How Does Light Rail Transit Affect Urban Land Use?, Needham B. Hurst

This paper estimates the effect of the Hiawatha Light Rail Transit (LRT) line on land use change in Minneapolis, MN, between 2000 and 2010. I use a binomial logit model and find that within the 1-mile submarket near LRT, the effect of distance to LRT stations on land use change had a different radius and magnitude depending on existing land use. The effect of LRT on conversions of low-density housing to denser uses only extended out to 90 feet from stations after LRT went into operation. Transit In A Border Zone: The Demand For Public Transportation In Three Texas Border Cities, Adam Gregory Walke

Factors affecting the demand for public transportation include those, like fares or the level of service, that transit administrators can directly influence as well as those, like gasoline prices, that are beyond administrators' control. This study considers both but focuses on the latter and, more specifically, on how proximity to an international border affects transit ridership. Pedestrian border crossings have a significant effect on ridership levels in El Paso, Brownsville, and Laredo, Texas. Also, ridership correlates positively with the purchasing power of the peso in Laredo and with Mexico's industrial production index in El Paso. In the context of prior …

This research focuses on the impact from public capital stock on economic growth in El Paso, Texas. A time series analysis is used to gauge the dynamic relationship between public infrastructure and the productivity of this city's economy. An Error Correction model and a Vector Error Correction model are utilized to discover short-run and long-run impacts from public capital stock on the growth of this particular economy. The Vector Autoregressive model is used to determine causality amongst the variables and to determine the structure of this economy. This paper reviews and summarizes current literature by Theofanis P. Mamuneas (2008) and Mamuneas with M. Ishaq Nadiri (2003) on the returns to highway investments. This paper first provides an overview of the conceptual relationship between highways and output. The next section describes the highway capital stock estimated by Fraumeni and used by Mamuneas. Next, the paper describes the study conducted by Mamuneas and analyzes the results for consistency within the modeling framework and in context with other studies. The recent proliferation of Public Private Partnership (PPP) projects in numerous cities has transformed the urban rail sector. The enthusiasm for PPPs can be explained by improved understanding of efficiency gains and risks of bundling and unbundling tasks as well as availability and lower cost of private sector finance. The four main PPP approaches identified are: (i) development of new systems through DBFOs (Design- Build-Finance-Operate); (ii) concessioning of rail and subway services; (iii) sale of stateowned operators through share issue privatisation; and (iv) PPPs for infrastructure maintenance and upgrading.
