For several years prior to the current Administration, Louisiana suffered through an unstated policy of “Do More with Less”: Fewer employees, higher caseloads, less resources, and high employee turnover. In 2016, the Louisiana Department of Children and Family Services (DCFS) leadership determined that supporting and stabilizing the child welfare workforce was a high priority. The Family Safety Program (FSP) serves the Eastern Band of Cherokee Indians (EBCI) to provide high quality and innovative care, utilizing an integrated model to ensure client access to behavioral health services and targeted case management. To retain a competent and committed workforce and best serve children and families, FSP partnered with the Quality Improvement Center for Workforce Development (QIC-WD) to be one of eight national project sites to test child welfare workforce interventions. The Division of Milwaukee Child Protective Services (DMCPS) of the Wisconsin Department of Children and Families (DCF) will be implementing and testing an organizational culture and climate intervention called ARC, which stands for Availability, Responsiveness, & Continuity. ARC is an organizational change process that has improved outcomes in mental health settings by: 1) introducing core principles to guide service improvement efforts, 2) embedding research-based organizational components for service improvement, and 3) fostering attitudes necessary for ongoing service improvement. This article is a description of the research I conducted on the sex industry in Manitoba, Canada, from 2016-2017. I interviewed 61 people, of which six were political leaders, 23 were social workers, 24 were police officers, and eight were sex industry survivors. About half of the practitioners I interviewed are also sex industry survivors. As a veteran police officer with 35 years of law enforcement experience, my research journey was unique from conducting the interviews to reporting my findings. In the midst of a growing global market for migrant care work, there is a need to investigate not only how such labour is consumed but how ‘ideal’ care workers are also produced. This paper investigates how schools within migrant-sending countries produce nurse labour through body work or the testing and honing of hospital procedures on patients’ bodies. Focusing on the case of the Philippines, this paper shows how the education of nurses for export creates a paradoxical impact on care work within local healthcare institutions. The Washington State Department of Children, Youth, and Families (DCYF) will be implementing and testing the effectiveness of telework for child welfare field operations staff and their supervisors. DYCF is a stateadministered system with a total of 3,075 employees. There are approximately 1,600 field operation staff and 260 field operation supervisors that make up the majority of the child welfare workforce in the agency. A comprehensive workforce needs assessment showed a strong desire among employees to be able to work from home or an alternate work site. The Nebraska Department of Health and Human Services Division of Children and Family Services (DCFS) workforce intervention will address secondary traumatic stress (STS) among frontline staff and supervisors. Nebraska is a state-run child welfare system with about 400 Child and Family Service Specialists (CFSS) organized into five service areas across the state. Currently, the annual CFSS turnover rate in Nebraska is about 30%, but DCFS is committed to retaining and supporting high quality CFSS. Child welfare supervisors have a unique vantage point, leading local service delivery efforts while representing a larger organizational bureaucracy. They also play a key role in workforce stability, as high caseworker turnover remains a real problem that affects clients, communities, and agency budgets. Using a qualitative thematic content analysis to analyze data collected from a sample of public child welfare supervisors in a southern state (n=117), findings from this study provide suggestions for systematically addressing workforce turnover through the unique perspective of the child welfare supervisor. Violence against children (VAC) is a global problem with significant consequences. Recognizing the need to better understand the problem of VAC in Côte d’Ivoire (CI), the government of CI recently completed a survey on violence against children. The recent data will support an evidence-based national action plan for the prevention of VAC. Research shows that initiatives tackling specific problems will only be as successful as the community’s readiness to take action. Homeless shelters can be chaotic and sometimes not much better than living on the streets. Sleeping pod villages, such as Kenton Women’s Village, provide opportunities for community development while still allowing privacy and security. The village model provides a more incremental transition into permanent housing from the streets rather than a sudden transition. This report provides an update on the village and results of a survey that explored physical health, mental health, demographic information, and level of satisfaction with village living.

Youth experiencing homelessness face numerous challenges to maintaining their health while homeless and as they exit homelessness. This includes their physical health, mental health, and well-being. Further, research on the efficacy of various interventions that aim to positively impact the health of homeless youth is limited. The following paper summarizes what is currently understood about the health and well-being of youth experiencing homelessness and concludes with recommendations for interventions, prevention programs, and future research.

Background: Supervisors play an essential role in implementation by diffusing and synthesizing information, selling implementation, and translating top management’s project plans to frontline workers. Theory and emerging evidence suggest that through these roles, supervisors shape implementation climate—i.e., the degree to which innovations are expected, supported, and rewarded. However, it is unclear exactly how supervisors carry out each of these roles in ways that contribute to implementation climate—this represents a gap in the understanding of the causal mechanisms that link supervisors’ behavior with implementation climate. This literature review on homeless count methods provides a brief history of homelessness in the U.S., an account of count efforts, and an overview of methods used. It illustrates that no method is capable of providing a comprehensive count of the homeless, and all methods have inherent disadvantages that often rely upon flawed assumptions. The practical impact of these counts on policy is substantial. Therefore, this review should encourage discussion as to what data communities need for policy and program development and implementation, and whether homeless counts actually fulfill this need.

Is there an intergenerational causal link in social assistance (SA) participation? There is a dearth of research addressing this question, yet the discourse of ‘welfare dependency’ is hegemonic. The limited research that does attempt to tease out a causal link in intergenerational SA participation remains equivocal. Qualitative research is largely absent in welfare scholarship; research that might provide a more nuanced understanding of the dynamics underlying SA receipt. We employ an inductive qualitative analysis, using procedures from grounded theory, to understand SA participants’ experiences and perspectives on intergenerational SA usage. This paper addresses a gap in welfare reform literature by investigating the social constructions of poor people in state policymaking within the context of diminishing General Assistance (GA) after the Great Recession. Using Social Construction and Policy Design Theoryand thematic content analysis of Washington State’s legislative archives, I found that the negative constructions of GA recipients as deviants with undesired psychological and behavioral problems were associated with the reform direction toward a regulated, punitive model. These constructions, intersecting with the ideologies of personal responsibility and work ethic, contribute to the dismantling of the social safety net for the Washington’s poorest …

Students helped develop the Housing and Food Insecurity at Portland State study to better understand the scope of homelessness, housing and food insecurity on campus. The survey went out to approximately 3,000 employees and 23,400 students at Portland State University in fall of 2019. The center will develop a set of recommendations for the university based on the results. It is the first step to help students and employees overcome challenges and meet their basic needs.
