This paper examines the effects of the War Powers Act of 1973’s Authorisation for Use of Military Force (AUMF) system on the conduct of war, especially regarding the ongoing War on Terror. The War on Terror, began in the aftermath of the September 11, 2001, attacks when President Bush invaded Afghanistan. In contemporary military operations, some problems are so complex they do not give way to linear solutions but require problem management instead. Combining the fundamentals of Dao De Jing philosophy with the US military design process offers a new perspective to analyze complex security problems, devise management strategies, and plan military operations. Applying this new approach to the complex security environment in Syria allows for a nonlinear mapping of long-term goals and a new perspective on relationships between key actors, environmental factors that restrict changes in the security environment, and where planners should focus their attention.

This dissertation argues that from 1989 onwards an increasingly terroristic neo-Nazi underground in Germany became gradually entangled with the reactionary Neue Rechte, whose crusade against the German culture of remembrance is also a crusade against European integration, increased migration, and the conceits of liberal democracy. This entanglement produced an ideologically coherent extreme-right political movement with a heavily armed and tactical paramilitary faction that has, contrary to what various governments of the Federal Republic have wanted to believe, been developing in Germany since the early 1990s. This dissertation uses data from the United States Extremist Crime Database (ECDB) to assess the nature of extremist violence between left-wing, far-right and al-Qaeda and associated movements (AQAM) inspired ideological fatal violence. Gift Basket diplomacy is an interest-based approach to negotiation that encourages voluntary commitments as incentives for cooperation. International diplomats used this approach during the Nuclear Security Summits (NSS), and it is the new standard for international cooperation. This model was successfully replicated in climate talks and led to a global effort to combat climate change. The use of house presents, and gift baskets encourages leadership and team building, to excel beyond intractable consensus-based stalemates. This paper applies public policy concepts such as agenda setting, resource allocation, lobbying, and campaign rhetoric to the field of homeland security. The analysis examines the allocation of resources among the U.S. federal government’s five broad homeland security priorities during the fiscal years of 2012-2017. An overemphasis on border security has led to a disproportionate allocation of resources among these various priorities. The uneven distribution is the summation of electoral ambitions, campaign contributions, and corporate lobbying. The Israeli occupation of Palestine and its impact on the proliferation and longevity of transnational Salafi jihad is largely underestimated in current literature. In this thesis, I argue that Palestine, defined as both the nation and physical borders before the Balfour Declaration, largely contributed to the twentieth century revival of transnational Salafi jihad and is used by both Al Qaeda and ISIS as liberation and annihilation movements, respectively. This study examines those identified as homegrown violent extremists within the U.S. who also had experience with the U.S. military and the possible pathways to extremism they took. This research relies on the Salafi Jihadist Inspired Profiles and Radicalization Clusters (SPARC) study. By applying Kruglanski’s 3N theory of radicalization to a sample of 23 subjects who had joined, or attempted to join, the U.S. military, this study finds that most of those with military experience are radicalized by formal, organization-led networks and are motivated by social significance loss, suggesting that they have moved their personal identification from the U.S. military …
