For many thousands of years, aboriginal peoples worldwide used fire to manage landscapes. In North America, the frequency and extent of fire (both human caused and natural) were much reduced after European colonization. Fire exclusion became the policy in the United States for most of the 20th century as the country became more settled and industrialized. Past fire exclusion has helped produce landscapes that are highly susceptible to uncharacteristically severe wildfire. An urgent challenge for land managers today is to reduce fire risk through several means, including prescribed burning, without harm to culturally significant resources or human communities. Victims of violent crime are often unable to access financial compensation to offset the costs of victimization (e.g., medical, lost wages, funeral expenses) despite the massive amounts of money set aside for just that purpose. Currently, there is about $11 billion in the federal Crime Victims Fund (CVF). Less than 10 percent of this amount is allocated to state victim compensation programs. This report explores the funding mechanisms used by federal and state governments to compensate victims of crime, and it describes the administrative and policy problems in these systems. Hegel And The Failure Of Civil Society, Philip J. Kain

Philosophy

On what might be called a Marxist reading, Hegel’s analysis of civil society accurately recognizes a necessary tendency toward a polarization of classes and the pauperization of the proletariat, a problem for which Hegel, however, has no solution. Indeed, Marxists think there can be no solution short of eliminating civil society. It is not at all clear that this standard reading is correct. The present paper tries to show how it is plausible to understand Hegel as proposing a solution, one that is similar to that of social democrats, and one that could actually work.

Erroneous convictions are not as rare as one might expect and when they occur, the wrongfully accused are more often African American than White: Of those who were wrongfully convicted and later exonerated in the last quarter century, 47% were African American (The National Registry of Exonerations, 2013), even though only 13% of the U.S. population is (Rastogi, Johnson, Hoeffel, & Drewery, 2011). Yet Gould, Carrano, Leo, and Young’s (2013) recent analysis of miscarriages of justice indicated that race does not reliably differentiate between cases in which innocent defendants are wrongfully convicted as opposed to rightfully acquitted. Psychology Faculty Scholarship

A cross-sectional qualitative descriptive design was used to examine the links among expectations about, experiences with, and intentions toward mental health services. Individual face-to-face interviews were conducted with a purposive sample of 32 African American youth/mothers dyads. Content analysis revealed that positive expectations were linked to positive experiences and intentions, that negative expectations were not consistently linked to negative experiences or intentions, nor were ambivalent expectations linked to ambivalent experiences or intentions. Youth were concerned about privacy breeches and mothers about the harmfulness of psychotropic medication. Addressing these concerns may promote African Americans’ engagement in mental health services.
