"Social science research does not occur in a vacuum. Competing for time and attention is the norm in a society that has become more isolated. Because of this, the effects of ghosting are prevalent everywhere. As social scientists, we are not immune to ghosting or its effects. In this research brief, two junior faculty members discuss their efforts to overcome ghosting at every level of the research process and its impact on hiring student workers, knowledge production, and meeting grant funding requirements. Colonial mural art in the Yucatán Peninsula represents a cultural intersection where Christian iconography and Maya artistic traditions converged in a complex visual dialogue. Maya Christian Murals of Early Modern Yucatán (Texas University Press, 2024) offers a detailed analysis of these pictorial expressions, exploring how Indigenous artists reinterpreted colonial impositions by preserving ancestral techniques, materials, and symbolism. The book proposes a rereading of the murals in Franciscan convents, highlighting their role not only as tools of evangelization but also as evidence of cultural resistance and adaptation.

Parental incarceration has the potential to drastically affect the social, behavioral, and physical lives of children. Such negative impacts include prenatal and chronic health conditions, behavioral and mental health issues, developmental delays, juvenile and criminal legal system involvement, and overall declines in well-being. These damaging outcomes occur for babies delivered during their mothers’ incarceration with negative lingering effects seen throughout the lifespan. Due to the stigmatization of incarceration, these children may experience bullying, engage in isolating behaviors, and struggle within the school, which may lead to the school-to-prison pipeline. Voir dire, sometimes referred to as jury selection, is the legal process the court uses to pursue an impartial jury. The presiding judge controls many aspects of how voir dire proceeds. In deciding voir dire variations, the judge presumably engages in a calculus weighing factors like the goal of voir dire, time, and specific trial needs to determine appropriate procedures. Certain procedures are considered expansive and others limited. Despite the proliferation of alternatives to incarceration (ATI) for individuals with co-occurring disorders in recent decades, little is known about comparative styles of treatment used in this context. The following study uses data from a case management service in a large urban city (n=273) where several types of treatment are utilized in the ATI landscape. Specifically, this study compares ATI completion rates and time to completion or failure for several styles of treatment: clinic-based outpatient, residential, assertive community treatment (ACT) and personalized recovery-oriented services (PROS) programs. Male sexual assault survivors on college campuses face barriers to disclosure, support, and recovery due to stigma, societal expectations of masculinity, and inadequate institutional resources. This hermeneutic phenomenological study explored the lived experiences of six male survivors of sexual assault enrolled in college, focusing on their perceptions of sexual violence before and after their assault, the psychological burden of disclosure, and their experiences with available support systems. Participants described challenges including rape myths, feelings of isolation, fear of emasculation, and limited access to gender-inclusive resources. In this commentary we explore the confluence of factors shaping climate-induced migration and the need for comprehensive solutions grounded in historical and systemic understandings. We argue that climate change, colonial legacies, and geopolitical policies significantly influence migration patterns, particularly for historically marginalised communities. We call for scholars to develop holistic frameworks that consider environmental, political, historical, and economic factors while advocating for the legal recognition and protection of migrants and people displaced by climate impacts. This study examines the relationship between encounters with the criminal justice system and psychological well-being in a large U.S. sample. This project builds upon previous research about the negative outcomes tied to such encounters by examining potential long term negative effects on people’s subjective well-being and sense of meaning and purpose in life. Panel study participants indicated their lifetime exposure to the criminal justice system, and then, about two years later, indicated their current subjective well-being and sense of meaning and purpose in life. This thesis explores the role of community in restorative justice through both the criminologist and practitioner perspectives. Through investigating the limitations of the U.S. penal system, which ranks highest globally in incarceration rates yet fails to ensure public safety, the research investigates restorative justice as a victim-cantered, harm-driven alternative. It emphasizes how restorative justice redefines crime by focusing on healing and accountability rather than punishment of the criminals/harm-doers. This study examines capital murder cases in Missouri from 1976 to 2022 to explore how victim-offender relationships relate to both the brutality of homicides and sentencing outcomes. It addresses three main questions: What are the different types of victim-offender relationships in these cases, and how frequently does each type occur? ประเทศประชาธิปไตยทั้งหลายถือว่า บทบาทของรัฐสภาในการจัดทำและควบคุมงบประมาณของรัฐเป็นเรื่องสำคัญและไม่อาจทดแทนด้วยกลไกอื่นได้ แต่ในช่วงกว่าหนึ่งศตวรรษที่ผ่านมา ฝ่ายบริหารมีบทบาทนำในการจัดทำงบประมาณของรัฐ เมื่อไม่นานมานี้เองที่รัฐสภาในประเทศต่าง ๆ รวมทั้งรัฐสภาไทย เริ่มตื่นตัว และปรับปรุงกระบวนการงบประมาณของรัฐสภา เพื่อกระชับอำนาจของรัฐสภาในการควบคุมงบประมาณให้มากขึ้น หนึ่งในเครื่องมือที่ฝ่ายนิติบัญญัติในประเทศต่าง ๆ นำมาใช้ในการเสริมสร้างความเข้มแข็งในทำหน้าที่ควบคุมงบประมาณของรัฐ คือ การจัดตั้งสำนักงบประมาณของรัฐสภาขึ้น บทความวิจัยนี้ต้องการศึกษาบทบาทของสำนักงบประมาณของรัฐสภาไทย ตลอดจนถึงผลสืบเนื่องที่เกิดจากการจัดตั้งสำนักงบประมาณของรัฐสภาต่อการกระชับอำนาจในการควบคุมงบประมาณของรัฐสภา ผู้วิจัยได้สำรวจเอกสารสัมภาษณ์ บุคลากรของสำนักงบประมาณของรัฐสภา สมาชิกสภาผู้แทนราษฎร ข้าราชการฝ่ายบริหาร และจัดประชุมเชิงปฏิบัติการและการสัมมนา เพื่อสอบทานข้อมูลและแปลความหมายข้อมูลร่วมกับผู้ให้ข้อมูลหลักที่เกี่ยวข้องกับกระบวนการงบประมาณของรัฐสภา บทความวิจัยนี้บ่งชี้ว่า สำนักงบประมาณของรัฐสภามีส่วนสนับสนุนให้กระบวนการงบประมาณของฝ่ายนิติบัญญัติมีความเข้มแข็งมากขึ้น และมีส่วนช่วยให้รัฐสภาควบคุมงบประมาณของรัฐได้เพิ่มขึ้นระดับหนึ่ง น่าสังเกตว่า สำนักงบประมาณของรัฐสภาได้ใช้ความสามารถของหน่วยงานในการทำหน้าที่จนถึงขีดจำกัดสูงสุดที่สามารถทำได้ แต่ก็ยังไม่สามารถทำหน้าที่ที่ได้รับมอบหมายได้ครอบคลุมครบถ้วนทุกด้าน รัฐสภาจึงควรแสวงหาแนวทางในการพัฒนาขีดความสามารถของสำนักงบประมาณของรัฐสภาให้เพิ่มขึ้น

การศึกษานี้มีวัตถุประสงค์เพื่อ (1) ศึกษาภาพลักษณ์รูปแบบการสื่อสารกลยุทธ์การทูตของจีน และศึกษาการตลาดเชิงเนื้อหาผ่านเกม Arena of Valor และ Honor of Kings (2) เปรียบเทียบความสอดคล้อง และความแตกต่างของทั้ง 2 เกม และ (3) เสนอแนะแนวทางในการพัฒนาเนื้อหา รูปแบบการสื่อสาร และกลยุทธ์การทูตผ่านอีสปอร์ตให้หน่วยงานที่เกี่ยวข้องทั้งภาครัฐและเอกชน ด้วยระเบียบวิธีการวิจัยเชิงคุณภาพโดย การวิจัยเอกสาร (documentary research) และการวิเคราะห์เนื้อหาที่ถูกนำเสนอบนเฟซบุ๊ก 4 เพจ ได้แก่ Honor of Kings, HoK Global Esports, Garena RoV Thailand, และ KingSauce Legends รวบรวมได้ ทั้งหมด 5,300 โพสต์  ผลการศึกษาพบว่า (1) รูปแบบการสื่อสารและการนำเสนอเนื้อหาของเกม Honor of Kings และ Arena of Valor มีความแตกต่างกันตามวัตถุประสงค์ของแต่ละเพจเกม Honor of Kings เน้นการนำเสนอให้เห็นถึงรูปแบบการเล่น การประกาศเปิดให้บริการในต่างประเทศ โดยใช้ตัวละครภายในเกมเป็นตัวนำเสนอผ่านรูปแบบวิดีโอความยาวประมาณ 1-3 นาที ด้านกิจกรรมการแข่งขันอีสปอร์ตและเงื่อนไขการแข่งขันของเกม Honor of Kings นำเสนอโดยการใช้ภาพนิ่งของนักกีฬาและภาพอินโฟกราฟิก (Infographic) ในขณะที่เกม Arena of Valor เน้นการนำเสนอเพื่อโฆษณาสินค้าและบริการของเกม รวมถึงการสร้างชุมชนผู้เล่น (communities) ผ่านการใช้ภาพนิ่งและผู้ทรงอิทธิพลออนไลน์ (influencer) (2) การนำเสนอเกม Honor of Kings สามารถสะท้อนภาพของวัฒนธรรมและความสร้างสรรค์ (creativity) เนื่องจากผู้ให้บริการเกมเป็นบริษัทภายในประเทศจีนที่ดำเนินนโยบายของบริษัทตามนโยบายของกระทรวงวัฒนธรรม (Ministry of Cultural) ของประเทศจีน ในขณะที่การนำเสนอเนื้อหาของเกม Arena of Valor ดำเนินการจากผู้ให้บริการภายนอกประเทศจีน จึงไม่ได้ดำเนินนโยบายของบริษัทตามทิศทางของกระทรวงวัฒนธรรม (Ministry of Cultural) …

บทความฉบับนี้มีวัตถุประสงค์เพื่อศึกษาสภาวะของบริการด้านสุขภาพ และการเข้าถึงของระบบราชทัณฑ์ไทยในการดูแลแบบประคับประคองและการดูแลในวาระท้าย โดยอาศัยแนวคิดสิทธิมนุษยชน สิทธิผู้ต้องขัง แนวคิดการดูแลแบบประคับประคอง และกรอบข้อบังคับระดับสากลและข้อกฎหมายระดับประเทศ ทั้งนี้ ยังมุ่งศึกษาแนวทางการให้บริการด้านสุขภาพในมิติของการดูแลในระยะท้าย ความต้องการของผู้ต้องขังสูงวัยในเรือนจำ และรูปแบบการจัดการกับการตายในเรือนจำ ผ่านกลไกของราชทัณฑ์ไทยที่มีทีมสหวิชาชีพต่าง ๆ เข้ามาให้บริการผู้ต้องขังในระยะท้าย การศึกษาครั้งนี้อาศัยการวิจัยเชิงคุณภาพ และมีข้อค้นพบประการสำคัญว่า สภาพความเป็นอยู่ของผู้ต้องขังป่วยต้องเผชิญความยากลำบากในเรือนจำ ซึ่งส่งผลให้เกิดความเสี่ยงต่อความเจ็บป่วยได้ง่าย สภาพแวดล้อมของเรือนจำไม่สอดรับกับวัยสูงอายุ อย่างไรก็ตาม ผู้ต้องขังสูงวัยในวาระท้ายของชีวิตได้รับบริการทางการแพทย์ที่มีมาตรฐานสากลเทียบเท่าการรักษาในโรงพยาบาลภายนอก ด้วยทีมสหวิชาชีพที่มีความเชี่ยวชาญ ทั้งยังมีบริการระบบการให้เยี่ยมออนไลน์สำหรับผู้ต้องขังในวาระท้ายในเรือนจำ และความต้องการในวาระสุดท้ายของชีวิตผู้ต้องขังในเรือนจำ คือ การได้ “กลับบ้าน” ที่นับเป็นข้อค้นพบสำคัญ และเป็นความหวังสุดท้ายก่อนสิ้นลมหายใจ

ตัวคูณทางการคลัง มาตรการกระตุ้นเศรษฐกิจของประเทศไทย, ภาวิน ศิริประภานุกูล

งานศึกษานี้ประเมินค่าตัวคูณทางการคลังโดยอาศัยกระบวนการทางเศรษฐมิติที่เป็นที่ยอมรับวงกว้างในปัจจุบัน โดยทดลองใช้ข้อมูลสะท้อนการใช้จ่ายของรัฐบาลที่แตกต่างกัน 5 ลักษณะ งานศึกษาพบว่าค่าตัวคูณการใช้จ่ายของรัฐบาลอยู่ที่ 0.25-0.49 ซึ่งมีค่าต่ำกว่า 1 อย่างชัดเจน ค่าตัวคูณดังกล่าวสะท้อนความไม่มีประสิทธิภาพของมาตรการกระตุ้นเศรษฐกิจของประเทศไทย ซึ่งเป็นประเทศเศรษฐกิจเปิดขนาดเล็กและมีสัดส่วนของภาคเศรษฐกิจนอกระบบในระดับสูง ทั้งนี้ ค่าตัวคูณการใช้จ่ายของรัฐบาลดังกล่าวประเมินขึ้นจากข้อมูลการเบิกจ่ายงบประมาณประจำปีของรัฐบาลที่มิได้คำนวณรวมการเบิกจ่ายงบประมาณในส่วนของการชำระคืนต้นเงินกู้และรายจ่ายเพื่อชดใช้เงินคงคลัง/ชดใช้ทุนสำรองจ่าย ซึ่งมีความสอดคล้องการดำเนินมาตรการรักษาเสถียรภาพทางเศรษฐกิจของรัฐบาลในทางปฏิบัติมากกว่าข้อมูลที่ถูกนำมาใช้ประเมินค่าตัวคูณทางการคลังในงานศึกษาในอดีต

การสังเคราะห์ภาวะความเป็นเจ้าบ้านบนพื้นฐานของการวิจัยสังคมเชิงประจักษ์ : กรณีศึกษามุมมองเกี่ยวกับผู้อพยพเข้ามาในพื้นที่ปลายทางยอดนิยมของทวีปยุโรป, ศิริพงศ์ ปาลกะวงศ์ ณ อยุธยา

จุดมุ่งหมายหลักของงานวิจัยนี้คือการสังเคราะห์นิยามและองค์ประกอบของแนวคิด “ภาวะความเป็นเจ้าบ้าน” ซึ่งมีรากฐานจากผลการวิเคราะห์ความสัมพันธ์เชิงพหุระหว่างทัศนคติต่อผู้อพยพเข้ามาในประเทศของตนกับภูมิหลังทางประชากร การเมือง และสังคม ของเจ้าบ้านในพื้นที่ปลายทางยอดนิยมของทวีปยุโรป โดยใช้ข้อมูลจากฐานข้อมูลการสำรวจทางสังคมชาวยุโรป ผลการสังเคราะห์แสดงให้เห็นว่าภาวะความเป็นเจ้าบ้านคือภาวะทางจิตสังคมอย่างหนึ่ง ซึ่งมีลักษณะเป็นทั้งสำนึกร่วมทางสังคมและความพึงพอใจส่วนบุคคลในฐานะเจ้าบ้าน เกี่ยวกับการยึดถือและปฏิบัติตามเป้าหมายและแนวปฏิบัติว่าด้วยการอาศัยอยู่ร่วมกับผู้อื่นในสังคมอย่างสันติ เพื่อนำไปสู่การเปิดใจยอมรับและให้การต้อนรับผู้อพยพอย่างมีไมตรีจิต นอกจากนี้ บุคคลที่มีทัศนคติเชิงบวกต่อผู้อพยพหรือมีภาวะความเป็นเจ้าบ้านอย่างเด่นชัด ประกอบด้วยคุณสมบัติสำคัญ 6 ประการ ได้แก่ 1) การมีส่วนร่วมทางการเมือง 2) การได้รับการตอบสนองความต้องการพื้นฐานอย่างเพียงพอ 3) การมีทักษะการคิดเชิงวิพากษ์อย่างรอบด้าน ตลอดจนรู้เท่าทันอารมณ์และความรู้สึก 4) การคำนึงถึงผลประโยชน์สาธารณะและผลประโยชน์ส่วนตัวอย่างสมดุล 5) การไม่ยึดติดกับอัตลักษณ์ของตน/พวกพ้องมากเกินไป และ 6) การมีความเห็นอกเห็นใจ/เข้าใจความรู้สึกของผู้อื่น รวมถึงมีมนุษยธรรมและให้ความสนใจแก่สิ่งรอบตัว

บทความวิชาการนี้เป็นการศึกษาอิสระ ที่มีวัตถุประสงค์เพื่อศึกษาวิเคราะห์ชาวสิงคโปร์เชื้อสายอินเดียในฐานะชุมชนลำดับที่ 3 ภายใต้บริบทนโยบายพหุวัฒนธรรม โดยศึกษาบูรณาการด้านประวัติศาสตร์ สังคมวัฒนธรรม และรัฐศาสตร์ มุ่งพิจารณาถึงการเลือกตั้งทั่วไปกับการเลือกตั้งประธานาธิบดี ผลการศึกษาในครั้งนี้ได้แสดงให้เห็นว่า ก) สิงคโปร์เปิดพื้นที่เชิงอำนาจทางการเมืองการปกครอง เชื้อสายอินเดียได้เข้าถึงอำนาจฝ่ายนิติบัญญัติผ่านการเลือกตั้งทั่วไป ระบบกำหนดให้มีเขตเลือกตั้งแบบรายกลุ่มที่มีเชื้อสายอินเดียเป็นสมาชิก (ตั้งแต่ ค.ศ. 1988) ในปัจจุบันสังกัดอยู่ในทั้งฝ่ายรัฐบาลและฝ่ายค้าน แต่การสร้างกลุ่มที่มีเชื้อสายตามอุดมการณ์และดำเนินตามนโยบายก็เป็นเรื่องยาก ข) ชุมชนเชื้อสายอินเดียมีประวัติศาสตร์ที่ได้เข้าถึงตำแหน่งระดับสูงในฝ่ายรัฐบาล และการได้เข้าถึงตำแหน่งที่มีอำนาจสูงสุดห้าในหกตำแหน่ง นั่นคือ ประธานาธิบดี รัฐมนตรีอาวุโส รองนายกรัฐมนตรี หัวหน้าผู้พิพากษาสูงสุด และประธานรัฐสภา อย่างไรก็ดี ชาวสิงคโปร์เชื้อสายอินเดียยังไม่ได้เข้าถึงตำแหน่งนายกรัฐมนตรี ซึ่งเชื้อสายจีนมีจารีตสืบทอดในตำแหน่งนี้มาโดยตลอด

ความเป็นธรรมทางดิจิทัล เป็นประเด็นที่ไม่ได้ถูกกล่าวถึงมากนักในประเทศไทย ถึงแม้ว่าเป็นปัจจัยหนึ่งในการเกิดความเหลื่อมล้ำทางสังคม โดยเฉพาะเรื่องการเข้าถึงข้อมูลข่าวสาร บริการ และสวัสดิการสังคมขั้นพื้นฐานของรัฐที่ประชาชนควรได้รับ ส่วนใหญ่เมื่อนึกถึงเรื่องความเหลื่อมล้ำในสังคม ผู้คนมักกล่าวถึงความเหลื่อมล้ำทางเศรษฐกิจและความเหลื่อมล้ำทางสังคมในภาพกว้าง ในขณะที่ความเหลื่อมล้ำทางสังคมถูกซ่อนไว้ในทุกมิติของชีวิต ดังนั้น การกล่าวถึงประเด็นชี้เฉพาะเรื่อง “ความเป็นธรรมทางดิจิทัลด้านสื่อและเทคโนโลยี” จึงมีไม่มากนัก นับว่าเป็นช่องว่างขององค์ความรู้ทางวิชาการที่ควรศึกษาทำความเข้าใจเพิ่มเติม พร้อมทั้งหาแนวทางแก้ไขอย่างเร่งด่วนเพื่อจัดสวัสดิการที่เป็นธรรมให้แก่สมาชิกในสังคมอย่างทั่วถึง โดยเฉพาะประชากรกลุ่มหลักที่จะกล่าวถึงในบทความนี้ นั่นคือ กลุ่มผู้สูงอายุ เพื่อเป็นการเปิดมุมมองทัศนคติที่หลากหลายและกว้างขวางขึ้น อีกทั้งยังช่วยลดวยาคติ (ageism) ของผู้คนในสังคมที่มีความเชื่อว่า ผู้สูงอายุเป็นกลุ่มวัยที่ล้าหลัง และตีตรา (stigma) ว่าเป็นกลุ่มประชากรที่ใช้งานสื่อเทคโนโลยีไม่เป็น ในขณะที่สถานการณ์สังคมปัจจุบันมิได้เป็นเช่นนั้นอีกต่อไป ซึ่งจากข้อมูลที่ผู้เขียนได้ร่วมกันศึกษาวิจัยในประเด็นนี้ ทำให้ค้นพบองค์ความรู้ชุดใหม่ที่แสดงให้เห็นว่ามีผู้สูงอายุเป็นจำนวนมากที่สามารถใช้สื่อเทคโนโลยีได้อย่างคล่องแคล่ว ชำนาญ และหมั่นพัฒนาทักษะตนเอง ศึกษาหาความรู้อยู่เสมอ เพื่อให้รู้เท่าทันสถานการณ์โลกที่เปลี่ยนแปลงไป ในทางตรงข้าม มีผู้สูงอายุจำนวนไม่น้อยเช่นกันที่ยังขาดความรู้และทักษะใช้งานสื่อเทคโนโลยีในชีวิตประจำวัน ทำให้พวกเขาถูกตัดขาดจากสังคมบางกลุ่มไปโดยปริยาย รวมทั้งไม่สามารถเข้าถึงข้อมูลข่าวสารและสวัสดิการของภาครัฐได้

เกษตรกรถูกระบุว่าเป็นกลุ่มอาชีพที่ประสบปัญหาความยากจนมากที่สุดในประเทศไทย โดยเฉพาะครัวเรือนในชนบทซึ่งมีรายได้น้อย บทความนี้วิเคราะห์การเลื่อนชั้นของเกษตรกรในสังคมชนบทผ่านกรณีศึกษาครัวเรือนเกษตรกร โดยการถกเถียงกับแนวคิดการเปลี่ยนแปลงสังคมภาคเกษตรที่ส่งผลต่อการเลื่อนชั้นทางสังคมและความยากจนข้ามรุ่น พบว่าครัวเรือนยากจนมีความพยายามในการยกระดับฐานะทางสังคมให้มีความเป็นอยู่ที่ดีขึ้น ทว่าแต่ละครัวเรือนก็มีข้อจำกัดและเงื่อนไขในการเลื่อนชั้นทางสังคมที่แตกต่างกันท่ามกลางการเปลี่ยนแปลงสังคมภาคเกษตรที่โอกาส ทรัพยากร และเงินทุน รวมถึงช่องทางการศึกษาของบุตรหลานเป็นเงื่อนไขในการตัดสินใจด้านการพัฒนาครัวเรือน นอกจากปัจจัยส่วนบุคคลแล้ว ปัจจัยเชิงโครงสร้างมีความสำคัญต่อการวิเคราะห์ผลกระทบต่อความยากจนของเกษตรกร และปัญหาด้านการผลิตซ้ำนโยบายที่ส่งผลให้เกิดความยากจนมักจะไม่ได้รับความสนใจในการเป็นข้อถกเถียงในเชิงนโยบาย

การเมืองและยุทธศาสตร์ของการรวมกลุ่มชาวนา : จาก “นาแปลงใหญ่” สู่ความยืดหยุ่นด้วย “กลุ่มขนาดย่อม, วีระ หวังสัจจะโชค

บทความวิจัยนี้ศึกษาความยืดหยุ่นปรับตัวของชาวนาต่อบทบาทของรัฐในการส่งเสริมการรวมกลุ่ม ผ่านนโยบายนาแปลงใหญ่และการตั้งศูนย์เรียนรู้การเพิ่มประสิทธิภาพการผลิตสินค้าเกษตร (ศพก.) ว่า การรวมกลุ่มของชาวนาผ่านนโยบายนาแปลงใหญ่มีการเมืองและยุทธศาสตร์ตอบสนองต่อนโยบายรัฐในมิติของตัวเอง ผ่านการแย่งชิงทรัพยากรและงบประมาณของรัฐ โดยดำเนินการวิจัยด้วยวิธีวิจัยเชิงคุณภาพ อย่างการสำรวจเอกสาร การสัมภาษณ์ผู้ให้ข้อมูลสำคัญ และการจัดเสวนากลุ่ม โดยใช้กรณีศึกษา 5 พื้นที่ในจังหวัดพิษณุโลก ผลการศึกษาพบว่า ชาวนามีความยืดหยุ่นปรับตัวต่อนโยบายรวมกลุ่มของรัฐ ทำให้เกิดการรวมกลุ่มในมิติที่หลากหลายและไม่ได้เป็นไปตามเป้าหมายของรัฐ จนอาจกล่าวได้ว่า การรวมกลุ่มของนโยบาย “นาแปลงใหญ่” เกิดผลลัพธ์ที่ไม่ตั้งใจ กลับทำให้เกิดการรวมกลุ่ม “ขนาดย่อม” ของชาวนา เพราะสอดคล้องกับการปรับตัวและผลประโยชน์ของกลุ่มขนาดย่อมที่เห็นชัดเจนมากกว่ากลุ่มขนาดใหญ่ ด้วยการรวมกลุ่มขยาดย่อมสามแนวทาง ประกอบด้วย (1) การรวมกลุ่มขนาดย่อมด้วย “ความจำเป็น” ทางวิถีการผลิต การตลาด และสังคม (2) การรวมกลุ่มด้วยยุทธศาสตร์ในการช่วงชิงทรัพยากรและผลประโยชน์จากภาครัฐ และ (3) การปรับตัวสู่การรวมกลุ่ม เพื่อสร้างฐานทางการเมืองท้องถิ่นและการเคลื่อนไหวทางสังคม

บทความวิจัยฉบับนี้ศึกษาพัฒนาการของรัฐสวัสดิการในกลุ่มประเทศตะวันตกและตะวันออกเพื่อตอบคำถามว่าการนำเอาความสำเร็จของรัฐสวัสดิการตะวันตกมาเป็นต้นแบบเพียงพอและเหมาะสมต่อการสร้างรัฐสวัสดิการของไทยหรือไม่ผ่านการศึกษาพัฒนาการของรัฐสวัสดิการในยุโรปตะวันตก ได้แก่ อังกฤษ ฝรั่งเศส และกลุ่มสแกนดิเนเวีย และประเทศที่พัฒนาแล้วในเอเชียอย่างญี่ปุ่น เกาหลีใต้ และสิงคโปร์เพื่อเปรียบเทียบให้เห็นถึงความเหมือนและความต่างของทั้งสองกลุ่ม การวิจัยนี้ใช้แนวทางการวิจัยประวัติศาสตร์เชิงสถาบัน (Historical Institutional Approach) เน้นไปที่ปัจจัยทางด้านอุดมการณ์และปัจจัยโครงสร้างเชิงสถาบันเป็นสำคัญ ผลการศึกษาพบว่ารัฐสวัสดิการมีหลากหลายรูปแบบและประวัติศาสตร์เชิงสถาบันมีอิทธิพลต่อการกำหนดเส้นทางการพัฒนารัฐสวัสดิการ การก่อร่างสร้างรัฐสวัสดิการไทยจึงมิอาจลอกเลียนแบบรัฐอื่นได้ทั้งหมดแต่ต้องเข้าใจบริบทและประวัติศาสตร์ของตนเอง ประยุกต์ปรับปรุงให้เหมาะสมกับปัญหาสังคมที่ประสบอยู่ และจำเป็นต้องคำนึงถึงการเปลี่ยนแปลงเชิงสถาบันซึ่งต้องใช้เวลาหลายทศวรรษหรือศตวรรษในการเปลี่ยนแปลงทั้งทางด้านอุดมการณ์รัฐสวัสดิการ โครงสร้างเศรษฐกิจ สังคม การเมือง และวัฒนธรรม

การเปิดรับความหลากหลายทางวัฒนธรรมในฐานะการปฏิบัติการทางสังคมเพื่อการอยู่ร่วมกันอย่างสันติระหว่างคนท้องถิ่นกับผู้อพยพภายใต้ยุคสมัยแห่งการเคลื่อนย้าย : ข้อค้นพบจากการวิเคราะห์ปัจจัยที่ส่งผลต่อการยอมรับการเข้ามาของผู้อพยพในเอเชียตะวันออก, ศิริพงศ์ ปาลกะวงศ์ ณ อยุธยา

จุดมุ่งหมายหลักของการวิจัยเชิงปริมาณครั้งนี้ คือ การศึกษาความสัมพันธ์เชิงเหตุผลระหว่างพฤติกรรมการเปิดรับความหลากหลายทางวัฒนธรรมกับระดับการยินยอมให้ผู้อพยพเข้ามาในเอเชียตะวันออกของ พลเมืองที่อาศัยอยู่ในพื้นที่ดังกล่าว ผู้วิจัยเลือกใช้แหล่งข้อมูลทุติยภูมิจากฐานข้อมูลด้านวัฒนธรรมของคลังข้อมูลการสำรวจทางสังคมในเอเชียตะวันออก (EASSDA) ฐานข้อมูลดังกล่าวเกิดจากการเก็บรวบรวมข้อมูลของกลุ่มตัวอย่างในภูมิภาคดังกล่าวจำนวน 4 ประเทศ ได้แก่ จีน ญี่ปุ่น เกาหลีใต้ และไต้หวัน ซึ่งมีจำนวนตัวอย่างรวมทั้งหมด 9,029 ราย เมื่อพิจารณาถึงผลการวิเคราะห์สถิติเชิงพรรณนา กลุ่มตัวอย่างโดยส่วนใหญ่ยังไม่เปิดรับความหลากหลายทางวัฒนธรรมเท่าที่ควร และยินยอมระดับน้อยที่จะให้มีผู้อพยพเข้ามาในภูมิภาคของตน ในส่วนของผลการวิเคราะห์ สถิติเชิงอนุมานด้วยเทคนิคการวิเคราะห์การถดถอยพหุด้วยแบบจำลองโพรบิต ผู้วิจัยพบว่า พฤติกรรมการเปิดรับความหลากหลายทางวัฒนธรรมเกือบทุกรูปแบบ (ยกเว้นการเปิดรับสื่อต่างประเทศ) ได้แก่ การพูดคุยเกี่ยวกับ ประเด็น/ปัญหาระหว่างประเทศกับผู้อื่น การเดินทางไปต่างประเทศ และการมีคนรู้จักเป็นชาวต่างชาติ ต่างเป็นปัจจัยที่มีอิทธิพลเชิงบวกต่อการยินยอมระดับมากที่จะให้มีผู้อพยพเข้ามาในภูมิภาคดังกล่าวอย่างมีนัยสำคัญทางสถิติ นอกจากนี้ ผลการวิเคราะห์แสดงให้เห็นว่า ระดับการศึกษาที่เพิ่มสูงขึ้นมีอิทธิพลเชิงบวกต่อการยินยอมระดับมากที่จะให้มีผู้อพยพในพื้นที่ของตน แต่ในทางตรงกันข้าม การยึดมั่นในความเป็นชาตินิยมเป็นอย่างมากเข้าข่ายเป็นอุปสรรคอย่างหนึ่งต่อการยินยอมระดับมากที่จะให้มีผู้อพยพเข้ามาในภูมิภาคดังกล่าวอย่างเห็นได้ชัด
