Mediation Partiality And The East African Community’S ‘Quiet Diplomacy’ In The Kenyan Post-Election Crisis Of 2007/2008, Rasul A. Minja

This article examines the role of East African Community (EAC) in mediating the 2007/2008 Kenyan post-election crisis, analysing its engagement in regional conflict resolution. Despite its mandate to promote peace, the EAC's response was constrained by institutional weaknesses, political dynamics, and reliance on quiet diplomacy. The African Union-backed Panel of Eminent African Personalities, led by Kofi Annan, ultimately led the mediation, sidelining the EAC. Through the analysis of primary and secondary sources, the article indicates that EAC lacked a binding conflict management framework and faced decision-making delays that hindered swift intervention. Research on the history of colonial development and future-making in Tanzania has focused on the racial and class politics that influenced development visions and practices. Studies of postcolonial development history have demonstrated how state leaders and their ideologies shaped nation-building trajectories. Notwithstanding of the temporal dynamics, scholars have analysed how the flow of finance and technical assistance reveals intertwined global forces such as nationalism and the Cold War, and how foreign development assistance shaped development in Tanzania. This article examines the history of German missionaries in the colonial Mbeya, a southwest region of Tanzania, from the 1880s to 1918. It explores how missionaries influenced political, social, and economic changes that had a profound impact on the lives of the local population. The article investigates the secular roles of missionaries, which, although they supported evangelisation, they were not directly non- secular aspects. This article examines how the construction of power infrastructure in the 1960s-1980s shaped the future functioning of the Tanzanian power grid from the 1990s. The article is based on oral sources and archival material collected from the Swedish National Archives in Stockholm, the Tanzania National Electric Supply Company Limited (TANESCO), the East Africana Section of the Wilbert Chagula Library at University of Dar es Salaam, the Rufiji Basin Development Authority (RUBADA) and the World Bank online sources. The advent of AI-generated news as a novel form of content demands renewed attention toward modes of understanding reader perceptions. This research sought to answer: What are the evaluative criteria used by readers in their perception of automated news content generated via natural language processing? This study explores AI development practices to understand how trustworthiness is built into AI systems, and how this generates trust in AI. Through a multi-sited ethnography based methodology, we analyze observations, interviews, and documentation from AI developers working on trustworthy AI. Our analysis shows two key practices: transformation and revelation. Through transformational AI development practices trustworthiness is (re)constituted, though more or lesser degrees. Through revelation practices, AI developers communicatively engage with others to generate trust. This study presents a bibliometric analysis of over 200 publications (2005–2025) on AI and security issues in virtual educational environments, using Scopus as the primary source. Online communities fulfil our innate desire for connection in an increasingly connected world. While offering benefits, they also present disadvantages, attracting significant scholarly attention—especially as their use surged during pandemic-related isolation. Key unresolved questions remain regarding these platforms.

This paper identifies and analyses prevalent misinformation types within online communities, examines how communities create or contribute to its spread, and explores their strategies for mitigating it. Using a grounded theory approach and semi-structured questionnaires, the study reveals that common misinformation forms include misconceptions, fake news, fraud, rumours, and cyberbullying. In this project, we worked alongside members from an urban farm in South Dallas to learn about issues related to food justice, urban farming, and food deserts. Using participatory design research methods, we created data visualizations showing how society can reduce inequities relating to food access produced in historically underserved neighborhoods. Modeling Nato Joint Warfighting Through Space Combat Simulations, Grant Nehls, Apoorva Somani

This article investigates NATO’s dependence on space systems in joint warfighting and explores the use of simulation to quantify degradation effects. Using a custom-built AFSIM model of a NATO Arctic operation, the study demonstrates how GNSS spoofing and crosslink jamming undermine data integrity, commander trust, and strike execution—even without kinetic losses. Results show that partial degradations can cause mission failure through decision paralysis. By moving beyond binary modeling, this research highlights the need for nuanced simulations to prepare NATO for contested space environments and the challenges of great power competition.

This article examines the intersection of Arctic geopolitics and space security amid intensifying U.S., Russian, and Chinese competition. Melting ice has opened access to resources and new sea routes, elevating the Arctic’s strategic value while increasing reliance on space-based communications, navigation, and surveillance. Yet, vulnerabilities in polar orbits, aging ground infrastructure, and dual-use facilities expose critical systems to environmental hazards and geopolitical risks. The analysis highlights modernization efforts—including SHIELD and Golden Dome—as well as enduring cooperation and rivalries, underscoring the Arctic’s role as both a frontier of opportunity and a potential flashpoint in space-enabled security.

This article analyzes the survivability of Russia’s second-strike capability in the Arctic through the lens of classical nuclear deterrence theory. Despite heavy commitments in Ukraine, Moscow continues to modernize its Northern Fleet and reinforce bastion defenses, underscoring the Arctic’s role as the cornerstone of its retaliatory deterrent. While these strategies mirror Cold War practices, they face unprecedented challenges from NATO expansion, multipolar competition, and advances in anti-submarine detection technologies. The study concludes that safeguarding Russia’s second-strike capability not only shapes regional security dynamics but also has broader implications for global strategic stability.

Atomic Offsets: Nuclear Policy Shifts For Arctic States In The Wake Of Moscow’S Special Military Operation, Molly Wise, Lillian Hussong

This article examines how Russia’s 2022 invasion of Ukraine has intensified nuclear reliance among Arctic states. Applying a new framework of “conventional-nuclear vulnerability,” it analyzes the nuclear policy shifts of Sweden, Finland, and Russia. The findings show that Finland and Sweden pursued NATO membership to secure nuclear guarantees, while Russia adopted riskier nuclear signaling and lowered thresholds for nuclear use. These developments highlight the growing centrality of nuclear deterrence in Arctic security, underscoring the challenges for U.S. and NATO policymakers in balancing assurance and deterrence in a volatile regional environment.

This study analyzes Russia’s evolving strategic culture to assess its implications for deterrence in the Arctic. It argues that Western deterrence frameworks insufficiently account for Russia’s integration of military, economic, informational, and political tools into a holistic strategy. Rooted in a siege mentality and aspirations for great power status, Russia perceives the Arctic as central to its security, economic modernization, and geopolitical influence. By situating Arctic policy within this cultural framework, the analysis highlights the need for U.S. and NATO practitioners to reassess assumptions and develop more culturally attuned deterrence strategies.

Our study therefore aims to analyze the factors influencing young Tajiks' opinions as users of digital technology and to examine digital technology usage in Tajikistan.
