This dissertation examines the evolution of the high technology industry in the Portland-Vancouver metropolitan region. The research explains how and why the region was able to grow a high technology industry cluster in the absence of a major world-class engineering and computer science research university. The research challenges the conventional assumption that a research university must be in place to create a high technology center. It was hypothesized that high technology firms functioned as surrogate research universities by attracting and developing labor, creating knowledge, and functioning as incubators for startup companies. In April 2003, the National Policy Consensus Center (NPCC) hosted a colloquium for people involved in transportation collaborations—federal and state agency representatives, consultants, dispute resolution professionals and representatives from professional associations and local planning organizations. The colloquium was co-sponsored by the Federal Highway Administration, the U.S. Institute for Environmental Conflict Resolution, the American Association of State Highway and Transportation Officials and the Florida, Oregon, and California Departments of Transportation.

Portland needs to plan for broadband development and take steps to ensure these plans are implemented. In order to implement Portland's land use and economic development goals, broadband must be accessible to all users. This means that any home or business must have access to the best available network technology to meet their needs. Currently, broadband service is not provided at uniform levels City-wide. It must be affordable, which requires real competition among providers. Portland's market presently offers too few choices outside the central business district to meet this criterion. SE Clinton is a popular bicycle route for commuter, utilitarian and recreational bicyclists that fails to provide a safe and direct connection to the Eastbank Esplanade and downtown Portland. Furthermore, residents in the Hosford-Abernethy and Brooklyn neighborhoods do not have a safe bicycle and pedestrian connection to access the Eastbank Esplanade. This gap in the bicycle and pedestrian network must be removed to serve the needs of bicyclists and pedestrians.

American urban neighborhoods are a patchwork; the spatial arrangement of types is a reflection of the dominant transportation technology at the time of their development. The earliest suburban areas were made accessible by fixed route systems such as the electric streetcar, followed by the widespread adoption of the automobile; each transportation epoch resulted in characteristic patterns of land use. This study uses aerial photographic coverage of Portland, Oregon from the years 1925, 1936, and 1945, a time of decline for the once popular trolley lines and dramatic increase in automobile usage, to monitor change within the residential areas of Portland's …

Mandating Density: The Blunt Instrument Of Smart Growth, Kenneth Dueker

This essay expresses concern that urban growth management places too heavy a reliance on densification, particularly upzoning with minimum density requirements in suburban infill situations. Increasing densities may be appropriate when other aspects of urban development can be controlled through urban design. However, evidence provided here indicates that mandating density reduces land consumption, but does not achieve other objectives of growth management, particularly street connectivity, greater use of alternative modes of transportation, and more housing choices. This analysis finds that upzoning and requiring minimum-densities, when used to regulate suburban residential infill developments, is not effective in producing quality compact development. …

In this dissertation I examine how the organizational framework for civic life in Portland, Oregon, changed between 1960 and 1999 and identify several key aspects of the transformation.

The most basic change has been in the type of organizations involved in civic issues. In 1960 civic life in Portland was dominated by traditional civic organizations: fraternal and benevolent organizations, women's clubs, voluntary and charitable organizations, ethnic cultural groups, and direct social service organizations. By 1999 traditional civic organizations were displaced by advocacy oriented organizations: identity interest groups, neighborhood associations, citizen interest organizations, and social service organizations that advocated for causes. …
