In 2022, the U.S. Space Command (USSPACECOM) and the National Guard's State Partnership Program (SPP) began pursuing security cooperation objectives while integrating the space domain into greater deterrence efforts. As the newest combatant command (CCMD) with space as its Area of Responsibility (AOR), USSPACECOM has global strategic partnership interests and recognizes the value of the enduring relationships inherent in SPP. This cooperation allows the National Guard to offer its strong relationships, space expertise, and industry knowledge to USSPACECOM. China meanwhile tightens the screws on Taiwan as it cements its friendship with Russia and continues its buildup of strategic nuclear warheads.1 Conventional wisdom and U.S. policy under such tense conditions unduly discount expectations for arms control.2 Arms control, in the popular mind, centers on bans in testing or deployment, and is therefore terminally associated with disarmament. The modern nuclear operations practitioner is facing a more complex future than at any point since the height of the Cold War. Understanding the past, present, and possible future of nuclear force structure and doctrine offers the policy maker a useful way to make sense of unfolding events and place them within a broader context. With China, Russia, and North Korea all posing a growing nuclear risk to the United States, a strong grasp on the available options for countering these threats is certainly important.

Socio-technological transformation processes of the past decades have revitalized related discussions. At the same time, based on ideas of either human exceptionalism or hybridity, current debates tend to focus on ontological questions and comparisons between humans and machines. The increasing complexity of cybersecurity challenges necessitates a holistic educational approach that integrates both technical skills and humanistic perspectives. This article examines the importance of infusing humanities disciplines such as history, ethics, political science, sociology, law, and anthropology—into cybersecurity education. Through a pilot course developed for Staten Island Technical High School, aligned with the New York State K-12 Computer Science and Digital Fluency Standards, students were introduced to an interdisciplinary curriculum that combined technical cybersecurity training with historical analysis, ethical reasoning, and sociopolitical context. Euphemism In Ai Discourse As Colonial Harm & Effect: Learnings From Subaltern Puerto Rico, Jacqueline Oquendo

Through three integrated studies, this dissertation explores complex human-AI interactions by comparing the perceptions of two groups of U.S. citizens: subaltern Puerto Ricans and stateside Americans’ interactions with ChatGPT. This corpus-assisted Critical Discourse Analysis or CLCDA, triangulated with 1:1 semi-structured interviews, validates scholars’ concerns about the biases inherent in generative AI. Contributing to those concerns, this dissertation reveals that ChatGPT deploys discourse strategies that, when executed, facilitate digital colonialism. Euphemistic language is prominent among its discourse strategies, replacing controversial words, phrases, and topics with more palatable ones. When prompted on events of historical significance, I find that ChatGPT’s discourse obscures …

This article uses the history of the early U.S. case definition of AIDS to question the imperatives in the newly developed Long-COVID (LC) definition. Doing so allows us to think through the role of case definitions in producing meaning in our world and to consider what we can learn about the politics of knowledge creation. By examining the porous boundaries of identity, institutions, and AIDS and placing this history in relation to LC, I argue that the state is doing more than describing and diagnosing these institutional practices, but that hybrid identities are produced by the state through these practices …

The climate crisis is no longer news, and society needs to accelerate the transition to net zero emissions. Otherwise, the consequences of climate change will become increasingly catastrophic.

This thesis develops a framework to drive green investments, which reduce society’s dependance on fossil fuels. Initially, the research provides a comprehensive examination of these investments, followed by an exploration of three strategies to enhance their adoption: leveraging financial instruments and capital markets, implementing regulatory frameworks, and harnessing the power of technologies. American economic statecraft as a tool to manage competition with China’s Space Program is likely to remain contentious as it amplifies enduring debates in U.S. foreign policy: i) the tension between international realism and American liberalism; ii) the questionable benefit of government involvement in picking winners and losers from the private sector; and iii) the difficulty of defining long-term success in foreign policy outcomes.

Pushing Boundaries: Feminism, Female Leaders, And The Fate Of Feminist Foreign Policy, Sannia Abdullah

Space and Defense

The study challenges the clearest, unqualified liberal claim on feminist foreign policy: namely, women equal peace and security while men equal war. In fact, women approach foreign policy challenges as judiciously as men and have proven their statesmanship. Feminist foreign policy promotes gender equality, women empowerment, and socio-economic parity based on a non-hierarchal system, but it fails to offer a resilient, conflict preventing, and environmentally friendly alternative framework capable of reducing contemporary foreign policy challenges.
