Report On The Follow-Up Assessment Into Operational Mine/Uxo Activities In Kosovo, Gichd
Global CWD Repository
In July-August 2006, the Geneva International Centre for Humanitarian Demining (GICHD) conducted a mission to Kosovo at the request of the Office of the Kosovo Protection Corps Coordinator (OKPCC). The purpose of the mission was to assess concerns raised by the HALO Trust that the extent of the remaining landmine and unexploded ordnance (UXO) contamination in Kosovo had been underestimated and, thus, provided an inadequate basis for future planning. The assessment team reviewed a sample of task dossiers, including all those identified as a concern by the HALO Trust. They found some problems with information management in the Explosive Ordnance …

[The Victim] was part of an [Demining group] Mine Clearance Team was clearing an area of ground that they knew was definitely mined with PMN anti-personnel mines, laid very close together, at intervals of less than one metre between one mine and the next. The day was not a normal working day but nothing untoward had happened during the previous twenty-four hours that might affect operations at the site. [The Victim] was working unsupervised in the middle part of the site; the drills and procedures he was using were probably not in accordance with SOP and the site was inadequately …

The mentioned area is located to a hill side which is contaminated by AP mines and is a dense area of fragments. The area is steep and raining over the past years washed down the soil from the top of the hill and changed the position of some mines. [The Victim] deminer was excavating the ground while suddenly the accident happened. As the deminer had worn his PPE and visor, he did not receive any injuries and he is in good health situation. The investigation result shows that the negligence of the deminer and poor control of command group contribute …

On 04 June 2007 at 1103 hrs while the deminer was working in his clearance lane, his trowel struck the top of a PMN anti personnel mine, causing the mine to detonate. During the accident his visor was not worn. This lack of face protection caused the serious injuries to his eyes. The accident occurred near a corner of a ruined mud wall. The mud wall over a period of time had gradually disintegrated and fallen on ground surface, thus increasing the ground depth over the mine. The ground depth reached 70 cm at the accident point; the deminer had …

Globalization, Welfare Reform And The Social Economy: Developing An Alternative Approach To Analyzing Social Welfare Systems In The Post-Industrial Era, Vanna Gonzales
The Journal of Sociology & Social Welfare
Our understanding of the relationship between globalization and contemporary social welfare systems is heavily influenced by three conventional approaches to studying welfare reform: the political economy, moral economy, and mixed economy approaches. In addition to analyzing the strengths and weaknesses of each of these approaches, a central aim of this article is to introduce the social economy approach as an emergent alternative. Drawing from a growing body of work on institutional innovation within the European third sector, I argue that the social economy approach makes a valuable contribution to understanding the role of welfare networks in reconfiguring globalizations' impact on …

Toward Global Welfare State Convergence?: Family Policy And Health Care In Sweden, Canada And The United States, Gregg M. Olsen
The Journal of Sociology & Social Welfare
Accounts of the welfare state and the dynamics governing its development have been pivotal and highly contentious in the social policy literature over the past few decades. Since the 1980s, research has suggested that, as a result of domestic pressures and strains and/or the impact of globalization, welfare states were declining in tandem. However, most of these studies were quantitativefocusing upon 18 or more advanced capitalist nations and, in their search to uncover broad cross-national trends, utilized narrow welfare state indicators. This study investigates the extent to which the social democratic welfare state in Sweden, the social liberal welfare state …

School Choice Demonstration Project
School choice remains an important part of the national discussion on education reform strategies and their benefits. While a variety of policies encourage parents’ selection of schools for their children―for example, charter schools, magnet schools, and district open enrollment―scholarships that allow students to attend a private school have received the most attention. The U.S. Congress’ passage of the District of Columbia School Choice Incentive Act of 2003 in January 2004 provided a unique opportunity not only to implement a system of private school choice for low-income students in the District, but also to rigorously assess the effects of the Program …

School Choice Demonstration Project
In the 50 years since economist Milton Friedman published "The Role of Government in Education"1 scholars and policy makers have been debating how parental choice through market mechanisms can and does operate in education. Market "optimists" argue that education is a service that can be produced under a variety of arrangements and that parents are natural education consumers.2 Market "pessimists" argue that education is a public good that should be produced in government-run schools, and that school choice programs suffer "market failure" because only advantaged families will have the resources and experience to choose effectively.3 These academic debates continue to …
