Civic Engagement Among Low-Income And Low-Wealth Families: In Their Words, Amanda Moore Mcbride, Margaret S. Sherraden, Suzanne Pritzer

Through in-depth interviews with 84 low-income, low-wealth families, we find civic engagement across a range of behaviors, e.g., volunteering through religious organizations, neighboring, involvement in children’s activities, and contributing. Data are suggestive of a modified life cycle theory of engagement as well as a “stakeholding” theory, highlighting assets as resources and incentives for action. Time constraint is noted as a primary mediator. Possible implications for measurement, future research, and social interventions and policies are discussed.

Low-income people have less access to opportunities for post-secondary education, and the welfare reform in 1996 further limited access for welfare recipients. Since welfare reform, there has been an increasing interest in strategiesmeant to enhance the well-being of low-incomepeople through education and the development of human capital. In this study, we examine how low-income people saved for post-secondary education in Individual Development Accounts (IDAs) in a nationwide demonstration. IDAs are structured accounts that provide matches for savings used for home purchase, microenterprise, retirement savings, and post-secondary education. Research indicates that marriage has a large effect on reducing the risk of poverty and is associated with a higher probability of attaining affluence over the life course when comparedwith nonmarriage. Using data from the American Dream Demonstration (N = 2,364), this studycompares savings performances of married and unmarried low income participants in a matched savings program – Individual Development Accounts (IDAs). The results indicate that both married and unmarried low income participants can save in IDA programs; however, unmarried participants are saving less than married participants. When describing reasons for remaining with or returning to an abusive partner, many women mention economic dependence on their abuser. Few battered women, especially those who are poor,have the economic resources necessary to live independently. Additionally, battered women are commonly isolated from financial resources lacking ready access to cash, checking accounts, or charge accounts. Creating strategies that address financial well-being is essential to addressing the issue ofdomestic violence. Because resources are limited, the benefits and costs of social-work interventions—like all interventions—must be compared with the benefits and costs of alternatives. Evidence-basedpractice should ask not only “What works?” but also “How well does it work?” and “What does it cost?” Unfortunately, evaluations of social-work practice—like evaluations in any field—rarely can measure all the relevant variables. In particular, benefits are extremely difficult to measure. Costs are simpler to measure, but even so, few evaluations measure costs. In the end, all evaluations are inevitably incomplete and so must make subjective judgments aboutunmeasured factors. The key to evaluation, then, is not certainty …

This study examines the saving performance of low income African Americans and Caucasian participants in an Individual Development Accounts (IDA) program. IDAs are matched saving for home ownership, education, and small business capitalization. Using data from the American Dream Demonstration (N = 2,364), this study compares the savings performance of Black and White participants in IDAs. The results indicate that low-income African Americans on average save successfully in IDAs, though in smaller amounts than Caucasians. Results of separateregressions for Blacks and Whites indicate that mostly individual characteristics are associatedwith saving performance among Caucasians. Integrating Savings Into Microenterprise Programs For The Poor: Do Institutions Matter?, Fred M. Ssewamala, Michael Sherraden

Numerous theoretical frameworks have been used to explain factors that influence outcomes of poor families engaged in self-employment. Theories related to human capital, social capital, andfinancial assets have guided most studies. Using data from fourteen institutions promoting self-employment among the poor, and drawing on the institutional theory, this study finds that theories related to individual influences do not adequately explain all the phenomenon.Controlling for a wide range of individual characteristics, there is a statistically significant association between institutional influences and participants’ outcomes. In the 1990s, devolution of authority from federal to states and local governmental institutions in the administration of social welfare policies, programs, and services is seen as an answer to alleviating poverty among low-income families with children. To this effect, the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) of 1996 has granted an option to tribal governments to administer their own Temporary Assistance for Needy Families (TANF) services. The purpose of this study was to examine the predictors of savings outcomes for rural and urban participants in IDA programs. Multivariate analyses by residency were used to explore the experiences of rural and urban participants. a short survey among rural IDA administrators in ADD was used to identify the challenges associated with managing IDAs in these regions. Finally, conclusions and policy implications are presented.

The Struggle To Make Ends Meet: Teen Employment And The 1996 Federal Welfare Legislation, Shirley L. Porterfield, Anne E. Winkler

This study investigates the possibility that teens in more economically-disadvantaged families may have entered the labor market in response to the 1996 welfare legislation that replaced AFDC with TANF. Data are from the outgoing rotation groups of the Current Population Survey (CPS) from September 1995-May 1996 (pre-TANF) and from September 2000-May 2001 (post-TANF). To identify the policy's effect, we compare changes in the employment of teens in economically-disadvantaged families over the study period with changes in the employment of their more advantaged counterparts (a "difference-in-difference" methodology). Linking Tax Refunds And Low-Cost Bank Accounts: A Social Development Strategy For Low-Income Families?, Sondra G. Beverly, Jennifer L. Romich, Jennifer Tescher

This article describes a pilot program encouraging low-income workers to have their tax refunds directly deposited into low-cost bank accounts. The program did not lead to substantial saving and asset accumulation in the short-term. However, surveys and interviews suggest that the program helped some participants spend money more slowly and more thoughtfully, introduced some to account ownership or direct deposit, and encouraged some to obtain other mainstream financial products. Thus, the program may have helped low-income families “get on track” for future saving and asset accumulation.

Traditional approaches in social development have neglected the role of politics, civic engagement, and processes of democratization. This paper empirically tests the extent to which civic engagement and political action are shaped by confidence in state and non-state institutions and political and personal agency. The results underscore the importance of enabling social development through inclusive governance and democratization.

Civic service is a long-term, intensive form of volunteering. This article reports on a global assessment of civic service, which identified 210 programs in 57 countries. Program goals and administrative partnerships suggest that civic service is a social development intervention. For civic service to achieve its potential, research is recommended regarding server inclusivity, goal accomplishment, and the nature and effect of partnerships.

Microenterprise Performance: A Comparison Of Experiences In The United States And Uganda, Margaret S. Sherraden, Fred M. Ssewamala, Cynthia K. Sanders

This article compares microenterprise performance in the United States and Uganda. In-depth interview data and published sources suggest that many of the same factors affect business performance in both countries although scale and details vary considerably. Micro, mezzo, and macro strategies are proposed to maximize entrepreneurial effort, reduce barriers, and strengthen institutional and policy support in both contexts.
