The enactment of the Family Support Act was the outcome of a six-year legislative and administrative review of, and debate about, welfare policy and programs. Heralded as the opportunity of the century, it did little, however, to alter existing policy. This article examines the evolution of the Family Support Act within the United States Congress, spotlighting two important time periods leading up to its enactment: 1981 to 1985 and 1986 to 1988. Numerous studies have reemerged examining social psychological variables as predictors of individual differences in the human experience. Still, current research focusing on the effects of self-beliefs on welfare use and exit is limited. This study examines the effects of social psychological variables on the likelihood of welfare use and five-year outcomes of wonen using data from the 1979 through 2000 waves of the National Longitudinal Survey of Youth (NLSY). Binary logistic regression estimates suggest that social psychological characteristics are initially related to welfare use, but do not remain oce control variables are introduced. This article attempts to examine the methodological intricacies of measuring prevalence rate of disability through a population based survey using the International Classification of Functioning, Disability and Health of the WHO and the Capability framework, developed by Amartya Sen and others. After a rapid overview of the Afghan context and the process leading to the research programme, it presents the example of the methodology used in the NDSA and the survey protocol. Meeting the needs of families involved with the child welfare system because of a substance abuse issue remains a challenge for child welfare practitioners. In order to improve services to these families, there has been an increasing focus on improving collaboration between child welfare, treatment providers, and the court systems. This paper presents the results from qualitative interviews with 104 representatives of these three systems that explore how the collaborative process works to benefit families, as well as the barriers and supports for building successful collaborations. This process is thought to build social capital and civil society, while engendering the development of social skills and deliberation. A multiple-case-qualitative approach was used to examine the lives of women who overcame lives of poverty. Participants were chosen from a pool of students in the Midwestern portion of the United States who previously participated in the Educational Talent Search program, a division of Upward Bound, that assists low income and at-risk students in attending college. Numerous themes were obtained from the data; however, the overarching theme for this study included the process of change. A prevailing ideology of color-blindness has resulted in privatizing the discourse on adoption. Color-blind individualism, the adoption arena's version of color-blind discourse, argues that race should not matter in adoption; racism can be eradicated through transracial adoption; and individual rights should be exercised without interference of the state. Our understanding of the relationship between globalization and contemporary social welfare systems is heavily influenced by three conventional approaches to studying welfare reform: the political economy, moral economy, and mixed economy approaches. In addition to analyzing the strengths and weaknesses of each of these approaches, a central aim of this article is to introduce the social economy approach as an emergent alternative. Drawing on different social science interpretations of globalization, four major perspectives that offer different analytical and normative insights into globalization are identified and their implications for social welfare and social justice are briefly examined. The implications of these perspectives for social policy and social work scholarship are also considered.

2006 marked the tenth anniversary of the Personal Responsibility and Work Opportunity Reconciliation Act. The 1996 law was the culmination of decades of erosion in backing for basic provisions of the U.S. social safety net. The following reviews the political campaign that undermined thefoundationfor this vital component of the New Deal/Great Society income supports. A series of panics diminished approval for the welfare state, leading to the 1996 "reform." Panic discourse increasingly accompanies policy debate. Examples of anti welfare, anti outsider panic discourses are explored.

Better utilization of foster families might be linked to parents' reasons for fostering. This study used data from the National Survey of Current and Former Foster Parents to examine relationships between reasons for fostering and types of services and length of service foster parents provide. Top reasons for fostering were child-centered. The least endorsed reasons were self-oriented. Those who fostered to help children with special problems were more likely to have a child placed, had more children, and had fostered more types of special needs children. This paper introduces and describes health care poverty. Underinsurance and its consequences for access to health care are highlighted. Definitions of underinsurance and its prevalence are presented. Groups that experience disproportionate barriers to obtaining medical care are identified. Manifestations of underinsurance are explicated and their relationship to receipt of medical care, such as vaccinations and medications is discussed. A refraining of the health care debate is suggested with emphasis moving from uninsurance to access to health care.
