This chapter focuses on the circular and complex relationship between science, technology, society, and law. The technology/society connection focuses on the democratic deficit issue. The democratic deficit would be a consequence of the lack of adaptability of western democracy to complex (information) societies, where technology (and the increasing access to data that it permits) is separating the connection between information and knowledge (as well as the classical legitimacy couple of democracy-truth) moving these societies towards a technocracy. Different visions on the interaction between science, technology, policy and law have been presented. As common axe, we can detect the continuous search for truth and justice. Science and Law as social constructs, the distinction between truths and opinions through procedural method based on evidence and rationality, or how natural science “things” became facts, and consequently “truth”, are examples of this search. The evidence-gathering process that integrates scientific evidence into trial (sometimes by procedure and other times by a more substantive approach) is another possible approach. This thesis seeks to bring attention to the ways in which the effects of hate speech--specifically racialized hate speech--transcends digital platforms. It will begin by connecting the phenomenon of racialized hate speech on Facebook to specific psychological tendencies that the company consciously amplifies for its own financial benefit. The first chapter interrogates the common narrative that violent rhetoric indicates a flaw in the platform’s design, instead arguing that proliferation of such content is encouraged by Facebook’s algorithm. New technologies bring with them many promises, but also a series of new problems. Even though these problems are new, they are not unlike the types of problems that regulators have long addressed in other contexts. The lessons from regulation in the past can thus guide regulatory efforts today. Regulators must focus on understanding the problems they seek to address and the causal pathways that lead to these problems. Then they must undertake efforts to shape the behavior of those in industry so that private sector managers focus on their technologies’ problems and take actions to interrupt the causal pathways. …

This paper examines the development of Taiwan's semiconductor industry and the differing narratives on the factors contributing to the industry's success. The paper argues that both State-led policies and public institutions, as well as the experience and networks of returnee entrepreneurs, together facilitated the development of Taiwan's semiconductor industry, specifically the pureplay-foundry. Significantly, we argue that State-led policies were often tailored to attract the human capital as well as financial capital these returnees possessed and then incorporate their technical skills, managerial know-how, and knowledge of industry trends within State institutions. The ultimate goals of this study were to determine ways to reconcile technology with public interest and to understand the relationship between what we know and how we feel about technology. To achieve the goals, related literatures were reviewed; the mechanism of technology development was described with empirical data; and human perception of technology was tested with a survey. The duality of technology that implied technological inherencies of technical reason and social meanings was the principle assumption of the study. What do community interpreting for the Deaf in western societies, conference interpreting for the European Parliament, and language brokering in international management have in common? Academic research and professional training have historically emphasized the linguistic and cognitive challenges of interpreting, neglecting or ignoring the social aspects that structure communication. All forms of interpreting are inherently social; they involve relationships among at least three people and two languages. The contexts explored here, American Sign Language/English interpreting and spoken language interpreting within the European Parliament, show that simultaneous interpreting involves attitudes, norms and values about intercultural communication that overemphasize information and discount …

This lecture summarizes new research on the relationship between access to cell phones, TV, and the internet and subjective well-being worldwide. Technology access is positive for well-being in general, but with diminishing marginal returns for those who already have much access. It is also associated with increased stress and anger among cohorts for whom access to the technologies is new. The increased financial inclusion in very poor countries that comes with cell phones and mobile banking also has effects on well-being. Well-being levels are higher in the countries with higher levels of access to mobile banking, but so are stress …

Private ordering plays a significant role in the application of intellectual property laws, especially in the context of copyright law. In this Article, I highlight some of the dominant modes of private ordering and consider what formal copyright law should do, if anything, to engage with private ordering in the copyright space. I conclude that there is not one single approach that copyright law should take with regard to private ordering, but instead several different approaches. Legal issues increasingly arise in increasingly complex technological contexts. Prominent recent examples include the Stop Online Piracy Act (SOPA) and the Protect Intellectual Property Act (PIPA), network neutrality, the increasing availability of location information, and the NSA’s surveillance program. Other emerging issues include data privacy, online video distribution, patent policy, and spectrum policy. In short, the rapid rate of technological change has increasingly shown that law and engineering can no longer remain compartmentalized into separate spheres. The Tech Apprentice Internship Program: Engaging Youth In It, Felicia Vargas, Olu Ibrahim, Neil Sullivan, Deborah Boisvert

The Tech Apprentice program was designed to provide Boston Public School (BPS) students work-based learning opportunities within information technology (IT) departments across a diverse array of industries for seven-week, paid summer internships. A robust technology internship program encourages BPS students to pursue IT-related post-secondary degrees. Tech Apprentice has expanded from 25 student placements in the first summer to 123 who were employed in 2012, and the program has placed over 600 students in internships since the program launched in 2006. 98% of graduates attend colleges and 78% are pursuing an IT-related degree.
