Child maltreatment in the United States continues to be one of the nation’s most serious social problems. Child welfare practice is intended to ensure the safety, permanency, and well-being of children and families. One of the ways child welfare systems can achieve positive outcomes for vulnerable children is to utilize the most current best practices in training, focused on family engagement and strengths-based empowerment. The Journal of Sociology & Social Welfare
America is built upon a history of immigration; yet current immigration policy and anti-immigrant sentiment negatively affect the vulnerable population of immigrant families and children. Immigrant children face many problems, including economic insecurity, barriers to education, poor health outcomes, the arrest and deportation of family members, discrimination, and trauma and harm to their communities. These areas of immigrant children's economic and material well-being are examined in light of restrictive and punitive immigration policies at the federal and local level. Implications for social policy reform, such as decriminalization, are discussed.

Analyzing The Poverty Reduction Effectiveness Of The Canadian Provinces: Do Political Parties Matter?, Robert D. Weaver, Nazim Habivov, Lida Fan

The implementation of the Canada Health and Social Transfer in 1996 marked a new era for the Canadian welfare state, as greater discretion in the area of social welfare policy and programming was granted to the provinces. In this study, the authors analyzed nationally representative data to determine if the governing provincial parties, characterized by distinct ideological and party platform positions, differed in regards to their poverty reduction effectiveness during 1996-2005. The authors' analysis yielded no differences between the governing provincial parties in terms of their poverty reduction effectiveness. The Differentiated Impact Of Bridging And Bonding Social Capital On Economic Well-Being: An Individual Level Perspective, Saijun Zhang, Steven. G. Anderson, Min Zhan

Social capital refers to trust, norms, and social networks. One of the most important features of social capital is its claimed capacity of promoting economic well-being. Theorists have assumed that any such effects vary according to the nature of different types of social capital. Using longitudinal data from a nationally representative dataset, this study investigates the differentiated effects of individual bonding and bridging social capital on subsequent personal income and income-to-needs ratios. The analyses demonstrate that bridging capital, indicated by involvement in various voluntary organizations, has small but significant effects on future economic wellbeing. To thrive in 2020, we must conceive of the field of public administration in the broadest possible terms. Phenomena that typically have been treated peripherally in our literature are emerging center stage in recent years, confirming that the “old” boundaries of our discipline do not reflect contemporary reality. After reviewing three key developments—the rise of mixed and nongovernmental institutions in public policy, the increasing importance of market mechanisms, and the assertion of meaningful global regulation—an argument is made for a broader reconception of “publicness” that goes hand in hand with the embrace of governance in lieu of administration.

This study is aimed to answer the challenges faced by the microfinance sector in Indonesia in regards to poverty reduction. Besides economic deprivation, deprivation to access to economic activities such as isolation from reproduction of social capital, social network, family, and business network, are faced by the poor. The research discusses about the Social Capital Formation Among Djarum Scholars/ Beswan Djarum (The Study of Implementation of Djarum Beasiswa Plus Program). In order to explain the matter, the approach that is used is descriptive qualitative research design. The results showed that the formation of social capital is related to the activity which was followed by Beswan Djarum as a process of both formal and informal processes. The Informal and formal process can enhance and broaden interaction among Beswan Djarum and produces a variety of benefits.

Bringing The Organization Back In: The Role Of Bureaucratic Churning In Early Tanf Caseload Declines In Illinois, Chad Broughton

Welfare reform legislation in the late 1990s lead to rapid declines in state welfare caseloads. In contrast to prevailing accounts that emphasize rapid job creation and those that pin caseload declines on successful work incentives and behavioral sanctions, this article argues that organizational rationing mechanisms explain a large portion of the sharp initial declines in Illinois. The article first highlights how street-level bureaucratic practices oriented toward caseload reduction arose in TANF implementing bodies from a reordered and narrow set of organizational incentives that had little to do with the symbolic goals of welfare reform. Edwin E. Witte was a Professor of Economics at the University of Wisconsin and Chairman of the Committee on Economic Security, which oversaw the drafting of the original Social Security Act. Witte is generally acknowledged as the principal author of the Social Security legislation as it went to Congress. In later years, he consulted on the National Labor Relations Act and continued to teach and supervise Ph.D. students.

In this chapter we will zoom out of our close examination of the Northern Manhattan Community Voices Collaborative experience to propose ways to scale up the things that worked for us in order to make them applicable at a national level. The Colorado Department of Human Services (CO DHS) has contracted with the Cutler Institute for Health and Social Policy to assess the professional development needs of child welfare caseworkers, case aides, and supervisors. This needs assessment will help guide the development of the new Child Welfare Training Academy established by Governor Bill Ritter in May 2009. The Academy will provide child welfare professionals across the state with the training, skills and knowledge to better protect the state's most vulnerable children from abuse and neglect.

Self-sufficiency (SS) is the epitome of America’s ‘reluctant’welfare state. It is generally accepted in social welfare policycircles as a concept related to independence and financialstability. Nevertheless, SS is not a term agreed upon inpractice by policymakers, researchers, or service providersand is frequently used without a clear common definition.In this sense, the purpose of this study is to explore the extentto which the top-down definition of ‘economic’ SS as thesocial policy goal is consistent with how the clients of job training programs perceive the term. Amartya Sen looks at people’s well-being in terms of functioning and freedom, rather than in terms of the amount of goods or services consumed. The capability approach developed by Sen deals with what people are able to achieve by using these commodities. Concerning disability, he wrote: “We must take note that a disabled person may not be able to do the many things that an able-bodied individual can, with the same bundle of commodities” (Sen, 1985 p.7). On February 4th, 2009, President Obama signed into law the reauthorization of the Children Health Insurance Program. The federal government will now spend 30 billion dollars towards the goal of ensuring that more children in the United States are insured. I investigate this particular health care policy and look at the different dynamics that affect the ultimate goal of universal health insurance for children. Legislated as part of welfare reform, the Child Care and Development Fund (CCDF) is the main source of child care government funding earmarked for low-income families. As a block grant, with broad federal guidelines, states have significant freedom in implementing this legislation to meet the needs of their citizens. This diverse implementation has challenged legislators and scholars trying to assess the success of CCDF across the United States. In considering the evaluation research of CCDF, as well as the original goals of this legislation, several major themes related to the diverse state implementation emerged, including access, equity, and stability. How we think about need or deprivation-how we judge its severity, its causes and effects, and the progress we have made (or not made) over time in reducing it-has much to do with how we define and then measure it. And, we measure it poorly. The insufficiencies of official data on American poverty are reasonably well known, yet they continue, nonetheless, to be the principal means by which we gauge need in the United States. This article discusses the central tenets of the theories of social capital, which include exchanges, trust, obligation, bonding, bridging, and issues concerning the marginalization of certain groups. Included is an exploration of the limitations of the approaches of the key theorists, followed by the presentation of a theoretical framework and model of the development of social capital among youth. Additionally, the article discusses the relevancy of social capital for social work practice.

The present paper attempts to analyse some of the shortcomings that have impeded efforts in the field of disability in Afghanistan. After an overview of recent disability initiatives, this article presents elements that have contributed to the limited impact. The context of a Conflict Affected Fragile State (CAFS) makes particularly intricate the development of state-capacity as well as the delivery of basic services for the population. To overcome identified gaps, it is argued that Amartya Sen’s Capability Approach (CA) constitutes a relevant framework for designing disability policy and implementation.
