The Distributional Impacts Of Transportation Networks In China, Lin Ma, Tang Yang

Research Collection School Of Economics

This paper evaluates the distributional impacts of transportation networks in China. We show that the quality of roads and railroads vary substantially over time and space, and ignoring these variations biases the estimates of travel time. To account for quality differences, we construct a new panel dataset and approximate quality using the design speed of roads and railroads that varies by vintage, class, and terrain at the pixel level. We then build a dynamic spatial general equilibrium model that allows for multiple modes and routes of transportation and forward-looking migration decision. The pilot workforce grew by approximately 20,000 pilots between 2011 – 2019 before shedding almost 6,500 jobs in 2020 due to COVID-19. Long-term forecasts predict industry recovery and growth and the need for robust pilot hiring since approximately 50% of today’s pilot workforce will meet the mandatory retirement age within 15 years.

The current workforce consists of four generations, with the youngest (Generation Z) just beginning to join the airline ranks. Economic Freedom And One-Way Truck Rental Prices: An Empirical Note, Alexander Cardazzi, Robert A. Lawson

This study examines the one-way truck rental prices for 378 cities. There are large price differentials in one-way rental prices between city pairs. The pull of people toward higher economic freedom locales and push away from lower economic freedom locales is found to be an important determinant of the city-pair price differentials.

This dissertation investigates Chittagong Port Authority (CPA) stakeholder perceptions of financial incentives in Truck Appointment Systems (TAS), aiming to address the escalating congestion and operational challenges posed by peak-time truck arrival frequency. The objectives of this research are as follows: (i) To identify the factors that influence trucking companies to arrive at the CPA gate during peak hours. (ii) To evaluate stakeholder perceptions of the effectiveness of financial incentives in the TAS to reduce peak-time truck arrival frequency at Chittagong Port. We propose a theory-inspired measure of the accessibility of a city’s center: the size of the surrounding area from which it can be reached within a specific time. Using publicly-available optimal routing software, we compute these ”accessibility zones” for the 109 largest American and European cities, separately for cars and public transit commutes. Compared to European cities, US cities are half as accessible via public transit and twice as accessible via cars. Car accessibility zones are always larger than public transit zones, making US cities more accessible overall. However, US cities’ car orientation comes at the cost of less green …

When COVID-19 swept into the United States in early 2020, it upended two patterns of behavior critical to transportation funding: how people traveled and where economic activity occurred. This study explored how, one year into the pandemic, experts in California believed that the COVID-19 pandemic was impacting local transportation budgets. We interviewed 34 funding experts who represented local transportation and public works departments, state officials, and municipal finance experts. This study used data from the 2017 National Household Travel Survey California Add-On sample to explore how replacing the current state vehicle fuel tax with a flat-per-mile-rate road-user charge (RUC) would affect costs for different kinds of households. We first estimated how household vehicle fuel efficiency, mileage, and fuel tax expenditures vary by geography (rural vs. urban) and by income. Over the years, planners have considered numerous proposals to expand the subway system further into Southeast Brooklyn including the Utica Avenue Line and the Interborough Express. Mass rapid transit (MRT) PPPs have proliferated in the past two decades. This chapter provides a framework to categorise and understand alternative PPP designs. As MRT systems are inherently large, unprofitable and risky projects, PPP design is critical to project success and sustainability. We study the experiences of MRT PPPs in London, Hong Kong, Singapore and Beijing to understand factors underlying success and failure and to arrive at policy recommendations for PPPs. Policymakers need to have additional governance improvement and risk mitigation measures in place when tied supply chains are utilised. Jue Insight: Migration, Transportation Infrastructure, And The Spatial Transmission Of Covid-19 In China, Bingjing Li, Lin Ma

This paper evaluates the impacts of migration flows and transportation infrastructure on the spatial transmission of COVID-19 in China. Prefectures with larger bilateral migration flows and shorter travel distances with Hubei, the epicenter of the outbreak, experienced a wider spread of COVID-19. In addition, richer prefectures with higher incomes were better able to contain the virus at the early stages of community transmission. Using a spatial general equilibrium model, we show that around 28% of the infections outside Hubei province can be explained by the rapid development in transportation infrastructure and the liberalization of migration restrictions in the recent decade.
