barbara Blourock Sep 1976

Towards The Development Of Theory: Cultural Pluralism Redefined, Antonia Pantoja, Wilhelmina Perry, Barbara Blourock

The Journal of Sociology & Social Welfare

The authors are attempting to move beyond the descriptive position, evidenced in the current writing, towards a theoretical approach to cultural pluralism. A series of definitions are presented concluding with the authors' definition of cultural pluralism - redefined. The new definition is discussed, as an operational concept, emanating from participants in the new cultural pluralism movement.

The current societal conditions that impede the realization of cultural pluralism are discussed in relation to a conceptual model, Criteria for Assigning Preferred or Unpreferred Status, that is used to explain our society's idealization of certain personal, social, and economic characteristics.

The authors conclude …
