U.S. Arctic Sea Lines Of Communication (Sloc): The Imperative For A Maritime Complex And Corridor In The Bering Region, Samuel A. Krakower, Troy J. Bouffard
Joint Force Quarterly
This paper examines the current American capacity to defend its newfound Sea Lines of Communication in the North Pacific and Arctic Oceans. The history, and importance, of Sea Lines of Communication trace back to great naval strategists such as Rear Admiral Alfred Thayer Mahan and Sir Julian Corbett, and consistent protection of these maritime corridors in times of war and peace led to the success of the United States. As the Arctic Region emerges as a new theater of geopolitical importance, the United States finds itself significantly disadvantaged or "strategically handicapped” in terms of presence, capability, and proximity to defend …

Public transport (PT) is crucial for enhancing the quality of life and enabling sustainable urban development. As part of the UK Transport Investment Strategy, increasing PT usage is critical to achieving efficient and sustainable mobility. This paper introduces Machine Learning Influence Flow Analysis (MIFA), a novel framework for identifying the key influencers of PT usage. Using survey data from bus passengers in Southern England, we evaluate machine learning models. Subsequently, MIFA uncovers that easy payments, e-ticketing, and mobile applications can substantially improve the PT service. MIFA’s implementation demonstrates that strength and importance lead to specific insights into how service characteristics …
Comprehensively Evaluating The Perception Systems Of Autonomous Vehicles Against Hazards, Xiaodong Zhang, Jie Bao, Jianlei Chi, Jun Sun, Zijiang Yang
Comprehensively Evaluating The Perception Systems Of Autonomous Vehicles Against Hazards, Xiaodong Zhang, Jie Bao, Jianlei Chi, Jun Sun, Zijiang Yang
Research Collection School Of Computing and Information Systems
Perception systems are vital for the safety of autonomous driving. In complex autonomous driving scenarios, autonomous vehicles must overcome various natural hazards, such as heavy rain or raindrops on the camera lens. Therefore, it is essential to conduct comprehensive testing of the perception systems in autonomous vehicles against these hazards, as demanded by the regulatory agencies of many countries for human drivers. Since there are many hazard scenarios, each of which has multiple configurable parameters, the challenges are (1) how do we systematically and adequately test an autonomous vehicle against these hazard scenarios, with measurable outcome; and (2) how do …

Removed: When Taxi Drivers Meet Dynamic Pricing: A Lesson From Singapore's Justgrab Program, Shih-Fen Cheng, Wen-Tai Hsu, Jing Li
Research Collection School Of Economics
This paper studies how dynamic pricing influences taxi drivers’ behaviors using a unique event, the inception of the JustGrab program in Singapore in 2017, which introduces dynamic pricing to some, but not all, taxi drivers. This is the first time in history that traditional taxi drivers have access to dynamic pricing. Using data covering the universe of taxi trips before and after the inception of JustGrab, we find that there is spatial reallocation that directs more taxi drivers to the previously less-served areas, that there is also a temporal reallocation that directs more taxi drivers to rush hours, as well …
A Hydrogen Hub Blueprint For The California Supply Chain, Tyler Reeb, Barbara Taylor
A Hydrogen Hub Blueprint For The California Supply Chain, Tyler Reeb, Barbara Taylor
Mineta Transportation Institute
As global climate targets tighten and state regulations accelerate, hydrogen technology presents a significant opportunity to help California supply chain and transportation stakeholders comply with state emissions mandates and global goals aimed to reduce the impacts of climate change. However, while fuel cell costs and infrastructure have received attention, workforce development remains overlooked. Hydrogen fuel cell electric vehicles (FCEVs) are especially promising for diesel-reliant sectors that are hard to decarbonize without negatively impacting operational efficiency. But scaling hydrogen vehicles and infrastructure in tandem with emerging consumer and industrial markets will not be easy. State and federal policies, often conflicting, further …

Alternative Project Delivery Methods In California: The Path Forward, Ghada M. Gad, Maria Calahorra Jimenez, Chaimae Nacir, Ronald Shrestha
Mineta Transportation Institute
Alternative Project Delivery Methods (APDMs) are increasingly being recognized as effective alternatives to the traditional Design-Bid-Build (DBB) approach for transportation projects. As APDMs gain traction among California’s transportation agencies, understanding the legislative frameworks that enable their use and the characteristics of each method is critical. This study benchmarks the existing use of APDMs in California transportation agencies of varying types and sizes, while considering the characteristics (advantages and barriers/challenges to implementation) of each APDM and the authorizations enabling its implementation. Based on these findings, it also provides recommendations for key factors to consider in APDM selection and implementation. The study …
Understanding Mobility Limitations And Public Transportation Accessibility For People With Disabilities, Jada Meria Stringer
Understanding Mobility Limitations And Public Transportation Accessibility For People With Disabilities, Jada Meria Stringer
ETDs from 2020-2029
Mobility for people with disabilities (PWDs) depends on both the availability of transportation and public services and the accessibility of these systems. The presence of public transportation systems does not ensure usability. Vehicles, infrastructure, and the built environment must be designed to accommodate diverse physical, sensory, cognitive, and other needs. PWDs must also be able to navigate public buildings and surrounding spaces safely and comfortably. This thesis examines mobility limitations for PWDs in India and the United States, focusing on accessibility along the full mobility chain. A review of existing literature provides context on accessibility policies, design standards, and the …

A Visualization-Supported, Hierarchical, Action-Learning Model For Driving Behavior In A V2x Environment, Xuantong Wang, Jing Li, Jecca Bowen
Geography and the Environment: Faculty Scholarship
Understanding human driving decisions is crucial for intelligent transportation research. Most existing studies focus on individual vehicles in limited contexts, which restricts broader applicability of results. Leveraging Vehicle-to-Everything (V2X) infrastructure, this study introduces a machine learning framework to model driving actions and detect outliers across diverse environments. This approach features a semantically enabled clustering method that groups similar driving behaviors based on speed and actions. It also adds a time-series learning model to identify typical driving behaviors across various contexts, thereby enabling detection of abnormal driving actions. A suite of visual tools has been developed to help interpret driving patterns, …

The Global Onboard Training Programme (Gobt) : A Comprehensive Review, World Maritime University
The Global Onboard Training Programme (Gobt) : A Comprehensive Review, World Maritime University
Reports
A stable supply of qualified seafarers is a critical component of the global maritime logistics industry, which relies heavily on maritime transportation. According to the 2021 BIMCO Manpower Report, an additional 89,510 officers will be needed by 2026. In 2021 alone, there was already a deficit of 26,240 STCW-certified officers, clearly indicating that demand continues to outpace supply. The report also noted a 45.8% increase in the number of female seafarers since 2015, although they still represent only a small share of the overall workforce. Maritime Education and Training (MET) institutions around the world continue to provide training to develop …

Rules Of The Road: Toward National Regulation Of Autonomous Vehicles, Adam Raviv
Journal of Law and Mobility
After decades of promise, self-driving cars are now becoming a meaningful reality on our roads. Yet not a single federal law or regulation governs autonomous vehicle operation in the United States—despite widespread agreement among policymakers, advocates, and industry stakeholders that a national safety framework is necessary. This article provides the first comprehensive legal analysis of what a federal safety regulation for autonomous vehicles can and should look like. It describes the current landscape of autonomous technology. It analyzes both the existing federal legal regime for vehicle safety regulation as well as state, local, and international standards that apply to autonomous …

Accounting For Spatial Effects And Social Norms In Making Algorithmic Law: Insights From And Applications In Urban Mobility, Jingkang Gao
Accounting For Spatial Effects And Social Norms In Making Algorithmic Law: Insights From And Applications In Urban Mobility, Jingkang Gao
Journal of Law and Mobility
This Article examines a prominent idea in the law and technology literature: that algorithms and big data can be used to make law dynamic and personalized. As currently envisioned by legal scholars, “algorithmic law” entails laws that adjust in real time to changing conditions and vary across individuals, improving welfare by tailoring legal rules and standards to personal characteristics.
This Article argues that this vision of algorithmic law is incomplete—and often counterproductive. Existing proposals treat personalization as a function of individual attributes alone, overlooking the fact that effects of individual behavior are fundamentally interactive. Individual behavior is shaped by spatial …
Improving Evacuation Effectiveness On Cruise And Large Passenger Ships : An Analysis Of Human Factors, Safety Culture, And Behavioral Dynamics, Antonios Andreadakis
Improving Evacuation Effectiveness On Cruise And Large Passenger Ships : An Analysis Of Human Factors, Safety Culture, And Behavioral Dynamics, Antonios Andreadakis
World Maritime University Ph.D. Dissertations
Maritime trade has long constituted a central pillar of economic development, supporting global commerce and cultural exchange. Nevertheless, the maritime environment is inherently hazardous and therefore the protection of human life has consistently constituted and will continue to remain a central priority (Casson, 1995). An instrumental turning point in maritime safety occurred after the sinking of Titanic in 1912, which prompted in 1914 an International Conference dedicated to the protection of human life at sea; which ultimately led to the adoption of the International Convention on Safety of Life at Sea (SOLAS) (Dalaklis, 2017). This Convention introduced internationally imposed safety …
Handbook On Gender Mainstreaming In The Maritime Sector, Momoko Kitada
Handbook On Gender Mainstreaming In The Maritime Sector, Momoko Kitada
Reports
This handbook aims to serve as an introductory practical guide for maritime organizations that intend to apply gender mainstreaming. It guides them in critically reviewing their policies and practices from a gender and diversity lens. Some organizations may view their maritime operations as having nothing to do with gender and, therefore, not requiring any gender considerations. Such mindsets are good signs that an organization would benefit from gender mainstreaming. Others may view the fact that their organizations have women working in every unit as evidence of gender equality and see no need for further action. Gender mainstreaming can help identify …
Enhancing Traffic State Estimation At Bottlenecks Through Improved Demand Modeling: A Greenshields-Grounded Approach, Yuyan Annie Pan, Xianbiao Hu, Qing Tang, Yanyan Chen, Xuesong (Simon) Zhou
Enhancing Traffic State Estimation At Bottlenecks Through Improved Demand Modeling: A Greenshields-Grounded Approach, Yuyan Annie Pan, Xianbiao Hu, Qing Tang, Yanyan Chen, Xuesong (Simon) Zhou
Civil & Environmental Engineering Faculty Publications
Accurate estimation of traffic state under oversaturated conditions is fundamental to a wide range of transportation applications. While intuitive, volume-to-capacity (q/qc) ratio-based link performance functions (LPF) are challenged by the U-shaped pattern of real-world speed-flow plots, which contradict the monotonic assumptions of link performance models such as the Bureau of Public Roads (BPR) function, particularly when q/qc ≥ 1. This study addresses this critical gap by proposing an enhanced demand estimation method grounded in the Greenshields model, incorporating a real-time inflow correction factor to more accurately capture traffic demand at bottlenecks. In parallel, a modified LPF is introduced, replacing …
Shrines On Asphalt Shoulders: Documenting Roadside Memorials In Western U.S. Roadscapes, Isabella R. Sullivan
Shrines On Asphalt Shoulders: Documenting Roadside Memorials In Western U.S. Roadscapes, Isabella R. Sullivan
Scripps Senior Theses
This thesis analyses the practice of documenting and uploading roadside memorials in the Western United States as a socially transformative process facilitated between two distinct kinds of noticing. Drawing on (auto)ethnographies of roadside memorial sites in Colorado and California, interviews with photographers and cartographers working primarily in the American Southwest, and Google Street View media, this research examines how recognition of the social negotiations involving memory and mortality that are already present in the physical shrines evolves when documenters capture and transpose them online. First, these documenters have developed the “eyes to see” roadside memorials for various significant reasons in …
Interpretable Machine Learning For Bridge-Pier Scour Prediction And Flood Resilience, Adil Khan, Dalya Ismael
Interpretable Machine Learning For Bridge-Pier Scour Prediction And Flood Resilience, Adil Khan, Dalya Ismael
Engineering Technology Faculty Publications
Bridge-pier scour is a leading cause of flood-induced bridge failure, yet practice still lacks transparent, physics-informed tools that link data-driven prediction with design guidance. This study develops an interpretable, physics-aware machine-learning framework to predict equilibrium scour depth and translate those predictions into actionable strategies for flood-resilient infrastructure. Using the 2014 U.S. Geological Survey Pier-Scour Database (569 laboratory cases), five models: Gradient Boosting, AdaBoost (Tree), XGBoost, Gaussian Process (RBF kernel), and Kernel Ridge (polynomial), were trained and evaluated with K-fold cross-validation. Model performance was evaluated using R², RMSE, and MAE. Gradient Boosting performed best, achieving training and testing R² of 0.99 …

Follow The Cyclists: Everyday Navigation Of Richmond's Bike Infrastructure, Emily E. Schreer
Follow The Cyclists: Everyday Navigation Of Richmond's Bike Infrastructure, Emily E. Schreer
Theses and Dissertations
This thesis explores the embodied experience of cycling in Richmond, emphasizing the importance of centering firsthand, lived experience in cycling research and urban planning. While traditional transportation planning can often myopically prioritize efficiency and safety metrics to evaluate infrastructure, this project argues that such approaches overlook essential experiential, sensory, and emotional dimensions of cycling that determine how infrastructure is perceived, used, and ultimately succeeds or fails.
Through an ethnographic approach combining field observation of cyclist behavior and mental mapping sessions with Richmond cyclists, this study positions people who bike in Richmond as expert knowledge holders. Participant contributions, combined with observations …
Connectivity And Selective Rural Migration, Lin Ma, Yuan Mei, Qunfeng Wu, Mingzhi Xu
Connectivity And Selective Rural Migration, Lin Ma, Yuan Mei, Qunfeng Wu, Mingzhi Xu
Research Collection School Of Economics
We study how infrastructure shapes rural development using household panel data from a nationally representative sample of Chinese villages, matched to high-resolution highway maps. Reduced-form results show that road expansion between 2000 and 2015 operates mainly through reallocation, with less productive farmers scaling down or exiting and more productive farmers remaining and expanding. We quantify the aggregate and distributional consequences in a dynamic spatial equilibrium model with heterogeneous households and endogenous migration. Improved connectivity not only accelerates urbanization, roughly doubling the speed of convergence, but also increases aggregate rural output by 2.2 to 5.3 percent in the long run, even …

Numerical Modeling Of Climate Change Impacts On Transportation Embankments, Amr Morsy, Mamata Sapkota, Emma Varela, Odalys Portillo
Mineta Transportation Institute
Embankments are essential components of transportation infrastructure, providing crucial support for long stretches of highways, railways, and other routes in California and around the world. Clay embankments are susceptible to weather-related deterioration processes that can gradually compromise their stability and, in some cases, lead to unexpected failures. Climate change, along with the associated shifts in weather patterns, is projected to adversely impact the weather-related deterioration processes, leading to exacerbated failures and/or shorter service life. Additionally, climate change is projected to increase the frequency of extreme precipitation events, leading to an increase in embankment failure potential. This study evaluated (1) the …

Scoring Equitable Transit: A Data-Driven Framework For Affordable Transit-Oriented Development In California, Ahoura Zandiatashbar, Anton Rozhkov, Stephanie Nemet, Atticus Washington, Mounashree Prasanna
Mineta Transportation Institute
Transit-Oriented Development (TOD) is a cornerstone of California’s climate and land use policy, promising walkable, compact neighborhoods near high-quality transit. However, these benefits are not always distributed equitably. This study introduces a scalable framework for identifying and scoring Affordable Transit-Oriented Development (A-TOD) across the state’s High-Quality Transit Areas (HQTAs). The goal is to equip policymakers, planners, and housing agencies with tools to evaluate station areas based on their physical form, affordability, and equity outcomes. Using a 1.5-mile network-based pedestrian buffer around over 66,000 transit stations, the research team developed a three-stage clustering and scoring system. Station areas were classified by …
