This article discusses how to deal with secrecy and limited access in ethnographically inspired research of security fields. Drawing inspiration from recent debates about secrecy in Critical Security Research and from Franz Kafka’s The Castle, we propose to treat access limitations and the secrecy we encounter as methodological tools that provide insights into social relations and power structures of security fields. We develop the argument in two steps. First, we argue for a more fine-grained taxonomy of secrecy, that allows to distinguish between mystery, concealment and the relational dimension of secrecy. This paper, and the special issue it introduces, instead wants to explore how we can understand the productive, strategic but also emancipatory potential of secrecy and ignorance in the development of security and technologies. This paper argues that rather than just being mediums or passive substrates, technologies are making a difference to how secrecy, disclosure, and transparency work. This study analyses the trilateral cooperation among China, Japan, and Korea in the realm of environmental issues, focusing on the Trilateral Environment Ministers Meeting (TEMM) as the representative institution. Through a theoretical perspective based on rational design theory, this paper examines the rationality of TEMM's design and how it has addressed the enforcement problems and asymmetry of control among the three countries. The Human-computer Interaction (HCI) community has the opportunity to foster the integration of research practices across the Global South and North to begin overcoming colonial relationships. In this paper, we focus on the case of Latin America (LATAM), where initiatives to increase the representation of HCI practitioners lack a consolidated understanding of the practices they employ, the factors that influence them, and the challenges that practitioners face. To address this knowledge gap, we employ a mixed-methods approach, comprising a survey (66 respondents) and in-depth interviews (19 interviewees). This paper extends a developing analytic framework for political discourse that takes place over digital social media. Earlier presentations of the framework have furnished a rationale for applying the conceptual framework of epistemic frame theory and the tools of quantitative ethnography for political discourse analysis. They have provided early existence proofs of the viability of epistemic network analysis (ENA) for rudimentary models of social media threads that involve political content. The current theoretical paper moves significantly beyond this foundation. Peer-to-peer (P2P) online lending has the potential to boost innovation and financial inclusion in emerging markets, yet it can also incur investment and borrower-related risks, such as privacy breaches.

Driven by regulation control in China, Chinese investments flocked to Indonesia, causing a rapid expansion of online lending platforms.

Similar to what happened in China prior to the regulatory crackdown, the P2P lending boom in Indonesia saw a rise in unethical and illegal business practices. The government responded by creating new regulations and institutions to mitigate risks without stifling the potential for financial inclusion.

Nepal has long aspired to graduate from the Least Development Country (LDC) to Developing Country category as defined by the United Nations system. Nepal had met two of the three graduating criteria and could have technically graduated from the LDC status in 2015. However, based on the Nepal government’s request to defer the review, the new 2021 assessment by the United Nations Committee for Development Policy (CDP) recommended that the country should graduate from the LDC status by 2026. Any policy requires a ‘frame’ and, by the same token, entails an ‘overflow’, externalizing a certain part of the world as irrelevant. This mundane business of policy framing and overflowing became an urgent matter of concern in Japan in March 2011, as the Fukushima nuclear disaster exposed how the existing frame of nuclear safety had permitted the fatal overflow of severe accident management. In fact, despite the creation of the new regulatory agency in September 2012, the post-Fukushima frame of nuclear safety continued to externalize off-site evacuation planning – a key component of severe accident management – until March 2015. …

This short commentary introduces and discusses the “Library Philosophy and Practice (LPP) Phenomenon,” wherein a scholarly journal published in a developed country has an extremely large number of authors from developing countries, relative to the typical journal. Elements of journals that fit the LPP phenomenon are discussed, as well as what this phenomenon says about barriers to scholarly publishing for researchers from developing nations. Implications for journals that lack diverse authorship from developing nations are listed. This phenomenon may be studied in other disciplines to further illuminate divides in the scholarly realm.
