Libraries Faculty and Staff Scholarship and Research

Article 1 of the US Constitution assigns the US Congress numerous responsibilities. These include creating new laws, revising existing laws, funding government programs, and conducting oversight of these programs' performance. Oversight of US Government agency space policy programs is executed by various congressional space policy committees, including the House and Senate Science Committees, Armed Services, and Appropriations Committees. These committees conduct many public hearings on space policy which invite witnesses to testify on US space policy programs and feature debate on the strengths and weaknesses of these programs. Documentation produced by these committees is widely available to the public, except …

Cyber Metaphors And Cyber Goals: Lessons From “Flatland”, Pierre Trepagnier Oct 2019

Cyber Metaphors And Cyber Goals: Lessons From “Flatland”, Pierre Trepagnier

Military Cyber Affairs

Reasoning about complex and abstract ideas is greatly influenced by the choice of metaphors through which they are represented. In this paper we consider the framing effect in military doctrine of considering cyberspace as a domain of action, parallel to the traditional domains of land, sea, air, and space. By means of the well-known Victorian science-fiction novella Flatland, we offer a critique of this dominant cyber metaphor. In Flatland, the problems of lower-dimensional beings comprehending additional dimensions are explored at some length. Inspired by Flatland, our suggested alternate metaphor for cyber is an additional (fourth) dimension. We …

Cybersecurity For Critical Infrastructure: Addressing Threats And Vulnerabilities In Canada, Samuel A. Cohen May 2019

Cybersecurity For Critical Infrastructure: Addressing Threats And Vulnerabilities In Canada, Samuel A. Cohen

Graduate Theses/Dissertations

The aim of this thesis is to assess the unique technical and policy-based cybersecurity challenges facing Canada’s critical infrastructure environment and to analyze how current government and industry practices are not equipped to remediate or offset associated strategic risks to the country. Further, the thesis also provides cases and evidence demonstrating that Canada’s critical infrastructure has been specifically targeted by foreign and domestic cyber threat actors to pressure the country’s economic, safety and national security interests. Essential services that Canadians and Canadian businesses rely on daily are intricately linked to the availability and integrity of vital infrastructure sectors, such as …

Kelihos Botnet: A Never-Ending Saga, Arsh Arora, Max Gannon, Gary Warner May 2017

Kelihos Botnet: A Never-Ending Saga, Arsh Arora, Max Gannon, Gary Warner

Annual ADFSL Conference on Digital Forensics, Security and Law

This paper investigates the recent behavior of the Kelihos botnet, a spam-sending botnet that accounts for many millions of emails sent each day. The paper demonstrates how a team of students are able to perform a longitudinal malware study, making significant observations and contributions to the understanding of a major botnet using tools and techniques taught in the classroom. From this perspective the paper has two objectives: encouragement and observation. First, by providing insight into the methodology and tools used by student researchers to document and understand a botnet, the paper strives to embolden other academic programs to follow a …

Beyond The Protective Effect: Towards A Theory Of Harm For Information Communication Technologies In Mass Atrocity Response, Kristin Bergtora Sandvik, Nathaniel A. Raymond May 2017

Beyond The Protective Effect: Towards A Theory Of Harm For Information Communication Technologies In Mass Atrocity Response, Kristin Bergtora Sandvik, Nathaniel A. Raymond

Genocide Studies and Prevention: An International Journal

Information Communication Technologies (ICTs) are now being employed as a standard part of mass atrocity response, evidence collection, and research by non-governmental organizations, governments, and the private sector. Deployment of these tools and techniques occur for a variety of stated reasons, most notably the ostensible goal of “protecting” vulnerable populations. However, these often experimental applications of ICTs and digital data are occurring in the absence of agreed normative frameworks and accepted theory to guide their ethical and responsible use. This article surveys the current state-of-the-art of ICT use in mass atrocity response and research to identify harms and hazards inherent …

Emergent Ai, Social Robots And The Law: Security, Privacy And Policy Issues, Ramesh Subramanian Jan 2017

Emergent Ai, Social Robots And The Law: Security, Privacy And Policy Issues, Ramesh Subramanian

Journal of International Technology and Information Management

The rapid growth of AI systems has implications on a wide variety of fields. It can prove to be a boon to disparate fields such as healthcare, education, global logistics and transportation, to name a few. However, these systems will also bring forth far-reaching changes in employment, economy and security. As AI systems gain acceptance and become more commonplace, certain critical questions arise: What are the legal and security ramifications of the use of these new technologies? Who can use them, and under what circumstances? What is the safety of these systems? Should their commercialization be regulated? What are the …

The Cyber-Industrial Complex, Connor O’Malley Apr 2016

The Cyber-Industrial Complex, Connor O’Malley

Political Science Theses and Capstones

When Edward Snowden released a massive trove of classified files from the National Security Agency, the world became aware of numerous global surveillance systems. As Snowden hoped, a global dialogue began concerning surveillance, privacy, and government transparency. While there was a lively discourse surrounding the leak and Snowden, another story was missed. Snowden was not an employee of the NSA; rather he was an employee of Booz Allen Hamilton, a private contractor maintaining computer systems for the NSA. The deeper story here is the emerging relationship between government agencies and technology companies. This paper discusses the theory of iron triangles …

The Snowden Effect: The Conflict In A Free Society, Who Values Privacy Versus Who Values Security?, Matthew C. Blake May 2015

The Snowden Effect: The Conflict In A Free Society, Who Values Privacy Versus Who Values Security?, Matthew C. Blake

Political Science Theses and Capstones

The Obama Administration has come under scrutiny by both the public and Congress, since former National Security Agency (NSA) contractor Edward Snowden made known the scope of government surveillance programs being utilized by the U.S. government to gather intelligence on domestic citizens. Snowden’s disclosures about the government’s surveillance practices to the mainstream media began in June 2013. I focus on how public opinion towards the government’s surveillance practices and an individual’s reasonable right to privacy has shifted after revelations made by Edward Snowden on the practices of the NSA. Individuals may show support for more government surveillance in the name …

Maturing International Cooperation To Address The Cyberspace Attack Attribution Problem, Jeff J. Mcneil Apr 2010

Maturing International Cooperation To Address The Cyberspace Attack Attribution Problem, Jeff J. Mcneil

Graduate Program in International Studies Theses & Dissertations

One of the most significant challenges to deterring attacks in cyberspace is the difficulty of identifying and attributing attacks to specific state or non-state actors. The lack of technical detection capability moves the problem into the legal realm; however, the lack of domestic and international cyberspace legislation makes the problem one of international cooperation. Past assessments have led to collective paralysis pending improved technical and legal advancements. This paper demonstrates, however, that any plausible path to meaningful defense in cyberspace must include a significant element of international cooperation and regime formation.

The analytical approach diverges from past utilitarian-based assessments to …
