What is the likely effect of the recession brought on by the COVID-19 pandemic on indigent defense budgets in the United States? To look forward, we look backward. We examine data on county-level spending on indigent defense in Texas during the Great Recession of 2007–2009. Redistributive policies—those which use taxpayer funds to support individuals who themselves pay little or no tax—are particularly susceptible to cuts during times of fiscal stress. Yet our analysis shows indigent defense policy, measured in terms of spending and access to counsel rates, was generally stable through the Great Recession years, even in counties hit hardest. …

Since 2009, the city of Arcata, R. H. Emmerson & Sons, and Humboldt State University have collaborated on the transfer of an 884-acre tract of land in Goukdi’n (known locally as Jacoby Creek Forest). The main goals of this project are to prevent fragmentation of the land, protect wildlife, and to support and enhance student research opportunities. In the ten years that it took for this land to be transferred to the California State University and in the care of Humboldt State University the Wiyot Tribe was not consulted regarding the parcels, their purchase, or their being given to HSU. …

Margaret Cho is a comedic goddess who, in her mockery, serves flaming hot social commentary about race, body image, and fatness. Within this thesis, I used critical discourse analysis to understand how Margaret Cho embodies Asianness, whiteness, and the body types and images prescribed respectively. While working on data analysis, I came across a common media trope of fat women: the use of indexically Southern (United States), Appalachian, and Working class indexicals in speech and lexical items. I connected the ideologies surrounding Southern and Appalachian language to the inequalities that fat women face. This voicing had not previously been written …

This thesis concerns the injustices present in industrial animal agriculture in the United States, domestic violence, and their disproportionate impact on marginalized communities. Despite the work of social movements centered around domestic violence and the slaughterhouse, the state of both continues to worsen, particularly for communities of color. My research seeks to uncover what factors preclude the efficacy of these movements. A qualitative analysis of the labor advocacy and animal rights movements in the slaughterhouse and the domestic violence advocacy movement suggests that the current disparate framings of these injustices and a lack of attention to race contribute to the …

These are the preliminary results of an ongoing project.

Stories from the Outside centers the voices of people experiencing homelessness during the 2020 Oregon wildfire season. PSU’s Homelessness Research & Action Collaborative, in partnership with the Street Roots Ambassadors program, surveyed 73 people in the Portland area in June 2021. Ambassadors sought out Black, Indigenous, and Other People of Color to ensure their voices were represented as BIPOC residents are disproportionately impacted by homelessness.

Many respondents felt disconnected and left out of emergency relief efforts. These are their stories.

Historically, Black defendants have faced more severe sentences compared to White defendants. Research investigating this phenomenon in the paradigm of the insanity defense, found that Black defendants were acquitted as “not guilty by reason of insanity” (NGRI) significantly more often than White defendants (Poulson, 1990). In the current study, we investigate the influence of race of defendant and race of victim on judgments of NGRI in a 3 (race of victim: Black v. White v. Hispanic) x 3 (race of defendant: Black v. White v. Hispanic) between-subjects design. Our results indicated that a Hispanic defendant was acquitted NGRI more frequently …

One in ten African women age 15 or older are widows. Approximately 8 million widows live in Nigeria with many living in extreme poverty. Throughout the nation, widows are subjected to physical and psychological harm from their families and communities following the deaths of their husbands. Women are marginalized across Nigeria, but widowed women often experience ostracization and oppression that leads to poverty. Most widows rely on informal business and petty trading to survive but these ventures typically only bring in less than a $1 a day for a family. This chapter explores perspectives in higher education classrooms, specifically the need for social justice in education through inclusive and universal design/ universal design for learning (UD/UDL). The authors contacted colleagues regarding what worked to change paradigms and perspectives around issues of social justice and advocacy in classrooms. Three themes emerged, mirroring those of the literature reviewed: scholarly strategies, structured activities, and amplifying marginalized voices. The authors also discuss how accessible and inclusive approaches disable injustice and ableism in higher education classrooms by recognizing disability as an element of diversity and the need for inclusive approaches on college campuses and beyond. …

Experiential learning is not without its challenges. Following a pilot examination of student feedback on practical and learning difficulties they encountered, students’ experiences of their occupation-focused, service-learning module was systematically explored using a case study design. Concurrent mixed methods were employed to collect data with emphasis on qualitative data gathered through weekly, guided reflective journals and online forums. Students were also surveyed pre and post module to validate data on their experiences regarding their concerns, perceived learning, and evaluation of the module. Four themes were identified. Using Critical Race Theory's storytelling method, this chapter weaves a tale set in a school library setting told through the eyes of Jamal, a 17 year old Black male Harvard -bound scholar athlete. Using artifacts to build the plot, the story shines light on places where diversity and inclusion initiatives fail, where unchecked privilege and whiteness do harm to everyone touched by them, where inequality ruins lives and where libraries might be spaces of hope and possibility.

The impact of racial and sexual minority stigma, prejudice, and discrimination on the mental health and well-being of Black and LGBTQ individuals, respectively, has been well documented in the literature. Research on these relationships for Black LGBTQ individuals who are multiply marginalized due to their position at the social intersections of gender identity, sexual orientation, and race/ethnicity is less common. Belongingness to identity-based communities can protect against the negative impact of these minority stressors for Black and LGBTQ individuals and aid coping processes. Despite decades of reforms and technological innovations, increasing evidence shows that state securitization disproportionately harms already racially, spatially, and socio-economically marginalized communities. My research investigates uneven impacts of state securitization, from punitive welfare programs to school surveillance to policing. Across sites, I focus on scales, voices and the everyday lived experiences often left out of scholarly discourse and sensational media. This research report is the result of collecting and evaluating data on cases of homicides and attempted homicides in the German sex trade from 1920-2017. The findings show violence against prostituted women and the attitudes of the sex buyers who commit most of the violent acts against the women. The report discusses the media coverage of murder cases, complication of cases, and a critique of methods of criminal evaluation by the police. From 1920 to 2017, 272 victims of murder and attempted murder were identified. Liberalization of prostitution occurred in 2002. From then until 2017, there is a decrease in …

This thesis investigates the unique interactions between pregnancy, substance involvement, and race as they relate to the War on Drugs and the hyper-incarceration of women. Using ordinary least square regression analyses and data from the Bureau of Justice Statistics’ 2016 Survey of Prison Inmates, I examine if (and how) pregnancy status, drug use, race, and their interactions influence two length of incarceration outcomes: sentence length and amount of time spent in jail between arrest and imprisonment. The results collectively indicate that pregnancy decreases length of incarceration outcomes for those offenders who are not substance-involved but not evenhandedly -- benefitting white …

Periodically, newspaper or magazine articles appear proclaiming amazement at how white the population of Oregon and the City of Portland is compared to other parts of the country. It is not possible to argue with the figures—in 2017, there were an estimated 91,000 Blacks in Oregon, about 2 percent of the population—but it is a profound mistake to think that these stories and statistics tell the story of the state's racial past. Title IX is the nearly fifty year old piece of the Education Amendments that prohibits sexual discrimination in federally funded schools.
