TopSCHOLAR™ is “The Database of Research and Creative Activity of Western Kentucky University.” It offers permanency, durability, and accessibility for discovering and storing content, such as articles, theses, conference papers, working papers, creative writing, and many other intellectual efforts of the University. TopSCHOLAR™ is indexed by Google Scholar and other metadata indexers. Each “deposit” has a permanent URL TopSCHOLAR™ supplements and complements existing information resources, and offers a publishing and archival opportunity where none existed before at one central web site.

Understanding Virtuality: Contributions From Goffman’S "Frame Analysis", Joann Brooks

Virtual interactions are normally assumed to be separate and distinct from the “real world,” yet they are also situated within material reality. In this paper I propose that a situated approach to understanding virtuality can be developed through drawing from Goffman’s Frame Analysis (1974/1986). I explain how Goffman’s terminology and concepts afford a way of integrating the study of virtual interaction with the study of social interaction more generally. His frame analysis approach offers constructs useful for distinguishing virtual worlds from each other and from real worlds in a way that is consonant with perspectives on human-computer interaction. In fact, the rapid advance of technology in the last ten years has made talking about the future something of a sport and resulted in "future" becoming code for "changes in technology." The role of libraries in American society is varied: libraries act as curators and repositories of American culture's recorded knowledge, as places to communicate with others, and as sources where one can gain information from books, magazines and other printed materials, as well as audio-video materials and the Internet. Courts in the United States have called libraries "the quintessential locus of the receipt of information, "'places that are "dedicated to quiet, to knowledge, and to beauty," and "a mighty resource in the free marketplace of ideas." This article discusses the quality of commercial and library-sponsored AskA services and uses this as a prediction for the success of the programs. The authors also explore the idea of the commoditization of information and its acceptance rates in different countries, and use these to predict the success of commercial and library-sponsored AskA services both in the United States and abroad.

The idea of information superhighways has been spurred by consumer demand, technological development and political institutions. These advancements and interests require a regulatory framework to control the operation of, and competition within the telecommunications industry. This paper focuses on government regulation of telecommunication carriers, information services (internet), video-programming and wireless telecommunication (spectrum). This paper also highlights the roles of the Federal Communication Commission (FCC) under the Telecommunications Act of 1996 as compared to previous laws prior to the 1996 Act.

What began as a vision and committee charge from the dean of libraries at Western Kentucky University (WKU) ended as a successful faculty retreat focusing on the Internet. For the third year all University Libraries faculty from public and technical services, special collections, and the Kentucky Museum set aside one day before the beginning of the fall semester to retreat from their normal library responsibilities and environment to explore, in-depth, a single topic, and in 1993 the retreat focused on the Internet.

Current Periodicals: Subject Access The Mac Way, Connie Foster

At Western Kentucky University, the Library uses a Macintosh to filter and edit information on current serials to produce a periodicals guide for faculty and students. This tool has proven useful in collections development, reference and serials control within the Library. It has also provided the Library with a means to communicate to the academic community the extent of serials holdings in specific disciplines. Additionally, the Library has used the information within the guide to generate other lists of serials holdings for its patrons.
