Tripartite Cultural Personality And Ethclass Assessment, Ken Huang

The Journal of Sociology & Social Welfare

This article assumes of the necessity of a theory of "tripartite personality" and utility of ethclass assessment in cross-cultural therapeutic interventions. It includes, (1) determinants of human behavior; (2) ethnocentrism and effects on groups and individuals, both majority and minority; (3) strategies of conventional intervention and its cultural encapsulation; (4) the proposed tripartite cultural personality, and psychocultural intervention; (5) the ethclass assessment and how it can be incorporated into the DSM-III-R (now, DSM-IV) Multiaxial Diagnostic System.

Responses To Aging In Great Britain: The Black Experience, Wynetta Devore

Ethnic minority persons who migrated to Britain from the Caribbean and Asia in response to the call for workers are now elderly. British social workers have not responded well to their needs. This article examines recent progress in social work education and practice in West Yorkshire. It examines research related to elderly needs conducted by the Kirklees Metropolitan Council. Also examined are anti-racist, ethnic-sensitive education and practice models developed by faculty and practitioners.

The concept of an "underclass" departs from previous determinations of social class based on criteria of education, occupation, and income in favor of the more subjective and less quantifiable criteria of the degree of social dislocation and the departure of a population from middle class norms and values. A study reviews current definitions of "the underclass"; contrasts this class description with "the poor" in the 60's and before; and suggests that "the underclass" is a pejorative label which has the effect of "blaming the victim", and has negative implications for the formulation of public policy directed toward the population thus …

Ethnic Identity, Intergroup Relations And Welfare Policy In The Canadian Context: A Comparative Discourse Analysis, Adrienne S. Chambon, Donald F. Bellamy

This paper illuminates the negotiation of group identities and intergroup relations in the Canadian context. It presents an empirical, comparative analysis of group claims around social assistance policy using discourse analysis. Lexical, semantic and narrative analyses of Aboriginal and multicultural documents show a complex organization of intergroup relations, with distinct and at times conflicting claims. In view of the tensions, responsive policy development requires that historical specificity, complexity, and even incompatibilities be taken into account.

Ethnic And Minority Groups In Israel: Challenges For Social Work Theory, Value And Practice, Eliezer D. Jaffe

The Journal of Sociology & Social Welfare

Israel is a Western, democratic, pluralistic enclave in the Middle East. Multiple ethnic groups, mass immigration, religious diversity, and the current ethnic dilemmas experienced there provide ample opportunity for study. The social work role in addressing the ethnic and cultural challenges in Israel is discussed without minimizing or reducing the complexity of the issues. A closer examination of social work as a vehicle for ethnic sensitivity and understanding of ethnic diversity is required. Knowing how to work with diverse populations and ethnic conflict is imperative in Israel and elsewhere.

Due to the policy of deinstitutionalization there is a population of adults with a developmental disability who are aging in the community and who are living with their aging parents as caregivers. This study used a phenomenological, qualitative approach to gain an in-depth understanding of the experiences of these aging family caregivers of aging adults with a developmental disability. A literature review indicated that some sources of support and service needs have been identified for this population of caregivers, and that planning for the future of their adult child with a developmental disability was important to these caregivers. How To Help The Working Poor Develop Assets, John R. Belcher

This article explores the inability of the working poor to withstand income shocks. Because they often lack assets, the working poor are increasingly vulnerable to increasing deprivation. Interestingly, the welfare state enables the middle-class to develop and maintain assets through institutional arrangements. It is argued that solutions to the problem of poverty must include ways for the working poor also to develop and maintain assets.

Assets And Financial Management Among Poor Households In Extreme Poverty Neighborhoods, Cathleen M. Finn, Paz M-B. Zorita, Claudia Coulton

Proposals supporting the accumulation of assets in poor households are hopeful of creating upward mobility. The experiences of poor families in managing assets and other elements of daily economic life were explored through interviews with low-income Hispanic and Anglo families. All families exhibited planning and management skills needed for assets accumulation, but were unable to escape the effects of unrewarding neighborhood environments. Assets did not provide clear avenues out of poverty. If assets-based programs are to raise the economic status of poor families in extreme poverty neighborhoods they must include mechanisms to protect value and reduce uncertainty.

Housing strategies designed to create a sense of community for our nation's at-risk and poverty-stricken citizens continue to be a source of debate. One major issue is the degree to which criminal behavior exists within these environments. In this article, the results from a seven year study of one single room occupancy (SRO) facility in Pittsburgh, Pennsylvania are described. Analysis of two models used for intervening with the vulnerable tenant population of the SRO suggest that a "strengthfocused" strategy rather than a "need- focused" approach may be more effective in reducing crime and may contribute to the establishment of a …

Subsequent to the passage of the Community Mental Health Act in 1963, the "Total Institutions" described by Goffman have for the most part disappeared. Nonetheless, many writers charge that social control is still the primary function of mental health programs, even those that are identified as community-based. The new methods of control have not received widespread attention. In community-based programs control is operationalized in the form of "symbolic violence." This paper examines the various factors that contribute to this style of violence.

This cross-sectional analysis of the 1991 CDC Youth Risk Behavior Survey explored factors associated with an early age at first sexual intercourse. Almost 18% of White males, 49% of Black males, 5% of White females and 12% of Black females were sexually active before age 13. Carrying a weapon to school, fighting, and early (< age 13) experimentation with cigarettes and alcohol were associated with early initiation of sexual activity for all four race and gender groupings. Those initiating sexual activity early had greater numbers of partners but were 50% less likely to use condoms regularly and were two-seven times more likely to have been pregnant or caused a pregnancy. Females who initiated sexual activity early were more likely to have had a sexually transmitted disease (STD). Interventions to postpone sexual activity need to be tailored to the ethnic and gender differences observed in these analyses. Interventions must begin before age 13 and should be comprehensive school-based efforts.

In recent years, there has been growing public attention to an apparent decline in the rate at which young people have been entering the Wisconsin farm sector. Interest in farm entry arises from a public policy concern that if too few young people enter farming in the coming decade, the viability of the Wisconsin farm sector in general, and the dairy industry in particular, could be threatened. Many studies of the law and policy creation process examine the efforts of particular interest groups and coalitions to influence the views and votes of legislators. Wysong focuses on the role of professional associations, specifically associations of health care professionals, in the legislative debate over the High Risk Occupational Disease Notification and Prevention Act, an example of what is most commonly known as "right-to-know" legislation.

Prison-building is argued to be an intervention of last resort when a nation loses faith in the social welfare enterprise. Recent proposals for more punitive regulations for means-tested benefits, along with the recent dramatic growth in the construction of prisons and in the size of the inmate population, indicate that we are moving as a society toward heightened levels of scapegoating and victim-blaming as a response to troubles generated by significant structural shifts in the economy. Racial Differences In Timing And Factors Associated With Retirement, Namkee G. Choi

Utilizing data from the 1968-1987 interview waves of the Panel Studies of Income Dynamics, this paper analyzes the racial differences in timing and factors associated with the retirement of a sample of 408 male workers. The analysis of the timing of retirement shows that black males past age 60 have a lower retirement rate than white males. Multivariate logit analysis also indicates that disability is a reason for retirement of both black and white males. In addition, white males who desire for leisure and black males with lower economic status are found to be more likely to retire.

Changes In Labor Force Activities And Income Of The Elderly Before And After Retirement: A Longitudinal Analysis, Namkee G. Choi

The Journal of Sociology & Social Welfare

This paper analyzes the changes in work hours and the economic profile of the elderly for a period of 11 years before and after retirement. Workers of all economic status decreased their work hours gradually as retirement approached. But findings show that, as they decreased their work hours, workers with higher preretirement economic status experienced more drastic reduction in income than those with lower economic status. Nevertheless, the preretirement income gap was maintained in postretirment economic status mostly due to differences in asset income and pension benefits. Policies to assist low-income retirees are recommended.

A major concern for the sociology of aging and social gerontology is the lack of theoretical rigor. In particular, Birren and Bengtson (1988) describe all of social gerontology as "data-rich but theory-poor." In an effort to deal with the lack of theory, this essay reviews the general social gerontology literature from a Marxian perspective. The findings suggest that the Marxian framework can illuminate aspects of social gerontology hitherto left unexamined in both the academic and applied arenas.

The legacy of African-American leadership in social welfare history is only recently finding space in social work literature. The small number of professional journals in social work that publish historical articles, along with institutionalized resistance to the acknowledgement of African-Americans contributions to the development of the profession, have contributed to this dearth of scholarship. The results have been that many professionals are disinclined to perceive of African-Americans as resourceful, skilled and powerful. Instead, the theme of pathology permeates social work literature, teaching, and ultimately social work practice.
