Background: One school of thought argues that transportation infrastructure is not an ultimate end goal of development and therefore shouldn’t be addressed within development funding decisions while the other argues that transportation infrastructure is the crucial foundation from which all development efforts are based and therefore needs to be addressed within development funding decisions. Within this framework, there is a lack of academic and other research addressing how physical access to health care for pregnant women can better be addressed when making decisions regarding funding of transportation infrastructure projects.

This dissertation deals with various aspects of cyber-physical system. As an example of cyber physical systems, we take transportation networks and solve various problems, namely: 1) Network Observability Problem, 2) Network Control Problem, and 3) Network Economics Problem. We have divided the dissertation into three parts which solve these three problems separately. First part of the dissertation presents a novel approach for studying the observability problem on a general network topology of a traffic network. The federal effort to quantify and capture non-market damages to coastal ecosystems from the 2010 Deepwater Horizon oil spill, Phase II of United States of America v. BP Exploration and Production, centers on the Natural Resource Damage Assessment (NRDA) process. This paper makes the case that the current NRDA process has done a poor job protecting the public interest and resolving the issues surrounding oil spills from deep water drilling activities. Residential and commercial development is no longer quickly embraced to stimulate economic progress and prosperity.
