Sweden's Parental Leave Insurance: A Policy Analysis Of Strategies To Increase Gender Equality, Juliana Carlson

Sweden's parental leave insurance is recognized internationally as the premiere parental leave policy addressing gender equality. Since 1974, when the policy changed from maternal to parental leave, policy makers have employed a variety ofstrategies including inducements, rules, and rights, to increase more gender-equal leave taking. Using Stone's (2006) strategy conceptualization, together with the gender systems approach (Crompton, 1999) which frames the gendered and socially constructed nature of earner/caregiver, this analysis examines how each of Sweden's incremental reforms in parental leave policy moved toward the goal of gender equality, with particular attention to father participation in caregiving.

Remarital Chances, Choices, And Economic Consequences: Issues Of Social And Personal Welfare, Kevin Shafer, Todd M. Jensen

Many divorced women experience a significant decline in financial, social, physical, and psychological well-being following a divorce. Using data from the NLSY79 (n= 2,520) we compare welfare recipients, mothers, and impoverished women to less marginalized divorcees on remarriage chances. Furthermore, we look at the kinds of men these women marry by focusing on the employment and education of new spouses. Finally, we address how remarriage and spousal quality (as defined by education and employment) impact economic well-being after divorce. Our results show that remarriage has positive economic effects, but that is dependent upon spousal quality. However, such matches are rare …

According to UNICEF, 3.7 million children are orphaned in South Africa (2010). Parliament enacted the Children’s Act on April 1, 2010 to grant and protect the rights orphaned or vulnerable children (OVC). The Children’s Act aims to promote the well being of children, prevent abuse or neglect, and increase options for the care of children found to be in need or care and protection (Jamieson, Mahery, and Scott 2011). This research is a study summative evaluation PUK Strengthening Program in Solo with a quantitative approach. The goal is to measure outcome indicators and analyzes the factors that influence the achievement of outcomes based on aspects of the process and input. The analysis was done by means of univariate and bivariate with cross table, Chi Square and Kendall Tau. The results showed that the outcome indicators has not been achieved. The youth of Massachusetts are of primary concern to legislators and citizens. This briefing report features three essays by experts — Fern Johnson, Deborah Frank, and Donna Haig Friedman — who focus on three aspects of children in need: children in foster care who need adoption, children who are hungry, and children who are homeless. Each report has further and more detailed suggestions for helping these children in need; below is a summary of the problems we face.

This paper seeks to situate current efforts of The Right to the City Alliance and selected member groups in a longitudinal and cross-sectional qualitative study of the limits and potential of contemporary organizing. For three decades politicians, policy makers, advocates, academics, and even activists have promoted community-based efforts as the primary vehicle for contemporary social change. Privatization, or contracting with non-governmental agencies for provision of state or federally funded services, is a strategy that has gained recent attention from policymakers as a potential tool for successful child welfare reform. The Child Welfare Privatization Initiatives Project was created in 2007 as a joint effort between the United States Department of Health and Human Services and the Office of the Assistant Secretary for Planning and Evaluation. The framework identified by this project produced twelve key considerations for states moving towards a privatized system. Background: Men who have sex with men (MSM) have the highest HIV prevalence in Peru, yet they are underserved by traditional preventive programs. In Peru, the Internet and mobile phones have emerged as an effective and convenient tool to reach this population.

Objective: The objective of this study is to identify features and content that short message service (SMS) should have in order to motivate HIV testing among men who have sex with men (MSM) in Lima, Peru.

Methods: From October, 2010 to February, 2011, we conducted focus groups at two stages; six focus groups were conducted to explore and identify SMS content and features and two additional focus groups were conducted to tailor SMS content. The text messages were elaborated within the theoretical framework of the Information-Motivation-Behavioral Skills model and the Social Support Theory.

Inspired by critical social work practice, this study engages in a discourse analysis of Ontario’s Family Health Team (FHT) model. The purpose for this study is threefold; namely, a) to deepen our understanding of health discourses promoted by Ontario’s FHT model; b) to explore how Ontario’s FHT model compares to Haggerty, Burge, Lévesque, Gass, Pineault, Beaulieu, & Santor’s (2007) conceptual model of PHC; and c) to promote critical reflection in order to help inform decisions on how to improve quality of care and enhance health equity in FHTs. Explicating The Social Mechanisms Linking Alcohol Use Behaviors And Ecology To Child Maltreatment, Bridget Freisthler, Megan R. Holmes

This paper begins to describe and explicate the specific mechanisms by which alcohol use and the alcohol use environment contribute to specific types of child maltreatment. These mechanisms relating alcohol outlet densities to child maltreatment described here include effects on social disorganization, parent's drinking behaviors, and parental supervision. By investigating potential mechanisms, new information could be obtained on the importance and role of alcohol and its availability in the etiology of child maltreatment. This knowledge can be used to further tailor interventions to those conditions most likely to prevent and reduce maltreatment.

"Where Are My Rights?" Compromised Citizenship In Mixed-Status Marriage A Research Note, April M. Schueths

Immigration policy has shifted its focus from family reunification to strict enforcement of "illegal" immigration. It has become much more difficult for U.S. citizens to adjust their non-citizen spouses' legal status, especially spouses who are undocumented. This paper examines the vulnerabilities of female U.S. citizens married or partnered with undocumented Mexican men. Findings challenge the simplistic notion that marriage with a U.S. citizen creates automatic legalization for undocumented individuals and highlights the creation of a second class citizenry for native-born partners. This study argues that punitive immigration law and policies have profound negative implications for the lives of U.S. citizens.

This thesis seeks to explain the reasons that homelessness occurs, and how it is currently being dealt with in public policy. Triggers and predictors of homelessness are explored and it is shown that triggers are almost always compounded, indicating a multitude of factors that lead to homelessness. The culture and community surrounding the homeless lifestyle is seen as playing a significant role in how the individual copes with their homelessness. The norms and values of their culture are investigated and its role in rehabilitation is explored. Current institutions for helping the homeless are analyzed for different success rates. This article examines the Medicare Prescription Drug, Improvement, and Modernization Act of 2003 (MMA) in its current form and explains why a critical perspective is useful when analyzing the policy and reform efforts. Using this approach, we consider the development of the policy and describe ways that gender and racial differences may hinder equal access to medications for some of the most vulnerable older adults. The Community Living Assistance and Supports (CLASS) program, created under the Patient Protection and Affordable Care Act, established a federally-administered, voluntary insurance program that allows for working adults to purchase insurance to cover the cost of long term support services. The CLASS program is the first step towards moving away from a welfare-based system, improving consumer choice, and creating a stable funding source for long term care needs. Enrollees in the CLASS program who meet benefit eligibility requirements and need care assistance will receive a cash benefit to pay for supportive services such as home health care, adult day services, …

This article proposes that educational and community based programs can help juveniles stay away from crime and prevent recidivism. A presentation of federal and state statistics, along with an analysis of the risk factors for delinquency, will be provided in order to illustrate the important areas that should be addressed in successful programs. Testimonies, including personal interviews with those who have experience working at the RI Training School, DCYF, Boys' Town, Child and Family Services will be shared as evidence of the research found. Finally, recommendations based on the findings will be proposed.

Veterans’ treatment courts represent an emerging trend across the country of collaborative justice designed to deal with criminal justice issues stemming from problems linked to military service. This approach places the veteran in VA (Veterans Affairs) treatment programs as a diversion from incarceration. There are few such courts in California (nine) largely in non-rural counties. This study investigated two rural counties, Tulare and Santa Barbara with Veterans courts to develop a model for such a court in San Luis Obispo County. The article follows previous work on TANF and AFDC by asking if not welfare, then what social programs and financial aid programs are low-income women using to support their college attendance, and what is the impact of these programs on the college-going decisions of low-income women? The study is based on case studies of 10 low-income women attending a community college. Results indicated that EITC, food stamps, and subsidized housing are stable sources of funding. However, each of these programs requires diferent application processes and compliance regulations. Only the Pell Grant was viewed as a dependable source of funding for …

The implementation of a robust community based participatory research (CBPR) study in Multnomah County, Oregon, has detailed broad and deep racial disparities across 27 institutions and systems. The process of this research has led to the identification of numerous practices that misrepresent and negate the experiences and very identity of communities of color. The Southern Nevada Regional Planning Coalition (SNRPC) is charged with the issuance of grants and funding to groups who provide and run mentoring programs in Southern Nevada (which is primarily composed of Clark County.) The SNRPC desires to streamline and regiment this process, as currently it is operated with minimal oversight and regulation. We designed a survey to ascertain what mentoring groups in Clark County consider to be central to mentoring; both within and without their own programs.
