Institute for Asian American Studies Publications
On the eve of the 21st century, a group of young Asian American writers bravely announced—tongue partially in cheek, in keeping with the aesthetic of sincere irony that characterizes the so-called Generation X—their recreation of “a monster.” This announcement, posted on the internet (at www.gidra.net), was drafted by the “editorial recollective” of Gidra, a samizdat (self-published) monthly newsletter launched thirty years earlier by a group of UCLA students who wanted a forum where they could address the particular concerns and issues facing Asian Pacific Americans in the Vietnam War era. Writers and editors of a new Gidra declared in …

Census 2000 data include changes in the way people were counted. The most significant change is to allow persons to select more than one race, creating a new multiracial category of “two or more races”, but meaning people may not be included in the race with which they most identify. There was, however, no way to choose more than one ethnicity; one must choose either Latino or not. Throughout this profile, numbers reflect Latinos of all races, or non-Latinos by race, with persons of two or more races counted separately. All categorizations are based solely on self-identification. All of this …

Reconstructing The Chinese American Experience In Lowell, Massachusetts, 1870s–1970s, Shehong Chen
Reconstructing The Chinese American Experience In Lowell, Massachusetts, 1870s–1970s, Shehong Chen
Institute for Asian American Studies Publications
This is a study of the Chinese American experience in Lowell, Massachusetts, over the century from the 1870s through the 1970s. I have selected this period for study because the 1870s witnessed the first appearance of Chinese laundries in Lowell, and the 1970s, the disappearance of Chinese laundries in Lowell. Notably, this study attempts to fill in two existing gaps in historical scholarship. First, the experiences of many of Lowell’s ethnic groups have been documented or studied, but the experience of the Chinese has been ignored. Secondly, the history of Chinese Americans in New England cities and towns has generally …

Gerontology Institute Publications
Seniors Count is an ongoing outreach initiative under the direction of Boston Mayor Thomas M. Menino with the leadership and support of Joyce Williams, Boston's Commissioner on Affairs of the Elderly. The program's purpose is to "identify and reach out to those members of the city's elderly population who live in private housing arrangements and help provide them with the information and services they [may] need" (Boston Commission on Affairs of the Elderly, 2002). Since the program's inception in 1999, it has reached over 5,500 community-dwelling elders in the City of Boston (Boston Commission on Affairs of the Elderly, 2002). …

Seamless service delivery means that a customer receiving services can move between two or more agencies with limited disruption. Seamless services have not been accomplished when a customer must take a cross-town bus to travel from one agency to another. To address this issue, many One-Stop career centers are looking into how staff from their partner agencies can physically share space. This can range from a single staff person from an agency working in the Center on specific days of the week (itinerant staffing) to all staff from that agency working there on a full-time basis (full co-location). Staff report …

Case Studies On The Implementation Of The Workforce Investment Act: Focus On Involving Customers With Disabilities, Sheila Fesko, Jaimie Ciulla Timmons, Allison Cohen Hall
Case Studies Series, Institute for Community Inclusion
Although it is uniformly accepted that customers with disabilities should be involved in the process to create a new workforce system under the mandates of the Workforce Investment Act (WIA), anecdotal evidence suggests this to be more rhetoric than reality. Currently One-Stop Career Centers, workforce boards, and states are struggling with how to solicit and incorporate this important input into the planning process. The following is offered as a tool to help involve customers with disabilities as One-Stop centers are developed. This brief is part of a series of products offering practical solutions for state and local entities as they …

Case Studies On The Implementation Of The Workforce Investment Act: Focus On Accessibility, Sheila Fesko, Jaimie Ciulla Timmons, Allison Cohen Hall
Case Studies Series, Institute for Community Inclusion
Universal access is a central tenet of the Workforce Investment Act (WIA) and mandates that One-Stop Career Center (One-Stop) services be accessible for individuals with disabilities. Partnerships between Vocational Rehabilitation (VR) and workforce development agencies have increased awareness about the importance of service accessibility and states have been responding to this issue in their planning and service delivery. This brief highlights the innovative strategies states have used to make their One-Stops better able to support job seekers with disabilities. This brief is part of a series of products offering practical solutions for state and local entities as they implement the …

Surviving Against The Odds: Families’ Journeys Off Welfare And Out Of Homelessness, Donna H. Friedman, Tatjana Meschede, Michelle Hayes
Center for Social Policy Publications
Homeless families face complex challenges when making the transition from welfare to the workforce. By focusing on the experiences of homeless families participating in a Boston-based welfare-to-work program, the multimethod, longitudinal study described in this article explored factors contributing to more successful transitions as well as barriers faced by families having a harder time making the transition.
Nearly 90 percent of the families that were studied left a shelter with a housing subsidy and retained it 6 to 12 months later. Successful employment outcomes after exiting a shelter were more evident for families whose head of household was older, two-parent …
