This report is the result of three years of work of true partnership between the Native American community, the Coalition of Communities of Color and Portland State University. The Portland Indian Leaders’ Roundtable, an alliance of 28 local Native American organizations, tribal organizations and Native focused programs within larger institutions, took a lead role in the implementation of the Native American research. Elders of the community reviewed the work and provided invaluable knowledge and historical context.

This article examines how the biomedical industrial complex has ensnared social work within a foreign conceptual and practice model that distracts clinical social workers from the special assistance that they can provide for people with mental distress and misbehavior. We discuss: (1) social work's assimilation of psychiatric perspectives and practices during its pursuit of professional status; (2) the persistence of psychiatric hospitalization despite its coercive methods, high cost, and doubtful efficacy; (3) the increasing reliance on the Diagnostic and Statistical Manual of Mental Disorders, despite its widely acknowledged scientific frailty; and (4) the questionable contributions of psychoactive drugs to clinical …

To thrive in 2020, we must conceive of the field of public administration in the broadest possible terms. Phenomena that typically have been treated peripherally in our literature are emerging center stage in recent years, confirming that the “old” boundaries of our discipline do not reflect contemporary reality. After reviewing three key developments—the rise of mixed and nongovernmental institutions in public policy, the increasing importance of market mechanisms, and the assertion of meaningful global regulation—an argument is made for a broader reconception of “publicness” that goes hand in hand with the embrace of governance in lieu of administration.

The research discusses about the Social Capital Formation Among Djarum Scholars/ Beswan Djarum (The Study of Implementation of Djarum Beasiswa Plus Program). In order to explain the matter, the approach that is used is descriptive qualitative research design. The results showed that the formation of social capital is related to the activity which was followed by Beswan Djarum as a process of both formal and informal processes. The Informal and formal process can enhance and broaden interaction among Beswan Djarum and produces a variety of benefits.

Welfare reform legislation in the late 1990s lead to rapid declines in state welfare caseloads. In contrast to prevailing accounts that emphasize rapid job creation and those that pin caseload declines on successful work incentives and behavioral sanctions, this article argues that organizational rationing mechanisms explain a large portion of the sharp initial declines in Illinois. The article first highlights how street-level bureaucratic practices oriented toward caseload reduction arose in TANF implementing bodies from a reordered and narrow set of organizational incentives that had little to do with the symbolic goals of welfare reform. Objectives: This study examined the relationship between substance use disorder (SUD) and intimate partner violence screening (IPV) and management practices in the emergency department (ED). Methods: This was a retrospective cohort study of adult ED patients presenting to an urban, tertiary care teaching hospital over a 4-month period. An automated electronic data abstraction process identified consecutive patients and retrieved visit characteristics, including results of three violence screening questions, demographic data, triage acuity, time of visit, and ICD-9 diagnosis codes. Edwin E. Witte was a Professor of Economics at the University of Wisconsin and Chairman of the Committee on Economic Security, which oversaw the drafting of the original Social Security Act. Witte is generally acknowledged as the principal author of the Social Security legislation as it went to Congress. In later years, he consulted on the National Labor Relations Act and continued to teach and supervise Ph.D. students.

This paper presents findings on conditions of healthcare delivery in Afghanistan. There is an ongoing debate about barriers to healthcare in low-income as well as fragile states. In 2002, the Government of Afghanistan established a Basic Package of Health Services (BPHS), contracting primary healthcare delivery to non-state providers. The priority was to give access to the most vulnerable groups: women, children, disabled persons, and the poorest households. In 2005, we conducted a nationwide survey, and using a logistic regression model, investigated provider choice. We also measured associations between perceived availability and usefulness of healthcare providers. Our results indicate that the …

This monograph’s contribution to knowledge was two-fold: 1) reliable measures of the quality of childcare as perceived and assessed by the parents themselves; and 2) discovery that the quality of the care chosen by working parents depends upon the amount of flexibility they can muster from their immediate environment at work, at home, or from accommodating childcare providers. It doesn’t matter which source of flexibility works best for them. It’s the flexibility that allows optimum choice. The findings suggest that public policy should recognize the vast diversity of parental choices and the flexibility needed to improve their choices. That means …

Existing data that informs decision making in Multnomah County inadequately captures the lived experiences of communities of color. Rarely do existing reports include dimensions of race and ethnicity. Much research has been undertaken without the involvement of those most affected by the decisions guided by the research. The impact is that communities of color are rarely visible at the level of policy. Data has been used to obscure and oppress rather than to empower communities and eliminate disparities. This is not acceptable, and leads to inequitable policy and devastating outcomes for people of color.

Presently alcohol policy in India takes a moral stand rather than a scientific approach towards understanding and dealing with the problem of alcoholism. To effectively address this social problem in India, public policy must take into account the nature, extent of the problem and the context in which it occurs. This literature review examines the nature, prevalence and impact of alcohol use and misuse in India, within its historical and cultural contexts, as a beginning step to inform policy. Recommendations for practice and future research directions are suggested.

When Ed Roberts, who had polio, forged new ground for people with disabilities by developing the first Center for Independent Living in 1972, the stage was set for people with disabilities and advocates to join together in a new civil rights movement. 'Invisible' no more, the disability community started what was expected to be a stratospheric leap into community inclusion. There was substantial hope held in the anticipated impact of the passage of the Americans with Disabilities Act (ADA) in 1990 (P.L. 101-336, 104 statute 327). Data gathered from a convenience sample of 36 women who reside in rural villages lying on the outskirts of Buea, Cameroon is not consistent with the "culture of poverty" proposition which states that personal characteristics of the poor tie them to a life of poverty. These findings run counter to an assumed "culture of poverty" in which persons do not hold career aspirations and socialize their children with attitudes that assure the generational transmission of poverty. The Limits Of Paternalism: A Case Study Of Welfare Reform In Wisconsin, Thomas S. Moore, Swarnjit S. Arora

This paper uses a pooled sample constructed from the Food Stamp Quality Control data for the fiscal years 1993 to 2006 to assess the effects of welfare reform upon the employment, earnings, income, and poverty trends among poor, single-mother families, both in Wisconsin and nationwide. It finds that the employment and earnings gains of the Wisconsin families exceed those of comparable families nationwide. However, there has been no significant change in the average income of the Wisconsin families, and the number of extremely poor families has increased more rapidly in Wisconsin than in the country as a whole. The Colorado Department of Human Services (CO DHS) has contracted with the Cutler Institute for Health and Social Policy to assess the professional development needs of child welfare caseworkers, case aides, and supervisors. This needs assessment will help guide the development of the new Child Welfare Training Academy established by Governor Bill Ritter in May 2009. The Academy will provide child welfare professionals across the state with the training, skills and knowledge to better protect the state's most vulnerable children from abuse and neglect.
