State-Organized Research (Sor): Chinese Innovation Eco-System To Meet Shift Of World’S Three Major Centers, Jianxun Chu, Chenyang Wang, Zhe Wang
Bulletin of Chinese Academy of Sciences (Chinese Version)
The coordinated development of education-S&T-talent integration (ESTTI) has pointed out the direction for promoting China’s construction of a world science center, a world higher education center, and a world talent center. The study proposes the concept of “state- organized research” (SOR) based on the trend of “100-year change of centers” of the world’s three major centers and the strengths and weaknesses of China in building the world’s three major centers. The study suggests that the implementation of SOR is the way to transfer the world’s three major centers into China, and puts forward relevant suggestions to build the national innovation …

Public Acceptance Of Guidance And Regulations For Space Flight Participation, Cory Trunkhill, Robert Joslin, Joseph Keebler
Journal of Aviation Technology and Engineering
Space flight participants are not professional astronauts and not subject to the rules and guidance covering space flight crewmembers. Ordinal logistic regression of survey data was utilized to explore public acceptance of current medical screening recommendations and regulations for safety risk and implied liability for civil space flight participation. Independent variables constituted participant demographic representations while dependent variables represented current Federal Aviation Administration guidance and regulations. Odds ratios were derived based on the demographic categories to interpret likelihood of acceptance for the criteria. Significant likely acceptance of guidance and regulations was found for five of twelve demographic variables influencing public …

Fourthspace: The Role Of Active Social Inclusion In The Workforce Entry Of Syrian Refugees In Scandinavia, Anisa Abeytia
Master's Theses
The 2015 displacement of Syrian refugees into Scandinavian countries provoked a refugee integration policy adjustment that focused on workforce and higher education entry. It is a policy approach that requires attention on barriers to workforce entry to ensure effective policy implementation. This article provides insight into the larger, often overlooked barriers of Eurocentrism and historical biases on refugee labor integration and provides policy solutions to reduce their impact. Active social inclusion (ASI) and Fourthspace are introduced as a framework to reduce biases to workforce entry and integration time barriers faced by Syrian refugees. ASI can provide mechanisms to increase access …

U.S. And China: Microchip Policy Implications, Gro Kelrick
Undergraduate Research Symposium
Microchips have become a crucial influence on a country’s military and commercial sectors; a nation’s capacity to produce large volumes of quality microchips indicates its importance on the world stage. Recently, both the United States and China have promoted many domestic and foreign industrial policies that address each country’s interests in the production and sophistication of its microchips, establishing for themselves a dominant position in the global microchip market. Both countries’ policies aim to simultaneously control/influence microchip production abroad and also stimulate development and production domestically. I have collected commercial, economic, and government budget data provided by various United States …

Accelerating Efforts To Improve Policy System To Support Basic Research In Enterprises, Ke Wen, Ningning Zhang, Zhenguo Li, Dingyi You
Bulletin of Chinese Academy of Sciences (Chinese Version)
Enterprises are the principal players of scientific research and technology innovation. Increasing the participation of enterprises in basic research is of great significance for China to realize high-level self-reliance and strength in science and technology and to improve the efficiency of national innovation system. However, there is still an obvious gap between the basic research capabilities of Chinese enterprises and those of the United States, Japan, or other developed countries. In this study, we firstly reviewed the characteristics and problems of Chinese enterprises’ basic research, finding that expenditure on basic research in enterprises accounts for a relatively low proportion of …

Bulletin of Chinese Academy of Sciences (Chinese Version)
Tall wheatgrass (Elytrigia elongata) is a perennial cool-season bunchgrass with high productivity and tolerance to salt and alkali, waterlogging, and drought. Since first introduced into China in 1950s, tall wheatgrass has long been used as a wild parent for distant hybridization with wheat (Triticum aestivum). During 1980s─1990s, a few tall wheatgrass varieties were introduced to China as forage grass, nonetheless, currently they are still not widely cultivated and no variety was certificated. In 2020, Zhensheng Li put forward a proposal to construct “Coastal Grass Belt” on saline and alkaline soils in the Circum-Bohai sea region, which provides an opportunity for …
