This essay explains how Dom Hélder Câmara, archbishop of Olinda and Recife, used the traditions of critical inquiry, Catholic social teaching, and cultural aesthetics to advocate for the poor in the northeast of Brazil during the military dictatorship of 1964-1985. It details the adversity that Câmara and others in his position faced, providing some historical context for those events. Drawing from social movement and theological sources, the article then proceeds to highlight critical inquiry, Catholic social teaching, and cultural aesthetics as driving forces in Câmara’s work.

The paper unearths how climate change influences women’s security dynamics in fragile and conflict-affected contexts in Baragoi Samburu County Kenya. It provides an opportunity to rethink security. Security responses must be at par with evolving security underlying forces. One of the precursors is that individuals and groups that were traditionally excluded from combat both as participants and targets such as women and children have now become prime targets. Despite Oregon's expanded investments in affordable housing development and eviction prevention, over 5,400 eviction cases were filed in the state’s subsidized housing from January 2019 to December 2023. This report maps out the landscape of subsidized housing eviction in Oregon and brings attention to the high share of eviction judgments in subsidized eviction cases, the disproportionate rate of eviction filings from housing-authority-contracted management companies and nonprofit housing providers, and the great disparities in legal representation between landlords and tenants.

This study examined how three champion principals of Asian language dual language bilingual education (DLBE) programs—Cantonese, Korean, and Mandarin—in California have navigated the oscillating language-in-education policies after the Lau decision. We explored principals' various roles through a lens of agency in a social justice leadership framework, specifically considering the opportunities and challenges for agentive leadership from three different phases: foregrounding and engaging, planning and implementing, and evaluating and sustaining. While large efforts have been made to address military sexual assault, there are still barriers in the help-seeking journey that need attention. This study aimed to examine barriers and facilitators to formal and informal help-seeking behaviors and to understand the role of stigma in survivors' help-seeking behaviors for female military sexual assault survivors. Through semi-structured interviews, the study explored the help-seeking experiences and mental health sequela of fourteen female military sexual assault survivors. This study focused on cis-gender women over the age of eighteen who experienced a military sexual assault, by another military service member, while on active-duty. Women shared …

The Bronx, despite its proximity to the other boroughs of New York City, has the highest poverty rates among them. Using data from 2010 to 2022, this study examines the socioeconomic disparities between the Bronx and Brooklyn, Manhattan, Queens, and Staten Island. Key indicators analyzed include poverty levels, SNAP benefits, unemployment rates, median income, educational attainment, homeownership rates, business creation, and GDP per capita. Our study reveals that the Bronx has the highest poverty, unemployment, and SNAP benefit dependency rates, lower educational attainment, and the lowest median income and homeownership rates. This qualitative study examines the experiences of public elementary teachers and school leaders to better understand the shifting of educational priorities during the COVID-19 pandemic. Homelessness Research & Action Collaborative Publications and Presentations

In 2020-2021 Oregon legislators approved $74.7 million to assist communities to purchase local motels and convert them into emergency shelters. The goal was to help keep people safe during COVID and to address the need for housing for victims of the wildfires in light of the deficit of appropriate shelter resources facing the state. A total of 19 projects received funding, and by 2023 all of the projects were providing services to people experiencing homelessness. Combined, this resulted in 865 new units of emergency shelter-- a 20% increase in the state’s supply. According to an analysis done by Oregon Community …

This brief report on AL/RC staff and resident experiences with climate events highlights the voices of AL/RC direct care staff, former direct care staff, residents, administrators, and management representatives to promote well-being in these care settings. This study can inform Oregon’s efforts to support long-term care workforce readiness for future climate emergencies and inform future quantitative data collection on AL/RC and other long-term care workers, including those employed in home health agencies, nursing facilities, and adult foster homes.

Menstrual inequality in the workplace continues to exist, affecting financial welfare, mental health, physical health, and access to care. Women have been enduring disparities related to menstruation, including stigma, shame, and period poverty, which are often exacerbated in the workplace. This study aims to explore the experiences of women who do not have access to free feminine hygiene products in the workplace.

This study examines the likelihood of persons with disabilities experiencing chronic diseases compared to those without disabilities, emphasizing the role of demographic characteristics. Prior research shows that individuals with disabilities have a higher risk of chronic diseases due to pre-existing health conditions, secondary complications, healthcare access barriers, and limited health education. Beyond these factors, we argue that demographic characteristics—such as age, gender, insurance status, and living environment—also shape daily habits and lifestyles that influence long-term health outcomes. Studies show that individuals experiencing homelessness and housing insecurity also experience trauma and mental illnesses. Despite this evidence, many resources provided through state welfare services seldom allocate sufficient funds and personnel to help address mental health. This study investigates the relationship between housing insecurity and trauma for adult women who have tried to access assistance throughout Southern California. To do this, I conducted in-depth interviews and DSM-5 questionnaires with twenty-six women during the summer of 2023 and 2024 via Zoom. The study challenges the clearest, unqualified liberal claim on feminist foreign policy: namely, women equal peace and security while men equal war. In fact, women approach foreign policy challenges as judiciously as men and have proven their statesmanship. Feminist foreign policy promotes gender equality, women empowerment, and socio-economic parity based on a non-hierarchal system, but it fails to offer a resilient, conflict preventing, and environmentally friendly alternative framework capable of reducing contemporary foreign policy challenges.

Groundwater constitutes a source of potable water, irrigation, and industrial use, especially in arid regions where surface water is limited. We analyzed the status of water quantity, withdrawals, recharge, and geological characteristics in the NSAS, specifically in Sudan, Egypt, Libya, and Chad. Despite the plethora of theories and frameworks addressing culture, health, and technology adoption, there remains a notable absence of a unifying theory that comprehensively encompasses all three aspects, particularly concerning newcomers. The Health Belief Model, for example, underscores individual perceptions and attitudes toward health yet fails to consider the intricate interplay between cultural factors and technology adoption among immigrant populations. The Healthy Immigrant Effect, which posits that immigrants often exhibit better health outcomes than native-born individuals, does not mention the role of technology on health outcomes. This article investigates the individual economic effects of criminal record expungement identified in a previous article as they appear in the aggregate, particularly rates of unemployment and wages. As interest around the effects of overincarceration increases, criminal record expungement offers a possible solution to the economic woes faced by justice-involved individuals. To that end, this article examines unemployment rates and per capita personal income in Marion County, Indiana, where implementation of the state of Indiana’s criminal record expungement statute has been exceptionally effective. Hazard mitigation plans (HMPs) are strategic documents or policies developed by governments, communities, and organizations to identify risks and reduce the impacts of natural and human- made hazards. These plans aim to minimize loss of life, property damage, and disruption from floods, wildfires, snowstorms, heatwaves, and other disasters. While useful, these plans infrequently and unevenly address the lived experiences of marginalized populations who bear the disproportionate impacts of recurrent disasters. Technocratic planning goals exacerbate these impacts by failing to center inclusive and equity-focused approaches, thus eroding the resilience capacities of many vulnerable groups including the poor and communities of color. …
