The foster care field continues to have a high turnover rate of the professionals working in the field. While support and work balance are available for some professionals, many face the challenges of heavy workloads, unrealistic expectations, and health sacrifices that lead to many professionals leaving the field. This case study of one former foster care professional’s description of reasons they worked in the field, and reasons they ultimately left the field provides insight of the challenges and support as a foster care professional. Child identity fraud, or the criminal exploitation of a child’s personal data, poses serious risks and challenges for youth in foster care. Despite the 10-year history of a federal mandate requiring state child welfare agencies to conduct annual credit checks for adolescent foster youth (42 U.S.C. § 675), identity fraud has received scant attention in child welfare research. Analyzing a state-level administrative dataset with linked child welfare and consumer credit records, we employed logistic regression to assess demographic and foster care placement factors associated with identity fraud victimization among a statewide population cohort of 1,176 youth (age 14 to …

Foster care re-entry rates are high. Studies show that many foster care entries are due to substance abuse. These parents may enter a Family Drug Treatment Court Program that offers intensive therapy for the parent as well as services for the family. This study looks at the effectiveness of a Missouri County Family Drug Treatment Court Program at preventing foster care re-entry for those who graduate the program. This study uses a mixed methods research design. Caseworkers for the Missouri County Family Drug Treatment Court were interviewed. Families of color in North Carolina have been disproportionately affected in the child welfare system, particularly in the foster care system. The purpose of this qualitative research study examined the discretionary powers of Child Protective Services (CPS) investigators and how they interpreted and applied child welfare policies that disproportionally impacted African American families from marginalized, underrepresented communities. Guided by Wallander and Molander’s professional discretion as the framework, this research expanded the current literature and increased awareness of racial disproportionality and the continued disproportionality of African American children in the child welfare system, especially foster care placements. There are over half a million children and adolescents living in foster care in the United States, and many of them endure frequent disruptions to their placements. Disruptions are more common among children with a history of sexual abuse. The disruption of placement increases the likelihood of undesirable outcomes for both the children and their foster parents. This fact sheet examines population trends for foster youth and their experiences with foster care in the Mountain West region. The data are sourced from the report “State-level Data for Understanding Child Welfare in the United States” which cites the National Data Archive on Child Abuse and Neglect (NDACAN) for fiscal year (FY) 2020 and the “State-by State Data” report by the Casey Family Programs from FY 2020. This fact sheet highlights the number of foster youth in the Mountain West (Arizona, Colorado, Nevada, New Mexico, and Utah) and their demographic composition.

This three-article, mixed-methods dissertation looked at the nature of U.S. foster parent stress and resilience both before and during the COVID-19 pandemic. The first article employed a Qualitative Interpretive Meta-Synthesis (QIMS) approach to answer the question, “What do foster parents tell us about their greatest points of stress in the foster care system?” Foster parent voices (n=572) from twenty-one existing qualitative articles were analyzed until themes emerged. The second article aimed to fill a gap in the literature with a deeper understanding of foster parents’ lived experiences during the COVID-19 pandemic. This research study utilizes the perspectives of foster care alumni to explore the effectiveness of the child welfare system. Based on experiences with general and peer related services while in foster care, participants were asked to evaluate and discuss how interventions they received contributed to areas of their life, including adult independent living. The study used an exploratory method with a qualitative approach to search for categories and themes related to the services, interventions, and activities implemented with foster youth and the effect that had on their lives. This study aimed to identify the motivating factors for higher education, foster youth and probation youth experienced while in care. The interviews were designed to pinpoint who and what resources, if any, were attributed by the participant as having a positive influence on their attending college. Moreso, the study was purposely directed at individuals who graduated or were working towards a graduate degree or higher. As a marginalized, under-resourced population, older youth with foster care experience are acutely vulnerable to the economic and social harms wrought by coronavirus disease 2019 (COVID-19). This study summarizes findings from an online survey deployed in April 2020 to learn about the experiences of current and former foster youth (ages 18 to 23) during one month of the COVID-19 crisis. Using purposive sampling and a cross-sectional design, the survey yielded a final analysis sample of 281 respondents from 32 states and 192 cities or districts. Emancipated foster youth continue to experience fewer positive outcomes after foster care despite the changes in legislation and the implementation of additional transitional living programs and supports such independent living programs. This quantitative research study followed a non-experimental, secondary data analysis to examine how independent living programs impact the outcomes for African American young women who have transitioned out of the foster care system compared to their Caucasian young women peers at age 17 and age 21. Relationships between members of sibling groups have been found to impact well-being for children who enter foster care (Herrick & Piccus, 2005). Being placed in stranger foster care is often challenging and can be traumatic with children reporting confusion, worry, and loss of identity and sense of belonging (Herrick & Piccus, 2005, Unrau et al, 2008). Foster parents need to be trained in trauma-informed approaches and how to identify previous traumas in order to understand how their foster children’s past experiences of abuse or neglect manifest as mental disorders, social challenges, or behavioral concerns. Warning signs for depression or post-traumatic stress disorder should be noted, and youth should be taught how to foster healthy relationships in order to prevent substance abuse, irresponsible sexual activity, or academic failing. Foster parents can provide additional support by creating reasonable expectations for their foster children, teaching effective coping skills, and connecting with available resources.

They face multiple adverse childhood experiences and disrupted relationships, yet face barriers accessing consistent, high-quality health care. The American child welfare system is in crisis. Given its history, the beleaguered state of the system evokes little surprise. There is an urgent need for new and creative approaches to problem-solving and transformation in child welfare. Design Thinking, a change management framework that prioritizes deep empathy for end user needs is one such approach, holding promise for helping child welfare systems transform to meet the challenges of the 21st century. Youth emancipating from foster care are at increased risk of housing instability and homelessness and have reduced access to needed social supports to aid in the difficult transition to independent living. The purpose of this hermeneutic phenomenological study was to understand the lived formal social support experiences of stably housed emancipated foster youth. Purposive sampling techniques and inclusion criteria guided the recruitment of nine study participants from a state-administered postemancipation services program to take part in semistructured interviews. The Family First Prevention Services Act (FFPSA) has compelled states to expand their priorities to implement evidence-based practices (EBPs) as a means to prevent foster care placement. While the states may opt to include EBPs already approved by the Administration for Children and Families (ACF), some state leaders are opting to commission an independent technical review for the EBP they would prefer to implement as part of their FFPSA plan. Through qualitative feedback from professionals in healthcare, mental health, and child welfare, this study explored the impact of the COVID-19 pandemic on the health and well-being of children in the child welfare system. Positive outcomes and challenges related to the care of children in foster or kinship care in Texas during the COVID-19 pandemic are described. Themes identified included disparities in the child welfare system; utilization of telehealth; cross-sector communication and collaboration; safety considerations; and placement stability and support. Studies have found that years of education and income are highly correlated--the higher the educational level, the higher the income (National Center for Education Statistics, 2017). The focus of this project is to enhance current programming for foster parent pre-licensure education courses in San Diego, California. This capstone project focused on the preferred learning styles of foster parents and utilized adult learning theories to create suggestions to enhance the current pre-licensure class curriculum. Data collected during verbal interviews with foster parents helped guide the suggestions to enhance the current curriculum. Utilizing specific occupational therapy group strategies, occupational therapists can help enhance education for foster parents by increasing the saliency of the learning material. Despite awareness of the disparities in our child protection system for African American children and their families, including increased removal from parental care and placement in non-family foster care, Minnesota has failed to take action to remedy this inequity. Adoption of the provisions in the African American Family Preservation Act is an essential first step toward creating an equitable and accountable child welfare system for African American children and their families.

Child attachment has been an area of study among scholars for several decades; however, early adolescent attachment is a specific age period that few scholars have examined, especially pertaining to child welfare where placement is a necessary but forced attachment disruption. The purpose of this nonexperimental study was to examine the likelihood of early adolescent attachment during initial placement and to explore the frequencies of this population securely attaching postplacement based on the added variables of placement setting (foster home/kinship home/group home/institution) and sibling accessibility. The experiences of a child in the foster care system rely heavily on the preparedness ofthe foster parent. For decades, researchers and practitioners have written about the challenges that foster children face while in the foster care system and discussed ways to assist them.
