This thesis examines the influence of algorithmic security technology on political theories of sovereignty and the state of exception. In computer science, an exception is a special circumstance that prevents a program from terminating normally. In political theory, the state of exception, as theorized by Carl Schmitt and Giorgio Agamben, cannot be encoded within the normal liberal legal order. With states’ increasing turn toward algorithmic answers to questions of ‘security,’ which, per Agamben, is the long-term form of the political state of exception, the relationship between the concept of the exception in these two disciplines comes to the fore. This paper extends a developing analytic framework for political discourse that takes place over digital social media. Earlier presentations of the framework have furnished a rationale for applying the conceptual framework of epistemic frame theory and the tools of quantitative ethnography for political discourse analysis. They have provided early existence proofs of the viability of epistemic network analysis (ENA) for rudimentary models of social media threads that involve political content. The current theoretical paper moves significantly beyond this foundation. Amidst the heightened geopolitical competition between the US and China, the growing power of Chinese infrastructuralized platforms has made them the center of recent geopolitical dynamics. Peer-to-peer (P2P) online lending has the potential to boost innovation and financial inclusion in emerging markets, yet it can also incur investment and borrower-related risks, such as privacy breaches.

Driven by regulation control in China, Chinese investments flocked to Indonesia, causing a rapid expansion of online lending platforms.

Similar to what happened in China prior to the regulatory crackdown, the P2P lending boom in Indonesia saw a rise in unethical and illegal business practices. The government responded by creating new regulations and institutions to mitigate risks without stifling the potential for financial inclusion.

Precise individual microtargeting threatens to remake the political landscape as thoroughly as it has remade marketing. This paper explores the observed uses to date of political microtargeting as well as the many difficulties, some inherent to politics, of measuring its effects. Considering the philosophical difficulties of predictively removing human choice, it then assesses the observed risks of and some potential remedies to the current trajectory and finds that free electoral choice is not doomed to be written out of the system.

This dissertation considers how the temporal remains of the Age of Discovery and its doctrine persist in a racial-geographical ranking of human and non-human, terrestrial and planetary life and worth. Across this work, I interpret a series of historical moments and their objects of speculative geographic cultural production: a state mapping program, a painting, a biomedical project, a de-monumenting protest action. Over the last 20 years, internet usage has increased substantially, providing an inexpensive source of data that may be less prone to bias and could provide a greater number of meso and macro units. However, validating big data and their usefulness has been challenging. This study uses established sources to validate Google Trends’ search interest in the “Bible” across US Designated Market Areas and “Ramadan” across nations, establishing a potential new source of religion data. These include creating new laws, revising existing laws, funding government programs, and conducting oversight of these programs' performance. Oversight of US Government agency space policy programs is executed by various congressional space policy committees including the House and Senate Science Committees, Armed Services, and Appropriations Committees.
