Are games more like coffee mugs, posters, and T-shirts, or are they more like books, magazines, and films? For purposes of the right of publicity, the answer matters. The critical question is whether games should be treated as merchandise or as expression. Three classic judicial decisions, decided in 1967, 1970, and 1973, held that the defendants needed permission to use the plaintiffs' names in their board games. These decisions judicially confirmed that games are merchandise, not something equivalent to more traditional media of expression. As merchandise, games are not like books; instead, they are akin to celebrity-embossed coffee mugs. To …

The recent history of scientific excellence of a society could be used as an indicator of its economic, cultural and communal prosperity. In this work, two examples of countries that successfully arose from the remnants of comparative poverty and established themselves as scientifically thriving societies, South Korea and Slovenia, are compared with the case of Serbia, a country that is presumably on the doorsteps of a similarly explosive developmental path. Research shows that drivers are susceptible to numerous distractions while driving which can be held responsible as the reason of a crash. Usage of cell phones, i.e. talking or texting while driving is considered one of the prominent distractions which causes a crash. This dissertation aims to study the number of crashes occurring on the freeways and their relation with the drivers of these cars using cell phones while they are driving. A mixed-methods research design first using quantitative then qualitative data was used in order to explore what cyberbullying policies are being employed by principals in the state of Nevada. Electronic surveys were given to all 118 middle school principals in Nevada. Middle school was chosen because it is the age where cyberbullying behaviors are most prevalent. Out of the 118 surveys that were deployed, 66 principals responded. A series of independent t-tests and a chi-squared analysis was conducted using the survey data. Even before firefighters have left a burn site, a second wave of specialists is deployed. Their task: to assess the burn site; determine the level of risk to life, property, and ecological resources; and determine quickly the most effective postfire treatments for emergency stabilization and initial rehabilitation of the site. For the past 13 years, the Joint Fire Science Program (JFSP) has funded research on this critical phase of work, which often goes unnoticed after the fire is out. One of the most significant challenges to deterring attacks in cyberspace is the difficulty of identifying and attributing attacks to specific state or non-state actors. The lack of technical detection capability moves the problem into the legal realm; however, the lack of domestic and international cyberspace legislation makes the problem one of international cooperation. Past assessments have led to collective paralysis pending improved technical and legal advancements. This paper demonstrates, however, that any plausible path to meaningful defense in cyberspace must include a significant element of international cooperation and regime formation.

The next wave of concern regarding Google involves web analytics. Web analytics is the measurement, collection, analysis, and reporting of Internet data for the purposes of understanding and optimizing web usage. The concerns of web analytics use touches on issues of online user privacy, government use of personal information, and information on website user activity. While Google Analytics is not the sole web analytics product on the market, it is widely used by corporate, non-profit, and government organizations. The product has been reported to have a 59% market share among web analytics vendors in a 2008 study.

Scientists have long been involved with work to protect fundamental human rights. The activities of the Federation of American Scientists to expose the health impact of nuclear testing in the atmosphere is typical. In the Soviet Union , many of the leading human rights activists, starting with the great Andrei Sakharov , were scientists. The same is true in China where a major intellectual force inspiring China's 1989 democracy movement was Fang Lizhi , an astrophysicist. Often their contribution to military security even gives them a little bit of protection.

Recent studies indicate that e-government initiatives have not held their promise of improving government services. The majority of efforts to benchmark e-government have had central government as the unit of analysis. This study employs the MeGAP-3 (The Municipal E-Government Assessmen Project) assessment tool to assess the status of municipal e-government in the Agder region in southern Norway, an area with high Internet penetration and mature information and communication technology (ICT) use. MeGAP-3 proved effective in providing a relative positioning of these Norwegian municipalities, but we argue that country specific assessment indicators are needed to complement the tool and enable cross-country …
