The Center for Social Development at Washington University in St. Louis has implemented an ambitious policy demonstration: SEED for Oklahoma Kids (SEED OK). This initiative uses multiple research methods, including a scientific experiment in a full population, to test a policy innovation. The innovation is providing a Child Development Account (CDA) to all children at birth. In SEED OK, randomly selected newborn children in Oklahoma received a college savings account “seeded” with a $1,000 initial deposit, plus additional components of the SEED OK intervention. Future orientation influences a variety of desirable behaviors, but few researchers have studied the impact of economic resources on future orientation. In this study, we investigate whether and how asset ownership influences future orientation of Ghanaian youth and their parents. Results of propensity score models suggest that asset ownership has a positive effect on future orientation of youth and their parents. Ownership of household possessions, including televisions and modes of transportation, contributes to higher levels of future orientation among youth and parents, but livestock ownership has a negative effect on future orientation. Research in developed countries suggests that parental involvement is associated with youth academic success, but little is known about this relationship in developing countries. Further, it is unclear which type of parental involvement may impact the academic performance of youth from developing countries. This study examines whether (a) parental involvement at home and in school are meaningfully different constructs in a population of Ghanaian youth and their parents and (b) parental involvement predicts academic performance. Student and school characteristics are associated with academic performance of high school students. However, few attempts have been made to examine the simultaneous influence of student and school factors on academic performance of youth in sub-Saharan Africa. Using hierarchical linear modeling, we examine student- and school- level predictors of academic performance of Ghanaian junior high school students. As other researchers have found, we note that age and gender are significant predictors of academic performance. Student traits, including academic self-efficacy and commitment to school, are positively associated with math and English scores. Class size and presence of a toilet facility are …

Indigenous peoples face many social development challenges and the lingering effects of colonization. Income transfer, a traditional social welfare approach designed to raise minimum living standards, has had limited beneficial effects on long-term social conditions. As a complement to income transfer, asset-based approaches to social welfare have resulted in positive effects in the short and long terms. In this paper, we examine the relationship between children’s small-dollar savings accounts and college enrollment and graduation by asking three important research questions: (a) are children with savings of their own more likely to attend or graduate from college, (b) does dosage (having no account; having basic savings only; or having savings designated for school of less than $1, $1 to $499, or $500 or more) matter, and (c) is designating savings for school more predictive than having basic savings alone? One policy rationale for promoting Child Development Accounts (CDAs) is that they may help reduce college debt, but no research provides evidence of this. Research does suggest that high-dollar student loans ($10,000 or more) can reduce the probability that lower income students in particular persist in and graduate from college. In this study, we find evidence to suggest that parents’ college savings may reduce the probability that students accrue high-dollar student loan debt across all income levels with the exception of high-income students. A narrative qualitative research design was used to understand the journeys of three lesbians with Oneness Pentecostal backgrounds who have reconciled their religious beliefs with their sexual orientation. Three participants were selected who met the following criteria: (a) the participant is a lesbian female who (b) grew up in a Oneness Pentecostal church and (c) has reconciled being a lesbian with her religious beliefs, and who is (d) willing to discuss her outing process. Using data from a randomized experiment that ran from 1998 to 2003 in Tulsa, Oklahoma, we examine the 10-year follow-up effects on retirement saving of an Individual Development Account (IDA) program. The IDA program included financial education, encouragement to save, and matching funds for several qualified uses of the savings, including contributions to retirement accounts. The results indicate that, as of 2009, 6 years after the program ended, the IDA program had no impact on the propensity to hold a retirement account, the account balance, or the sufficiency of retirement balances to meet retirement expenses.

To inform universities’ capacity to encourage student political participation, we examine associations between four civic influences—civic instruction, deliberative course-based discussion, community service, and service learning—and youth participation during the 2008 presidential election. These four influences were selected because they are commonly integrated into higher education environments. Using an original survey, we employ a broad definition of political behavior to explore ways college students express themselves politically and to examine potential influences on their participation. We hypothesize that students exposed to civic influences are more likely to vote and engage in other participatory activities than those who lack such exposure. Findings …

Racial And Ethnic Disparities In Food Insufficiency: Evidence From A Statewide Probability Sample Of White, African American, American Indian, And Hispanic Infants, Yunju Nam, Jin Huang, Colleen Heflin, Michael Sherraden

This study examines racial and ethnic disparities in the experience of food insufficiency among families with infants, focusing on the roles of socioeconomic characteristics. It uses the SEED for Oklahoma Kids baseline survey data collected from a probability sample of white, African American, American Indian, and Hispanic caregivers of infants randomly selected from Oklahoma’s birth certificates. Fairlie’s extension of the Blinder-Oaxaca decomposition is employed to analyze these data. Results suggest that whites experience food insufficiency at a statistically significantly lower rate than do the three minority groups. Compositional gaps in economic and noneconomic resources are found to explain much of …
