Like many states across the country, Mississippi’s foster care system has faced a shrinking pool of foster parents to care for the state’s most vulnerable children. When states do not have adequate numbers of foster parents, children are susceptible to negative outcomes such as developmental delays, broken attachments with adults, and extended stays in the system. One of the tasks of the public child welfare system (PCWS) is to remove children from their home when abuse or neglect has occurred at a level that warrants removal. The PCWS places these children in licensed foster homes under the assumption that they will be safe and nurtured under the care of licensed foster caregivers. Family engagement is increasingly prioritized in child welfare policy and practice, yet limited research has explored how foster and kinship caregivers perceive and navigate this process. Understanding caregivers’ experiences is critical to advancing relational permanency and improving outcomes for children in foster care. Using an adapted grounded theory design, this qualitative study examined the experiences of 24 foster and kinship caregivers from two agencies participating in a family engagement practice model in one state. Data were collected through semi-structured interviews and focus groups, and were analyzed thematically. This scoping review asked: What is known about the scope and nature of research on the COVID-19 pandemic and its effects on older youth with foster care experience in the United States, including the types of studies, samples and outcomes examined? Guided by the Joanna Briggs Institute framework and PRISMA-ScR, we searched 11 databases and grey literature sources (October2024 to January 2025). Eligible studies were United States based, published from 2020 onward and included primary data on foster youth or relevant professionals. Thirty-two studies met inclusion criteria. Youth in foster care face disproportionate challenges when it comes to education and personal well-being. Many studies use a deficit lens when evaluating these challenges. In contrast, this study is asset-based, centering first-person accounts from five former foster youth college graduates. Using a counter-narrative framework, we conducted semi-structured interviews with participants to reveal key supports in K-12 schooling participants believed helped them achieve academic and life milestones. These were relationships with teachers and coaches, access to extracurricular activities, and literacy-rich environments. We also reviewed 11 relevant federal educational policies to identify provisions and implementation needs that aligned with participant experiences. …

This thesis argues that the U.S. foster care system systematically undermines transition-age youth by failing to secure the capabilities required for genuine independence and a life of basic human dignity, particularly through aging-out policies that terminate support before these capabilities are fully developed. Using Martha Nussbaum’s capabilities approach as a normative foundation, it integrates classical American pragmatism (Jane Addams, John Dewey) and Maurice Hamington's contemporary care ethics to construct a context-sensitive framework for evaluating and reforming foster care. The purpose of this interpretative phenomenological analysis research study was to understand the lived experiences of adoptive mothers in the United States who had relinquished their parental rights and legally dissolved their adoption of a child. The theory guiding this study was the theory of being and time. Through the theory of being and time, each adoptive mother was viewed holistically, as inseparable from her personal history, her current state of being, and her interpretations of space and time. Of these 20,000 individuals, less than one-quarter will choose to participate in Extension of Foster Care services. Even fewer will complete a bachelor’s degree by age 26. Extension of Foster Care provides financial support for housing and education for young adults pursuing an education or working. While prior research has focused on generating policy recommendations to improve healthcare services available to UCs both in ORR custody and following release from custody, this thesis will instead expand upon the experiences of staff members working at ORR-contracted agencies. Psychotropic medication use among youth in foster care has been a longstanding concern in child welfare research, with studies consistently documenting disproportionately high prescribing rates, frequent polypharmacy, and the use of potent or off-label medications to manage behavioral or trauma-related symptoms. As of 2024, Virginia’s Central Region continues to produce one of the highest rates of foster care emancipations in the state, despite having minimal infrastructure to support young adults transitioning out of care. Each year, dozens of foster youth in the region age out of the system without reunification, adoption, or other forms of permanency, disproportionately entering adulthood without the stability of housing, employment, or accessible services. Although permanent supportive housing (PSH) has emerged as a nationally validated model for housing and service integration, few PSH developments in Virginia are designed specifically for aged-out foster youth or their families.

Foster children face persistent educational inequities shaped by trauma, frequent placement changes, and systemic barrierswithin schools. This dissertation investigates how foster parents perceive and influence the educational experiences of the children in their care, emphasizing the intersection of advocacy, trauma-informed teaching, and institutional response. Grounded in trauma-informed pedagogy, critical ecology and curriculum studies, the study interrogates how schools both support and constrain foster children’s educational opportunities. An arts-based methodology was employed, combining fictionalized portraiture and digital ethnography. Objective: This systematic review examined the myriad challenges that pregnant foster youths experience in securing stable placements within the foster care system. Methods: Employing the PRISMA methodology, a literature search spanning September 2013 to May 2024 was conducted across various databases. The search strategy used keywords relating to foster care, pregnancy, placement stability, and associated factors contributing to instability. Results: Twenty-two relevant studies were identified, representing diverse research methodologies and geographic locations. A synthesis of the findings revealed that systemic issues inherent in the foster care system, including bureaucratic inefficiencies and resource constraints, exacerbate placement difficulties among pregnant foster youths. …

This study explores and describes the experiences of ten dual status youth in Taylor County, Texas by examining the factors of race, sex, child welfare allegation, and juvenile justice offense. One strategy for alleviating barriers to such treatments is using telehealth. A few studies have found that the clinical outcomes of telehealth TF-CBT are comparable to those found from clinic-based, in-person treatment administration. Kinship care refers to the care of children and adolescents by relatives or close family friends, who are referred to as fictive kin. These relationships can be formal, meaning the child has been removed from a parent and placed by Child Protective Services (CPS) into the care of a relative or family friend, or informal, meaning the relationship occurs without any involvement from CPS. This brief focuses on the former and uses the term kinship care to refer to formal kinship caregiving.
