Given the demographic changes in our society and the positive effects of volunteering on older adults and on service recipients, service opportunities for older adults should be expanded. The development of institutions is a potentially powerful route to maximizing this potential. We propose five dimensions of institutional capacity, including expectation, access, information, incentive, and facilitation. Pilot data indicates that organizations offering service opportunities to older adults vary on these dimensions.

In the United States, Individual Development Accounts (IDAs) are a social development strategy for increasing economic participation and long-term economic security. This article uses cross-sectional survey data (N=298) to describe perceived IDA effects: psychological, economic, social, and civic. Future research can inform the effects of specific program characteristics, such as financial education, as well as the applicability of IDAs worldwide.

Both theoretical frameworks and empirical evidence show that asset-based, means-tested welfare programs have negative effects on savings behaviors of welfare recipients. In this study, we examine how welfare recipiency is associated with savings outcomes in Individual Development Accounts. The results suggest that when other factors are controlled, receipt of welfare either before or at enrollment of IDAs is not correlated with savings outcomes. Policy implications under current welfare reform are discussed.

This study examines the effects of mothers’ assets (home ownership and savings) on their expectations and children’s educational achievement in female-headed households. Through the analysis of data from the National Survey of Families and Households (NSFH), results indicate that single mothers’ assets have positive effects on children’s educational achievement, and this effect is partially mediated through expectations. The study also finds that the positive effects of household income on children’s outcomes occur mainly through mothers’ assets. These results lend support for expansion of asset-based policies for poor women with children.

There is increasing divergence in the academic outcomes of African American males and females. By most accounts, males are falling behind their female peers educationally as African American females are graduating from high schools at higher rates and are going on to college and graduate school in greater numbers. Some have suggested that school completion and performance is associated with how students feel about themselves. This paper examines the relationship between income and saving performance in Individual Development Accounts (IDAs). We first discuss theories of saving. Next, for IDA participants in the American Dream Demonstration, we look at income sources and distribution, followed by tabulations of income and savings outcomes. Following this, we discuss results from regression analyses on savings outcomes. We find that savings amount did not increase with income and that the savings rate decreased with income. Although the data do not reveal exactly what caused this, we believe that institutional factors in IDA programs played an important role.

A longitudinal study explored high-school completion among African Americans. Individual Development Accounts (IDAs) are a new policy instrument designed to help the poor save and accumulate assets. IDAs provide matches for savings used for home purchase, post-secondary education, or microenterprise. IDAs cannot help participants, however, if they drop out. What determines drop-out, and what can be done to help participants to stay in? Three findings emerge from an analysis of IDAs in the American Dream Demonstration. Effective community development requires the establishment of links among multiple organizations and institutions. How well the network functions depend on the specificity and accuracy of the information exchanged. In this paper, we illustrate how the introduction of a management information system (MIS) to a network of economic development programs across the United States meets the diverse information needs of the multiple members and standardizes their communication. This study is the first quantitative look at the effects of financial education on savings outcomes for the poor in Individual Development Accounts. The findings suggest that financial education has sizeable effects, and that courses need not be long to take advantage of them. Marketing and public-policy implications are noted.
