Rapid urbanization is currently taking place in developing regions that have yet to address already existing and persistent inequities within their urban centers. There is perhaps no urban policy issue more critical for governments of the global South than the elimination of slums and informal settlements, along with the development of equitable access to affordable housing for low-income residents. Ethiopia has taken on this challenge through its Integrated Housing Development Program (IHDP), which incorporates slum clearance and resettlement through a government-led development of condominium housing targeting those displaced and other low and middle-income residents in the city.

As Americans are living longer, there has been exponential growth in the number of older adults. Growth in the aging population has created unique challenges. As seniors age, they face many changes in their health, financial stability, and lifestyle, making it challenging to remain independent. The inability to remain independent can be a stressful and depressing experience for older adults. Studies show that most seniors prefer to stay in their current living environment as they age, or age in place, rather than move into senior housing or other available housing options designed for aging. Emergent economic development policies reflect the challenges urban growth coalitions face in attracting the footloose tech-entrepreneurs of the global economy. This convergence between the focus on place and the harnessing of global capital has led to the proliferation of innovation-igniting urban developments (IIUD)—place-based economic development strategies to boost the local knowledge economy. Economic developers are using IIUD strategies to convert areas of the city into entrepreneurial “launch pads” for innovation. Access to greenspace, clean air, water, food, and safe, affordable, and stable housing are all important to good health. Yet, low income and communities of color endure disproportionate pollution burdens that negatively affect health. Studying the growth pattern of cities/urban areas has received considerable attention during the past few decades. The goal is to identify directions and locations of potential growth, assess infrastructure and public service requirements, and ensure the integration of the new developments with the existing city structure. This dissertation presents a novel model for urban growth prediction using a novel machine learning model. The model treats successive historical satellite images of the urban area under consideration as a video for which future frames are predicted. Chicago’s Little Village community bears the heavy burden of environmental injustice and racism. The residents are mostly immigrants and people of color who live with low levels of income, limited access to healthcare, and disproportionate levels of dangerous air pollution. Before its retirement, Little Village’s Crawford coal-burning power plant was the lead source of air pollution, contributing to 41 deaths, 550 emergency room visits, and 2,800 asthma attacks per year. Having an eviction record “blacklists” tenants from finding future housing. Even renters with mere eviction filings—not eviction orders—on their records face the harsh collateral consequences of eviction. This Note argues that eviction records should be sealed at filing and only released into the public record if a landlord prevails in court. Juvenile record expungement mechanisms in Illinois serve as a model for one way to protect people with eviction records. Recent updates to the Illinois juvenile expungement process provided for the automatic expungement of certain records and strengthened the confidentiality protections of juvenile records. The beautiful port city of Valparaíso, Chile is home to 42 colorful hills that overlook the Pacific Ocean. This unique city, however, is also home to multiple disasters, including urban and forest fires, tsunamis, landslides and earthquakes. This descriptive study explores the case of the 2014 “mega-fire” that destroyed 3,000 homes and affected the lives of 11,000 residents. Through five semi-structured interviews and the review of several academic and official documents, the present study analyzes the process of post-disaster reconstruction, seeking to understand the habitability and the resiliency of the reconstructed houses and neighborhoods. Age of Concrete is a history of the making of houses and homes in the subúrbios of Maputo (Lourenço Marques), Mozambique, from the late 1940s to the present. Often dismissed as undifferentiated, ahistorical “slums,” these neighborhoods are in fact an open-air archive that reveals some of people’s highest aspirations. At first people built in reeds. Then they built in wood and zinc panels. And finally, even when it was illegal, they risked building in concrete block, making permanent homes in a place where their presence was often excruciatingly precarious.

The There Is No Poop Fairy campaign was initiated in Albuquerque, New Mexico, in 2014, with the goal of getting dog owners to pick up and properly dispose of their dogs’ waste. The Rio Grande is contaminated with E. coli bacteria that originates in part from dog waste, which is carried to the river through storm water. Levels of E. coli in the Rio Grande have decreased dramatically within the past few years, coincident with the campaign. The …

These informal settlements originate from the urban migration in 1940-60, but persist today due to the difficulty to access affordable housing and the lack of appeal of social housing projects. Public Land Revisited: Municipalization And Privatization In Newark And New York City, Samuel Stein, Oksana Mironova

Public land plays a central role in contemporary urban planning struggles. Using a comparative case study approach focused on the north-eastern US cities of Newark and New York City, we uncover patterns of land acquisition and dispossession that fit five broad and often overlapping periods in planning history: City Beautiful, metropolitan reorganization, deindustrialization, and devaluation, followed by hyper-commodification in New York City and redevelopment amidst disinvestment in Newark. Through this periodization, we find that accumulation and alienation of urban public land has largely taken place through two modes of municipalization (targeted and reactive) and two modes of privatization (community-led and …

This paper seeks to explore how a shifting economic model and an increasing influx of U.S. tourism, customs, and products will impact consumerism and waste in Cuba. The paper begins by charting the rise of an unwitting conservationist culture among Cubans, built out of necessity as a response to Castro-era economic hardships. This is followed by a discussion of recent Cuban economic reforms and the rise of tourism, private enterprise and material luxury in Cuba. Urban planners and designers believe that the built environment at various geographic scales affects pedestrian activity, but have limited empirical evidence at the street scale, to support their claims. We are just beginning to identify and measure the qualities that generate active street life, and this paper builds on the first few studies to do so. This study measures street design qualities and surrounding urban form variables for 881 block faces in Salt Lake County, Utah, and relates them to pedestrian counts. New York City’s Landmarks Preservation Commission has an admirable history of protecting the city's historic character. Increasingly in recent years, the commission has backed away from proactively designated sites of historical, architectural, or cultural significance as city landmarks. At the same time, the commission has shown greater deference to the owner of a property when deciding whether to designate, and to the wishes of the owners of designated properties in matters of regulation, notwithstanding that owner consent is nowhere in the landmarks law.
