The Geography Of Care: Rural Versus Urban Caregiver Perspectives On Community Resources For Parkinson’S Disease Management, Rebecca Jones

This qualitative study investigated the experiences and perceptions of caregivers for individuals with Parkinson's disease (PD) in rural versus urban settings, with particular emphasis on their access to and utilization of community resources. Through semi-structured interviews with 30 caregivers, the research explored how geographical location impacts caregiving challenges, support systems, and resource accessibility. Using Andersen's Behavioral Model of Health Services Use as a theoretical framework, the study revealed both universal caregiving challenges and location-specific barriers. While all caregivers reported significant emotional burden and healthcare system navigation difficulties, rural caregivers faced distinct challenges related to resource accessibility and specialized care availability. …

Assessing The Predictive Validity Of The Network Inventory Of Risk, Victories, And Needs Assessment (Nirvana) For Youth Receiving Prevention Services., Michael T. Baglivio, Kevin T. Wolff, Katherine Jackowski

The current study assesses the predictive validity of a newly-developed holistic risk/needs assessment for youth receiving prevention services. Employing a multiyear statewide sample of over 17,000 prevention youth, multivariate and Area Under Curve techniques are used to examine predictive validity in predicting future formal juvenile justice system involvement (new law violations) across sex, race/ethnicity, and multiple youth age ranges. Furthermore, predictive validity across the severity of the subsequent offense type (misdemeanor, non-violent felony, violent felony) was examined. Findings demonstrate large effect sizes for static risk only, dynamic risk only, and total risk plus protective scores on future offending. Sex and …

Grounded in a case study in Barbuda in the Caribbean, this research examines sustainability from the perspective of what arts and heritage can contribute to community engagement and local and broader understandings about the environment. This article documents a growing body of literature recognizing the role of arts and culture, including local knowledge and traditional ecological knowledge (TEK), in climate change endeavors. Art and TEK present expansive world views. Contextual information situates research done on the island of Barbuda pre- and post-Hurricane Irma. This thesis focuses on the intersections of collaborative and artistic interventions (such as collective songwriting and poetry) within the ongoing fight to legalize and decriminalize street vending in Los Angeles. Through the close partnership with Community Power Collective (CPC), this thesis analyzes the use of narrative in artistic collaborations and oral traditions throughout the political mobilization of street vendors in Los Angeles. In drought-prone regions of Eastern Ethiopia, recurring droughts profoundly reshape everyday life in ways that deepen existing gendered inequalities. Drawing on fieldwork conducted in Fedis district, including semi-structured interviews with women, project implementers, and government officials, as well as group discussions with community members, this study explores how women experience, navigate, and resist the gendered impacts of drought. By attending to the sociopolitical dynamics of drought and the development interventions that accompany it, I analyze how these forces restructure labor, land, food systems, and authority in ways that reproduce and exacerbate existing inequalities. Cults are typically associated with fringe religious or spiritual movements rather than political causes. Yet as American politics increasingly supplants religion as a central source of identity and belonging, our political culture has taken on more cult-like characteristics. This thesis develops a framework for identifying political cults by synthesizing scholarly work on ideological totalism, psychological manipulation, and group dynamics. It then applies this framework to assess the rise of anti-Israel protests on U.S. college campuses in the wake of the October 7th terrorist attack. งานวิจัยเรื่อง “ความหวาดกลัวของประชาชนต่อเหตุการณ์กราดยิงในเขตกรุงเทพมหานคร” มีวัตถุประสงค์เพื่อศึกษาปัจจัยส่วนบุคคล การรับรู้ข่าวสาร และทัศนคติต่อประสิทธิภาพการทำงานของตำรวจที่มีอิทธิพลต่อระดับความหวาดกลัวของประชาชนต่อเหตุการณ์กราดยิงในเขตกรุงเทพมหานคร เพื่อเสนอแนวทางเชิงนโยบายในการป้องกันและลดความวิตกกังวลของประชาชนต่อภัยอาชญากรรมรุนแรงในพื้นที่สาธารณะ การศึกษานี้ใช้ระเบียบวิธีวิจัยเชิงปริมาณโดยเก็บข้อมูลจากกลุ่มตัวอย่างจำนวน 396 คน ในเขตปทุมวัน กรุงเทพมหานคร ครอบคลุมกลุ่มนิสิตนักศึกษา ผู้ใช้บริการห้างสรรพสินค้า และผู้ใช้พื้นที่สาธารณะทั่วไป ซึ่งเป็นกลุ่มที่มีความเสี่ยงหรือเกี่ยวข้องกับเหตุการณ์ลักษณะดังกล่าว โดยใช้แบบสอบถามที่ผ่านการตรวจสอบความเที่ยงตรงและความเชื่อมั่นทางสถิติเป็นเครื่องมือในการวิจัย วิเคราะห์ข้อมูลโดยใช้สถิติเชิงพรรณนาและเชิงอนุมาน ได้แก่ การทดสอบค่า t การวิเคราะห์ความแปรปรวน เพื่อเปรียบเทียบความแตกต่างของระดับความหวาดกลัวระหว่างกลุ่ม รวมถึงวิเคราะห์การถดถอยอย่างง่ายเพื่อทดสอบอิทธิพลของตัวแปรอิสระผลการศึกษาพบว่า ปัจจัยส่วนบุคคลด้านเพศ มีความสัมพันธ์อย่างมีนัยสำคัญทางสถิติกับระดับความหวาดกลัว โดยกลุ่มเพศหญิงมีระดับความหวาดกลัวมากกว่า ขณะที่ปัจจัยด้านช่วงอายุไม่พบความแตกต่างอย่างมีนัยสำคัญ พบว่าการรับรู้ข่าวสารเกี่ยวกับเหตุการณ์กราดยิงจากสื่อมวลชนและสื่อออนไลน์ส่งผลให้ระดับความวิตกกังวลเพิ่มขึ้นอย่างชัดเจน และพบว่าทัศนคติต่อประสิทธิภาพการทำงานของตำรวจมีความสัมพันธ์ในทางลบกับความหวาดกลัว กล่าวคือ ผู้ที่เชื่อมั่นในความสามารถของตำรวจจะมีความกลัวน้อยกว่า ผลการศึกษาโดยรวมชี้ให้เห็นว่าความหวาดกลัวต่อเหตุการณ์กราดยิงไม่เพียงเป็นปฏิกิริยาทางจิตวิทยาต่ออาชญากรรมเท่านั้น แต่ยังสะท้อนความรู้สึกไม่มั่นคงในสังคมเมืองสมัยใหม่ งานวิจัยนี้เสนอแนวทางการวางแผนการป้องกันและรับมือกับเหตุการณ์กราดยิง โดยให้รัฐและหน่วยงานที่เกี่ยวข้องบูรณาการมาตรการทั้งสามระดับอย่างเป็นระบบ ได้แก่ มาตรการด้านพื้นที่และโครงสร้างกายภาพเพื่อเพิ่มประสิทธิภาพในการเฝ้าระวัง มาตรการด้านสถาบันและการปฏิบัติการเพื่อจัดกำลังตามความเสี่ยงและยกระดับความพร้อมในการตอบสนองเหตุฉุกเฉิน และมาตรการด้านการสื่อสารความเสี่ยงเพื่อสร้างความเชื่อมั่นและลดความตื่นตระหนกของประชาชน ซึ่งการประสานกลไกทั้งสามระดับจะช่วยลดทั้งความเสี่ยงเชิงจริงและความหวาดกลัวเชิงรับรู้ พร้อมเสริมสร้างสภาพแวดล้อมเมืองที่ปลอดภัยและยั่งยืนยิ่งขึ้น

การสร้างเมืองปลอดภัยเพื่อป้องกันปัญหาอาญากรรม ยังประสบสภาพปัญหาช่องว่างเชิงนโยบาย (Gaps for Policy Formulation) การกำหนดตัวชี้วัดให้สอดคล้องในพื้นที่ (Contextual Index) และสภาพปัญหาด้านการคำนึงถึงผู้มีส่วนได้เสีย (Stakeholders Concern) ส่งผลให้การกำหนดนโยบายขาดความชัดเจนและอาจไม่สอดคล้องกับบริบทในพื้นที่ ผู้วิจัยจึงมุ่งศึกษาสภาพปัญหาและนำเสนอนโยบาย “เมืองปลอดภัยเชิงรุก (Pro-Active Safe City)” เพื่อแก้ไขปัญหาช่องโหว่ของการตีความและการกำหนดเป้าหมายผ่านตัวชี้วัด โดยนำร่องการศึกษาในพื้นที่ศึกษา ต.บ้านโพธิ์ อ.เมือง จ.สุพรรณบุรี โดยดำเนินการวิจัยแบบผสมผสานระหว่างการเก็บข้อมูลเชิงปริมาณ - เชิงคุณภาพ การออกแบบเชิงบูรณาการตามหลัก 4D Design Thinking และการวิเคราะห์เชิงพื้นที่ (Spatial Analysis) โดยริเริ่มสำรวจด้วยดัชนีตัวชี้วัดความปลอดภัยเชิงกายภาพรายพื้นที่ (Crime Vector Index: CVI) จากการสำรวจออนไลน์ ประชากรจำนวน 382 ราย เพื่อประเมินความเสี่ยงและความต้องการ และการเก็บข้อมูลเชิงคุณภาพผ่านการสัมภาษณ์เชิงลึกผู้บริหารและผู้แทนท้องถิ่นจำนวน 7 ราย และการจัดอภิปรายกลุ่มสำหรับภาครัฐ-ภาคประชาชนจำนวน 25 ราย ทั้งนี้ ผลการศึกษาวิจัย พบว่า ประชาชนในพื้นที่มีความต้องการให้เน้นย้ำกลไกการสร้างพื้นที่ส่วนกลางสำหรับการใช้ชีวิตร่วมกันและการพักผ่อน (ร้อยละ 25.13) การติดตั้งเสาไฟส่องสว่าง (ร้อยละ 21.20) และการสร้างอาสาสมัครชุมชนช่วยลาดตระเวนในพื้นที่ (ร้อยละ 14.66) และประชาชนในพื้นที่มีความกังวลต้องรับมือความเสี่ยงของอาชญากรรม โดยต้องการมุ่งเน้นการปกป้องความปลอดภัยในชีวิต การแก้ไขปัญหาพื้นที่เสี่ยง สกัดกั้นความเสี่ยงจากภัยภายนอก ในขณะที่ความเข้มแข็งทางสังคมและการสร้างแนวร่วมเฝ้าระวังภัยอาชญากรรมเป็นกลไกสำคัญ และการสร้างพื้นที่ส่วนกลาง ขยายโอกาสในการใช้พื้นที่ร่วมกันและเศรษฐกิจในพื้นที่ ฉะนั้น แนวทางการสร้างเมืองปลอดภัยสำหรับพื้นที่ จึงนำเสนอในรูปแบบเมืองปลอดภัยเชิงผสมผสาน โดยออกแบบมิติความปลอดภัยเชิงกายภาพผ่านการติดตั้งอุปกรณ์และเทคโนโลยีเฝ้าระวังจุดเสี่ยงบริเวณพื้นที่รอยต่อ และมิตินามธรรมผ่านกลไกสร้างชุมชนเข้มแข็งให้เป็น “หุ้นส่วนความปลอดภัยสาธารณะ (Strategic Partnership for Public Security)” และสร้างความสมดุลระหว่างสังคม - เทคโนโลยีโดยเน้นย้ำการมีส่วนร่วม (Engagement) จากผู้มีส่วนได้เสียทุกภาคส่วน (Stakeholders) สร้างความตระหนักการรู้สึกเป็นเจ้าของพื้นที่ (Sense of Belonging) เป็นพลเมืองตื่นรู้ (Active Citizen) เพื่อป้องกันอาชญากรรมพื้นฐาน (Street Crimes) และยาเสพติด และยกระดับสู่การสร้างข้อเสนอแนะเชิงปฏิบัติการ เพื่อแนะนำกระบวนการและขั้นตอนการปฏิบัติ และธรรมาภิบาลด้านเมืองปลอดภัย ด้านกฎ …

แนวทางการเพิ่มประสิทธิภาพการบังคับใช้กฎหมายจราจร: กรณีศึกษาเมาแล้วขับในพื้นที่กรุงเทพมหานคร, ณัฐวุฒิ ปัญจชัย

งานวิจัยนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาประสิทธิภาพของการบังคับใช้กฎหมายจราจรเกี่ยวกับความผิดเมาแล้วขับ (2) วิเคราะห์ปัญหาและสาเหตุที่เป็นอุปสรรคต่อการบังคับใช้กฎหมาย และ (3) เสนอแนวทางพัฒนาการบังคับใช้กฎหมายให้เกิดประสิทธิภาพยิ่งขึ้น โดยมุ่งเน้นกรณีศึกษาในพื้นที่กรุงเทพมหานครซึ่งเป็นเขตเมืองที่มีความหนาแน่นของประชากรและยานพาหนะสูง การวิจัยใช้ระเบียบวิธีเชิงคุณภาพ ผู้ให้ข้อมูลสำคัญจำนวน 7 ราย ประกอบด้วยเจ้าหน้าที่ตำรวจจราจรในสังกัดกองบัญชาการตำรวจนครบาล 3 ราย ผู้พิพากษาและพนักงานอัยการในเขตกรุงเทพมหานคร 3 ราย และนักวิชาการด้านอาชญาวิทยาและนโยบายกฎหมายจราจร 1 ราย การวิเคราะห์ข้อมูลใช้การวิเคราะห์เนื้อหา ผลการศึกษาพบว่า ประสิทธิภาพการบังคับใช้กฎหมายเมาแล้วขับในพื้นที่กรุงเทพมหานครยังไม่บรรลุเป้าหมายด้านการยับยั้ง แม้กรอบกฎหมายจะกำหนดบทลงโทษไว้ค่อนข้างครบถ้วน แต่การบังคับใช้ในทางปฏิบัติยังขาดความต่อเนื่องและความสม่ำเสมอ โดยมักเข้มงวดเฉพาะช่วงเทศกาลหรือวันหยุดยาว ประกอบกับข้อจำกัดด้านกำลังคน อุปกรณ์ตรวจวัด และเทคโนโลยีสนับสนุน รวมถึงช่องโหว่ของกระบวนการยุติธรรม เช่น การลงโทษสถานเบาในบางกรณี การติดตามผู้กระทำผิดซ้ำที่ไม่เข้มแข็ง และการขาดฐานข้อมูลกลางเชื่อมโยงระหว่างหน่วยงาน ส่งผลให้ความแน่นอนของบทลงโทษลดลงและพลังในการป้องปรามไม่เพียงพอ จากผลการวิจัย เสนอให้พัฒนาการบังคับใช้กฎหมายในเชิงระบบ ได้แก่ การสุ่มตรวจอย่างทั่วถึงตลอดปี การจัดสรรทรัพยากรให้เพียงพอ การปรับปรุงกฎหมายและกระบวนการเพื่อเพิ่มความแน่นอนของบทลงโทษ โดยเฉพาะต่อผู้กระทำผิดซ้ำ การพัฒนากลไกบูรณาการและฐานข้อมูลกลาง การใช้เทคโนโลยีสนับสนุนควบคู่มาตรการฟื้นฟูและการสร้างจิตสำนึกทางสังคม เพื่อยกระดับประสิทธิภาพการบังคับใช้กฎหมายเมาแล้วขับอย่างยั่งยืน

งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษารูปแบบการตกเป็นเหยื่ออาชญากรรมทางไซเบอร์ของพนักงานรัฐวิสาหกิจในปัจจุบัน ศึกษาระดับการตระหนักรู้ในการตกเป็นเหยื่ออาชญากรรมทางไซเบอร์ของพนักงานรัฐวิสาหกิจ และศึกษาแนวทางการป้องกันในการตกเป็นเหยื่ออาชญากรรมทางไซเบอร์ของพนักงานรัฐวิสาหกิจ เป็นการวิจัยเชิงปริมาณ กลุ่มตัวอย่างคือ พนักงานการไฟฟ้าฝ่ายผลิตแห่งประเทศไทย (กฟผ.) จำนวน 400 คน โดยการสุ่มตัวอย่างแบบง่าย ผลการวิจัยพบว่า รูปแบบการตกเป็นเหยื่ออาชญากรรมทางไซเบอร์ของพนักงาน กฟผ. ในปัจจุบัน คือ ภัยจากการหลอกลวง ภัยจากมัลแวร์และไวรัส ภัยจากการเข้าถึงโดยไม่ได้รับอนุญาต ภัยจากเนื้อหาที่เป็นอันตราย และ ภัยทางอ้อมอื่นๆ มีระดับการตระหนักรู้ในการตกเป็นเหยื่ออาชญากรรมทางไซเบอร์ และมีระดับพฤติกรรมการป้องกันตนเองจากการตกเป็นเหยื่ออาชญากรรมทางไซเบอร์ ในระดับมากที่สุด หากแต่มีประสบการณ์ตกเป็นเหยื่ออาชญากรรมทางไซเบอร์ส่วนมาก ในระดับน้อย การทดสอบสมมุติฐาน พบว่า ไม่มีความสัมพันธ์ระหว่างเพศ ระดับการศึกษา อายุการทำงาน ระดับการทำงาน ต่อการตระหนักรู้ในการตกเป็นเหยื่ออาชญากรรมทางไซเบอร์ นอกจากนี้ประสบการณ์ตกเป็นเหยื่ออาชญากรรมทางไซเบอร์ไม่มีความสัมพันธ์กับการตระหนักรู้ในการตกเป็นเหยื่ออาชญากรรมทางไซเบอร์ และพฤติกรรมการป้องกันตนเองจากการตกเป็นเหยื่ออาชญากรรมทางไซเบอร์ ในขณะที่การตระหนักรู้ในการตกเป็นเหยื่ออาชญากรรมทางไซเบอร์มีความสัมพันธ์กับพฤติกรรมการป้องกันตนเองจากการตกเป็นเหยื่ออาชญากรรมทางไซเบอร์ อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 โดยมีผลบวก คือ พนักงาน กฟผ.ที่มีระดับการตระหนักรู้ในการตกเป็นเหยื่ออาชญากรรมทางไซเบอร์มาก จะมีพฤติกรรมการป้องกันตนเองจากการตกเป็นเหยื่ออาชญากรรมทางไซเบอร์มาก แนวทางการป้องกันในการตกเป็นเหยื่ออาชญากรรมทางไซเบอร์ของพนักงาน กฟผ. คือ ความมีสติและความรอบคอบ การตรวจสอบและยืนยันข้อมูล การปฏิเสธและป้องกัน และการจัดการและปฏิบัติเพื่อลดความเสี่ยงหรือแก้ไขปัญหาที่เกิดขึ้น ข้อเสนอแนะของการศึกษาคือ การจัดตั้งหน่วยงานและระบบเฉพาะ การประชาสัมพันธ์ให้ความรู้จากภาครัฐ การศึกษาและสร้างความตระหนักรู้ การมีสติ และการระมัดระวัง

การวิจัยนี้มีวัตถุประสงค์เพื่อ (1) ศึกษามาตรการด้านความปลอดภัยสำหรับนักท่องเที่ยวต่างชาติในจังหวัดเชียงใหม่ตั้งแต่อดีตถึงปัจจุบัน (2) วิเคราะห์สถานการณ์ สภาพปัญหา จุดแข็ง และจุดอ่อนของมาตรการดังกล่าว และ (3) พัฒนามาตรการด้านความปลอดภัยที่เหมาะสมต่อบริบทจังหวัดเชียงใหม่ การวิจัยใช้วิธีการเชิงคุณภาพผ่าน การสัมภาษณ์เชิงลึกผู้ให้ข้อมูลสำคัญ 23 คน ประกอบด้วยข้าราชการ ภาคเอกชน และนักท่องเที่ยวต่างชาติ รวมทั้ง การวิเคราะห์ข้อมูลสถิติคดีอาชญากรรมที่เกิดกับนักท่องเที่ยวในช่วงปี พ.ศ. 2563–2568ผลการศึกษาพบว่า มาตรการด้านความปลอดภัยในอดีตมุ่งเน้นการใช้กำลังคนและการตั้งจุดตรวจในพื้นที่ท่องเที่ยว ขณะที่ปัจจุบันพัฒนาไปสู่การบริหารจัดการเชิงรุกและการบูรณาการระหว่างหน่วยงาน โดยมีการใช้เทคโนโลยีขั้นสูง เช่น กล้อง AI ระบบ Biometric แอปพลิเคชัน CM-CHANA ระบบขนส่งสาธารณะประเภทไฟฟ้าความเร็วต่ำ รวมถึงการจัดตั้งศูนย์ปฏิบัติการด้านความปลอดภัยการท่องเที่ยว การทำ MOU กับผู้ประกอบการ และการมีส่วนร่วมของภาคเอกชน เช่น หอการค้า สมาคมมัคคุเทศก์ และสมาคมโรงแรมจุดแข็งสำคัญของจังหวัดเชียงใหม่ ได้แก่ ความร่วมมือภาคเอกชนและชุมชนที่เข้มแข็ง นวัตกรรมด้านเทคโนโลยี ภาพลักษณ์ด้านความปลอดภัยที่ดี และการมีส่วนร่วมของสถาบันการศึกษา อย่างไรก็ตาม จุดอ่อนสำคัญ ได้แก่ การทำงานแบบแยกส่วนฐานข้อมูลไม่เชื่อมโยงกัน ช่องโหว่ด้านกฎหมายที่ทำให้การดำเนินคดีในกรณีผู้เสียหายเป็นชาวต่างชาติดำเนินการได้ยาก การสื่อสารความปลอดภัยเชิงรุกยังไม่ถึงนักท่องเที่ยว และความคลาดเคลื่อนของนิยาม “ความปลอดภัย” ระหว่างรัฐและนักท่องเที่ยว โดยนักท่องเที่ยวให้ความสำคัญกับอุบัติเหตุและมลพิษ PM2. 5 มากกว่าอาชญากรรมแนวทางพัฒนาที่เสนอ ได้แก่ การจัดตั้ง “ศูนย์ข้อมูลอัจฉริยะด้านความปลอดภัยการท่องเที่ยวเชียงใหม่” เพื่อบูรณาการข้อมูลระหว่างหน่วยงาน การพัฒนาแอปพลิเคชันที่รองรับการสื่อสารหลายภาษาและระบบแจ้งเหตุฉุกเฉิน การสร้างเครือข่ายความร่วมมือระหว่างรัฐ เอกชน การขยายอาสาสมัครความปลอดภัยสู่ชุมชนรอง การนำแนวคิด Tourism Risk Governance มาประยุกต์เพื่อให้ความปลอดภัยครอบคลุมสุขภาพและภัยพิบัติ รวมทั้งพัฒนามาตรการเพื่อกลุ่มเปราะบาง พร้อมทั้งเสนอให้ตราข้อบัญญัติท้องถิ่นและจัดตั้งกองทุนด้านความปลอดภัยการท่องเที่ยว เพื่อสร้างความยั่งยืนด้านงบประมาณและการบริหารจัดการ รวมถึงความร่วมมือระดับภูมิภาคในการรับมืออาชญากรรมข้ามชาติ

การศึกษาวิจัยเรื่อง “เส้นทางสู่วาระท้ายของผู้ต้องขังที่ป่วยในเรือนจำ” เป็นการวิจัยเชิงคุณภาพที่มุ่งสะท้อนประสบการณ์ของผู้ต้องขังป่วยระยะท้ายผ่านการสร้างเรื่องเล่า (Narrative) เพื่อทำความเข้าใจสภาวะและความหมายของการดำรงอยู่ในช่วงวาระสุดท้ายภายใต้ข้อจำกัดของเรือนจำ ผู้วิจัยดำเนินการศึกษาข้อมูลจากเอกสาร (Documentary Study) ทั้งหนังสือ บทความทางวิชาการ รายงานการวิจัย และวิทยานิพนธ์ที่เกี่ยวข้อง ทั้งในและต่างประเทศ โดยเน้นประเด็นด้านแนวคิดและทฤษฎีการดูแลผู้ป่วยระยะสุดท้าย การดูแลแบบประคับประคอง (Palliative Care) สิทธิขั้นพื้นฐานของผู้ต้องขังตามหลักสิทธิมนุษยชน มาตรฐานสากลด้านสิทธิเสรีภาพของผู้ต้องขัง ตลอดจนกรอบสิทธิมนุษยชนระหว่างประเทศเป็นฐานในการวิเคราะห์ นอกจากนี้ งานวิจัยยังพิจารณาปัจจัยเชิงระบบที่มีผลต่อการดูแลผู้ต้องขังป่วยระยะท้าย เช่น ความแออัดของเรือนจำ โครงสร้างพื้นฐานด้านสาธารณสุข ความพร้อมของบุคลากรทางการแพทย์ และข้อจำกัดด้านทรัพยากร ตลอดจนศึกษาแนวปฏิบัติในต่างประเทศซึ่งมีการพัฒนาระบบการดูแลผู้ต้องขังป่วยระยะท้ายอย่างเป็นรูปธรรมมากกว่า ได้แก่ ประเทศสหราชอาณาจักร ฝรั่งเศส และสหรัฐอเมริกา ซึ่งมีรูปแบบบริการด้านการดูแลประคับประคองในเรือนจำตั้งแต่การจัดตั้งหน่วยดูแลเฉพาะทาง การพัฒนาอาสาสมัครผู้ต้องขัง ไปจนถึงกลไกการปล่อยตัวด้วยเหตุผลด้านมนุษยธรรม การเก็บข้อมูลภาคสนามใช้การสัมภาษณ์เชิงลึก (In-depth Interview) จากผู้ให้ข้อมูลสำคัญ (Key Informants) ได้แก่ แพทย์ พยาบาลวิชาชีพ นักทัณฑวิทยาที่มีประสบการณ์ดูแลผู้ต้องขังป่วยระยะท้าย และผู้ต้องขังจำนวน 2 นายที่กำลังเผชิญภาวะป่วยระยะสุดท้าย ข้อมูลที่ได้ถูกนำมาวิเคราะห์เพื่อสร้างภาพรวมของประสบการณ์ในวาระสุดท้ายของผู้ต้องขังในด้านร่างกาย จิตใจ จิตสังคม และจิตวิญญาณ รวมถึงอุปสรรคที่พบในการเข้าถึงบริการสุขภาพภายในเรือนจำ ผลการศึกษาคาดว่าจะสะท้อนให้เห็นถึงความท้าทายสำคัญของการดูแลผู้ต้องขังป่วยระยะท้ายภายใต้ข้อจำกัดด้านทรัพยากร โครงสร้างพื้นที่ และระบบบริการสาธารณสุขในเรือนจำ อาทิ การดูแลรักษาที่ไม่ต่อเนื่อง การขาดบริการเฉพาะทางด้านประคับประคอง และความจำกัดในการตอบสนองความต้องการทางจิตใจและจิตวิญญาณของผู้ต้องขัง นอกจากนี้ การศึกษายังมุ่งเสนอแนวทางพัฒนาระบบการดูแลผู้ต้องขังป่วยระยะท้ายในเรือนจำไทยให้มีลักษณะครอบคลุมและสอดคล้องกับมาตรฐานสากล โดยเน้นความสำคัญของการดูแลแบบองค์รวม การเคารพศักดิ์ศรีความเป็นมนุษย์ และการสนับสนุนให้ผู้ต้องขังมีคุณภาพชีวิตที่ดีที่สุดในช่วงวาระสุดท้ายของชีวิต

การศึกษาวิจัยในครั้งนี้ มีวัตถุประสงค์เพื่อศึกษารูปแบบและลักษณะการฉ้อโกงธุรกรรมอิเล็กทรอนิกส์ และแนวทางการใช้เทคโนโลยีปัญญาประดิษฐ์สำหรับการป้องกันการฉ้อโกงดังกล่าว เพื่อนำมาพิจารณาสำหรับการออกมาตรการหรือแนวนโยบายสำหรับป้องกันการฉ้อโกงธุรกรรมอิเล็กทรอนิกส์โดยการใช้เทคโนโลยีปัญญาประดิษฐ์ที่เหมาะสมภายใต้บริบทของประเทศไทย โดยอาศัยวิธีการวิจัยเชิงคุณภาพผ่านการค้นคว้าเชิงเอกสาร การศึกษาผ่านกรณีศึกษา รวมถึงการสัมภาษณ์เชิงลึกกับผู้เชี่ยวชาญจากหน่วยงานต่าง ๆ ที่เกี่ยวข้องทั้งภาคการเงินและธนาคาร หน่วยงานรัฐ หน่วยงานกำกับดูแล รวมไปถึงผู้เชี่ยวชาญด้านเทคโนโลยีปัญญาประดิษฐ์ และกฎหมายที่เกี่ยวข้อง ซึ่งผลการศึกษาพบว่า รูปแบบและลักษณะการฉ้อโกงธุรกรรมอิเล็กทรอนิกส์ยังคงอาศัยเทคนิคพื้นฐานอย่าง Social Engineering โดยอาศัยเทคโนโลยีเพิ่มมากขึ้น ประกอบกับการพัฒนาเทคนิคการฉ้อโกงใหม่ ๆ อย่างต่อเนื่องในลักษณะขององค์กรอาชญากรรม ทำให้รูปแบบและลักษณะการฉ้อโกงมีแนวโน้มซับซ้อนมากขึ้น การพิจารณาใช้เทคโนโลยีปัญญาประดิษฐ์ที่มีศักยภาพในการประมวลผลและการตรวจจับความผิดปกติแบบ Real-time จึงเป็นอีกแนวทางหนึ่งในการป้องกันการฉ้อโกงธุรกรรมอิเล็กทรอนิกส์ตั้งแต่ขั้นตอนการสมัครจนกระทั่งจบขั้นตอนการทำธุรกรรม โดยอาศัยโมเดลแบบผสมผสาน (Hybrid Model) ที่มีประสิทธิภาพในการตรวจจับและป้องกันการฉ้อโกงธุรกรรมอิเล็กทรอนิกส์ที่ซับซ้อนได้ ทั้งนี้ การใช้เทคโนโลยีปัญญาประดิษฐ์ต้องคำนึงถึงจริยธรรมทั้งในด้านช่องว่างความรับผิด ความเป็นส่วนตัวของข้อมูล รวมไปถึงอคติและความโปร่งใสของเทคโนโลยีปัญญาประดิษฐ์ ดังนั้น การออกมาตรการควรมีการกำหนดหลักเกณฑ์ของเทคโนโลยีปัญญาประดิษฐ์ที่เหมาะสม รวมไปถึงสนับสนุนหรือแนะนำให้มีการใช้เทคนิคอื่น ๆ เพื่อเพิ่มประสิทธิภาพในการพัฒนาเทคโนโลยีปัญญาประดิษฐ์ที่คำนึงถึงจริยธรรมและความรับผิดชอบ เช่น Federated Training และ Explainable AI รวมไปถึงการบริหารจัดการความเสี่ยงของเทคโนโลยีปัญญาประดิษฐ์ที่สอดคล้องกับระดับความเสี่ยง ซึ่งจะมีส่วนช่วยให้การป้องกันการฉ้อโกงธุรกรรมอิเล็กทรอนิกส์โดยใช้เทคโนโลยีปัญญาประดิษฐ์ มีประสิทธิภาพและเหมาะสมกับบริบทของประเทศไทย ทั้งในแง่ของการป้องกันการฉ้อโกงและในแง่ของจริยธรรมอย่างแท้จริง

การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาระบบข้อพิจารณาในการปล่อยตัวผู้ต้องขังที่ป่วยในระยะสุดท้าย 2) ศึกษาระบบการดูแลผู้ต้องขังที่ป่วยในระยะสุดท้าย และ 3) เสนอแนะแนวทางระบบการปฏิบัติต่อผู้ต้องขังที่ป่วยในระยะสุดท้าย การวิจัยเป็นการวิจัยเชิงคุณภาพ โดยใช้การสัมภาษณ์แบบกึ่งโครงสร้าง (Semi-structured Interview) กับผู้ให้ข้อมูลสำคัญ จำนวน 6 คน ที่มีประสบการณ์เกี่ยวข้องกับระบบราชทัณฑ์และการดูแลผู้ป่วยระยะสุดท้าย ได้แก่ นักทัณฑวิทยา เจ้าหน้าที่ราชทัณฑ์ นักทัณฑปฏิบัติ นักสังคมสงเคราะห์ พยาบาลวิชาชีพ จากทัณฑสถานโรงพยาบาลราชทัณฑ์ และศูนย์มิตรอาทร โรงพยาบาลตำรวจ ข้อมูลที่ได้ถูกวิเคราะห์ด้วยวิธีการวิเคราะห์เชิงเนื้อหา (Content Analysis) ผลการวิจัยพบว่า 1) ระบบการพิจารณาการปล่อยตัวผู้ต้องขังที่ป่วยระยะสุดท้าย มีความสำคัญอย่างยิ่งต่อผู้ต้องขังที่ป่วยระยะสุดท้าย หลักเกณฑ์นี้ช่วยให้ผู้ต้องขังได้รับโอกาสกลับไปอยู่กับครอบครัวและชุมชน ขณะเดียวกันก็ยังคงรักษาเป้าหมายด้านความปลอดภัยของสังคมผ่านกระบวนการคัดกรองและประเมินความเสี่ยงอย่างเหมาะสม 2) ระบบการดูแลผู้ต้องขังที่ป่วยระยะสุดท้าย มีเป้าหมายหลักในการบรรเทาความทุกข์ทรมานของผู้ป่วยทั้งทางร่างกาย จิตใจ สังคม และจิตวิญญาณ การดูแลนี้ครอบคลุมตั้งแต่ผู้ป่วยได้รับการวินิจฉัยจนถึงวาระท้ายชีวิต และยังรวมถึงการดูแลครอบครัวในช่วงการสูญเสีย แต่ยังเผชิญกับข้อจำกัดในเชิงโครงสร้าง ทรัพยากรบุคคล 3) แนวทางระบบการปฏิบัติต่อผู้ต้องขังที่ป่วยในระยะสุดท้าย ในด้านกายภาพของสถานพยาบาลในเรือนจำ ออกแบบจัดสรรพื้นที่เฉพาะสำหรับผู้ป่วยระยะสุดท้าย (Palliative Care Zone) ปรับรูปแบบการเยี่ยมที่มีความยืดหยุ่นมากกว่าผู้ต้องขังทั่วไป และการสร้างทีม Palliative care ให้แข็งแรงในการดูแลแบบประคับประคอง (Palliative Care)

การศึกษาวิจัยเรื่อง “แนวทางการพัฒนาระบบการดำเนินการช่วยเหลือเยียวยาผู้เสียหายในคดีอาญา” มีวัตถุประสงค์เพื่อการศึกษาสภาพปัญหา และผลกระทบในการดำเนินการช่วยเหลือเยียวยาผู้เสียหายในคดีอาญา ตามพระราชบัญญัติค่าตอบแทนผู้เสียหายและค่าทดแทนและค่าใช้จ่ายแก่จำเลยในคดีอาญา พ.ศ. 2544 และที่แก้ไขเพิ่มเติม (ฉบับที่ 2) พ.ศ. 2559 รวมถึงการช่วยเหลือเยียวยาผู้เสียหายในคดีอาญาที่ยังไม่สอดคล้องตามปฏิญญาว่าด้วยหลักยุติธรรมพื้นฐานสำหรับเหยื่ออาชญากรรมและการใช้อำนาจโดยมิชอบ เพื่อนำไปสู่การเสนอแนวทางการพัฒนาระบบการช่วยเหลือเยียวยาผู้เสียหายในคดีอาญา โดยเป็นการวิจัยเชิงคุณภาพ เก็บข้อมูลโดยวิธีการสัมภาษณ์เชิงลึกผู้ให้ข้อมูลสำคัญ จำนวน 23 ราย ประกอบการวิเคราะห์บทความและบทสัมภาษณ์ในสื่อออนไลน์ ผลการศึกษาพบว่า สภาพปัญหาในการดำเนินการช่วยเหลือเยียวยาผู้เสียหายในคดีอาญา มีหลายประการที่ส่งผลกระทบต่อผู้เสียหาย ครอบครัว ญาติ และบุคคลใกล้ชิดผู้เสียหาย และผลกระทบต่อรัฐ อีกทั้งยังมีประเด็นการช่วยเหลือเยียวยาผู้เสียหายในคดีอาญาที่ยังไม่สอดคล้องตามปฏิญญาสากลในหลายส่วน ข้อเสนอเชิงนโยบายที่สำคัญ คือ การแก้ไขพระราชบัญญัติค่าตอบแทนผู้เสียหายและค่าทดแทนและค่าใช้จ่ายแก่จำเลยในคดีอาญา และกฎหมายที่เกี่ยวข้อง ในประเด็นที่ส่งผลกระทบต่อสิทธิของผู้เสียหาย ลดขั้นตอนการดำเนินงาน สร้างความชัดเจนในภารกิจหน้าที่ของหน่วยงานที่เกี่ยวข้อง และบริหารจัดการข้อมูลระหว่างหน่วยงานในประเทศให้เป็นหนึ่งเดียว รวมถึงการจัดวางกลไกการชดเชยความเสียหายระหว่างผู้กระทำผิดและรัฐใหม่ พร้อมจัดตั้งกองทุนเหยื่ออาชญากรรม ให้เป็นไปตามมาตรฐานสากล เสริมด้วยการปลูกฝังเรื่องสิทธิมนุษยชนในระบบการศึกษา ควบคู่กับการวางนโยบายเพื่อป้องกันอาชญากรรมในสังคม เพื่อเป็นปราการปกป้อง คุ้มครองสิทธิแก่ประชาชนอย่างยั่งยืน

Concerns about the efficacy and sustainability of the U.S. carceral system have persisted throughout the country’s history, recently fueling renewed activism and bipartisan calls for reform. However, proposed solutions remain divisive. This thesis first defines the current status of our prison systems, then explores collaborative alternatives to incarceration and policing that support communities and break cycles of incarceration.

Focusing on partnerships among local governments, community organizations, justice-involved individuals, and law enforcement, this study examines holistic approaches to crime prevention, reentry, and reintegration. Redlining was a discriminatory housing practice introduced by the Home Owners’ Loan Corporation that denied loans and mortgages to Black residents and resulted in a heavily entrenched system of economic discrimination in the U.S. Existing literature points to a strong relationship between redlining and worsened health outcomes in communities of color. For example, redlining is associated with a higher risk of heart failure, a higher risk of death from breast cancer, and a higher risk of COVID-19 infection. This research project examines the ways in which the Black Panther Party (BPP) was negatively portrayed by the media and targeted by the government from the moment of the organization's inception in 1966. The BPP’s shift in rhetoric style from militancy to social activism is emphasized by examining the organization’s “survival” programs, such as the Free Breakfast Programs, Free Health Clinics, and Education Programs, and their impact on black communities around the country. Canadian communities are facing a crisis of inequity, and library service providers must do more to respond to the causal conditions of anti-Black and other forms of systemic racism (Black & Mehra, 2023). Beginning in 2022, the first known Canadian MLIS course, Anti-Racism in Library and Information Science, was piloted at Western University. It aimed to allow students to engage with transformative and collaborative anti-racism frameworks relevant to the Canadian library sector and MLIS curriculum. This paper tells my story within the realm of public education, particularly focusing on the interactions between teachers and the principals overseeing their schools. Grounded in social context, this autoethnography explores the challenges in these relationships while offering insights into best practices for fostering constructive engagement between educators and administrators. The discussion highlights my struggles with the power dynamics that are prevalent in public schools. The securitization of African migrants in Europe and North America refers to the framing of immigrants as an existential security threat rather than a socioeconomic or humanitarian concerns. This discourse driven by political rhetoric, media narratives, and policy measures, often depict African migrants as risks to national security, cultural identity, and economic stability. Governments in host countries employ stringent border controls, detention and deportation policies often justified by counterterrorism and crime prevention frameworks. Writing Back To Empire: Anticolonial Petitioning And Decolonisation In Postwar British West Africa, 1945–1960, Bright Alozie

This article reexamines petition writing as a strategic form of anticolonial resistance and negotiation in British West Africa between 1945 and 1960. Focusing on Nigeria and the Gold Coast (now Ghana), it argues that petitions – often regarded as apolitical or ineffective – were in fact deeply political texts through which colonised individuals asserted rights, challenged imperial authority, and participated in shaping decolonisation discourse. The digital divide remains a persistent barrier to civic participation and social inclusion in urban America, particularly in historically underserved communities. This mixed-methods study investigates how digital lack of access affects civic engagement, social capital, and community cohesion in U.S. cities, with a focus on Chicago’s South Side, Harlem New York, St. Louis, and Orlando. Drawing on quantitative data from recent surveys and qualitative insights from peer-reviewed literature, the research applies four sociological frameworks, Urban Sociology, Social Capital Theory, Critical Race Theory, and Symbolic Interactionism. Problem: The shift from a focus on rehabilitation to the more punitive, “tough on crime” approach to illegal behavior in the U.S. has been enacted in no small way by policies connected to the use and abuse of drugs. The disparities between crack and powder cocaine—two chemically similar substances—have headlined this shift (Vagins and McCurdy 2006). However, research is scarce on laypeople’s approval of deterrence approaches for drug offenses, including as a function of types (e.g., powder vs. cocaine possession). Population aging is accelerating across Africa yet remains underrepresented in research, policy, and public health planning. This review critically examines how social determinants shape aging experiences across the continent, focusing on health, care systems, and structural inequalities. While traditional African societies have historically valued older adults, modernization, migration, and economic hardship have eroded support systems, leaving many to face old age with limited resources. Older Africans, particularly women and rural residents, contend with lifelong disadvantages including low education, informal labor, poverty, and gendered caregiving roles that contribute to poor health and social vulnerability. This is a three study dissertation. While the LGBT community is often referred to as a monolith, research suggests that it may be separate subgroups under one umbrella. Linked fate is the sense that what happens to one member of a group will affect all other group members with consequences for political behavior.
