This is a study of twenty-six patients aged sixty years and over residing in a nursing care facility in Portland, Oregon in the fall of 1973, which explores the relationship of their morale and selected environmental and social factors.

There are three major aims of the study. The first is to measure variances in morale states as experienced and reported by the respondents. The second aim is to determine how a given set of factors correlate with the self-reported morale of each of the respondents. The following discussion proceeds from two basic premises: (1) that the family constitutes one of the most basic units of social structure in contemporary American society, and (2) that the social work profession represents a major, if not the primary, institutional mechanism for coping with the myriad of social problems encountered by American families. Following the “rediscovery” of poverty in the Kennedy years (1960-1963) and the initiation of the Johnson-era (1968-1968) War on Poverty, there has been much interest in the social sciences on the question of the relationship between poverty and politics in American society. One of the most interesting hypothesis in recent research is the suggestion of a correlation between welfare payment levels in various states and the level of inter-party competition in those states. The purpose of this project was to explore the coping patterns of people denied public assistance. The primary focus was on resources available and used by those denied to assist them in the situation that led them to apply for public assistance in the first place.

A review of the literature revealed that very little is known concerning those denied public assistance. This project is one of the first to study the problem of how those denied manage after denial.

This article reports on a study of interstate differences in the availability of nursing home beds, personal care home slots and public housing, and attempts to assess the impact of the adoption of Medicare and Medicaid six years before on the availability of these components of what was termed the "geriatric residential environments continuum" or GRE. The underlying idea is that components of long-term health care, personal care and housing/shelter are three common elements of a wide variety of public policy for the aged.

National movement and local demands indicated the necessity of training programs for child care workers (herein referred to as CCW's) in Oregon. In 1966, the "First National Survey of Children's Residential Institution" was done by Pappenforst & Kilpatrick. This survey showed that the primary concern of directors of children's institution was the quality of CCW's. The purpose of this project was to trace the developments which led to the utilization of para-profess iona1 persons as service aides in public welfare departments and to examine, in particular, the developments in Oregon at the state and county levels. The establishment of such programs was mandated in the Social Security Amendments of 1967. A review of the 1967 legislation showed the legislative intent to be inconsistent with the stated purposes of the program. A study of the characteristics of AFDC cases active in Linn County, Oregon in June 1966 and of the difference in characteristics between those cases closed by September 1, 1967, and those cases remaining active on that date. The source of data was the case records of the Linn County Department of Public Welfare. There were 212 cases in the study with 200 suitable for full analysis.
