This Tool Kit provides state and local policymakers with a range of resources and analyses for use during broadband planning. The Tool Kit focuses on the array of grant and other funding opportunities available to states and localities as a result of the Infrastructure Investment & Jobs Act, as well as other pandemic-era stimulus programs. However, the Tool Kit is also useful for broadband planning outside of these specific funding programs. Indeed, the Tool Kit offers foundational planning resources that can be used now and in the future by officials, ISPs, and other stakeholders in the broadband space.

Executive Summary

Parent-child community events like father-daughter dances are a celebrated tradition in many communities. However, when these events specify the gender of who can participate, they exclude many families. They also tend to reinforce gender stereotypes (e.g., a dance for girls and a sports event for boys), and are legally questionable for public school and associated P.T.A./P.T.O. sponsors that may be violating federal Title IX requirements and for local governments that may be violating the 14^th Amendment to the U.S. Constitution’s Equal Protection Clause.

Purpose: Suicide is a leading cause of death in children; youth who identify as LGBTQ+ are at an exponentially higher risk of suicide. The purpose of this study was to explore the lived experiences of young adults who identify as LGBTQ+ and sought emergency care for suicidality when they were adolescents.

Methods: Heideggerian hermeneutics phenomenology is the research method used in this study. Youth, ages 18-25 years, who identify as LGBTQ+ and sought emergency treatment for suicidality when they were adolescents (13-17 years) were recruited to participate;fifteen youth enrolled. I analyzed transcripts of listening sessions with youth/young adults of color in 2021-2022 for the purpose of addressing local racial inequity during COVID-19. I used inductive coding methods and found three themes on sense of exclusion to be most salient. These themes related to racial exclusion, exclusion of social infrastructures in the community, exclusion of young people of color by people working in schools and other public settings, and exclusion or disconnection of young people of color from opportunities for building community. In November of last year, former Massachusetts U.S. Attorney Andrew Lelling and the Department of Justice’s Civil Rights Division released the findings of an investigation of the Massachusetts Department of Corrections (MDOC). They found several violations of prisoner’ constitutionals rights for mental health cases under the Eighth Amendment. The Eighth Amendment prohibits cruel and unusual punishments for criminal defendants. The findings reveal a lack of structured mental health care for MDOC prisoners, untrained employees, and unnecessary abuse of restrictive housing for prisoners designated under a mental health watch program.

As aggressive cultural and legislative attacks on abortion rights and access continue, we call upon social workers to pursue the liberatory aims of the reproductive justice (RJ) movement. We argue that the RJ framework, rooted in feminist theory, aligns with social work’s social justice ethos and goals, appropriately guiding advocacy and intervention. After outlining the central aims and tenets of the RJ movement, we consider policies that impair RJ and those that could promote RJ, focusing on enhancing body sovereignty, childbearing, and parenting. We conclude with concrete recommendations for how social workers can pursue RJ professionally and personally.

NYC’s universal Pre-K (PKFA) was implemented through New York Early Education Centers (NYCEECs) and public schools, without considering compensation parity across settings. This study investigates the impact of unequal compensation policies on the experiences of directors, teachers, and parents affiliated with NYCEECs, and how they compare or contrast with the policymakers’ discourse around those policies. While other studies have investigated the PKFA implementation (Akaba et al., 2019; Falk & Souto-Manning, 2020; Fuller & Leibovitz, 2021a; Reid et al., 2019), none have privileged the ecology of those working at and attending NYCEECs. This dissertation contributes to education equity scholarship produced by academics seeking to develop understandings of disability, Persons with Disabilities (PWD), and how both are situated amongst faculty in institutions of higher education. As such, this dissertation centers on a study of public US universities belonging to the Association of American Universities (AAU). This study looks for institutional level associations between respective rates by which college and university faculty with disabilities (FWD) are employed, certain aspects of disability policy drawn from each institution’s 2020 Affirmative Action Plans (AAP), and various other instances of empirical disability data (EDD).

This study aimed to discuss the distribution accuracy of Social Protection Programs in Indonesia. Specifically, the main focus was on its connection with deservingness criteria and the selection method. A case study in the Purbalingga district showed the unsuitability of nationally imposed criteria and weaknesses of the centralised selection of beneficiaries. A community-based targeting approach was simulated and could overcome most of the problems. Furthermore, it can be adapted in other localities and developing countries due to its acceptability and accuracy.

Federally-legislated Medicaid requirements for recipients with intellectual and/or developmental disabilities (IDD) to have a person-centered plan (PCP) do not specifically require that advanced care plans (ACP) be a component of the plan. However, coronavirus disease 2019 (COVID-19) has provided a salient reminder of the importance of incorporating ACP within the PCP for people who have IDD. As demonstrated by situations arising from COVID-19, emergencies and crises can dramatically alter access to care for people with IDD.
