Assessing Public-Sector Readiness For Artificial Intelligence In Egypt, Renad Ahmed Anwar

Artificial intelligence (AI) is increasingly adopted in public-sector contexts, yet successful implementation depends on organizational readiness, particularly in developing countries. This study assesses the readiness of Egypt’s public sector for AI adoption using a qualitative expert opinion methodology. Semi-structured interviews were conducted with senior professionals from global technology firms with extensive experience working with public-sector entities in Egypt.

Guided by by an integrated framework combining organizational readiness theory, the Technology–Organization–Environment (TOE) framework, and public value and governance perspectives, the study examines strategic, organizational, human, technological, societal, and governance dimensions of AI readiness. This fact sheet reports on the artificial intelligence (AI) readiness of five Mountain West metropolitan statistical areas (MSAs): Phoenix-Mesa-Chandler, AZ; Salt Lake City-Murray, UT; Denver-Aurora-Centennial, CO; Las Vegas-Henderson-North Las Vegas, NV; and Albuquerque, NM. Using data from the Brookings Institution's “Mapping the AI Economy” report, the MSAs are benchmarked based on their overall population, employment, talent, adoption, and innovation.

U.S. leadership in artificial intelligence (AI) research and development (R&D) may be challenged by China’s recent and centralized policy planning aimed at rapidly developing AI-related technologies. The Chinese government supports AI as a strategic area supported by high-level policies with ambitious and quantifiable targets, inter-ministry coordination, government funding for research and development, support for workforce development, and suggestions for international collaboration and expansion. Still, as a relative latecomer in the global AI race, China faces numerous challenges to implement its policy planning, including short-term skills gap and long-term institutional constraints.

This dissertation seeks to explore how sub-national levels of the state promote the development of new industrial sectors. To do so this dissertation builds on a series of theoretical perspectives on the role of the state in the economy and develops a unique view of how sub-national states coalesce and contrast within these perspectives. This paper presents a comprehensive framework for describing the diffusion of the Internet in a country. It incorporates insights gained from in-depth studies of about 25 countries undertaken since 1997. The framework characterizes diffusion using six dimensions, defining them in detail, and examines how the six dimensions relate to underlying bodies of theory from the national systems of innovation and diffusion of innovations approaches. It addresses how to apply the framework in practice, highlighting Internet diffusion determinants.
