Plug-in Hybrid Electric Vehicles (PHEVs) will soon start to be introduced into the transportation sector, thereby raising a host of issues related to their use, adoption and effects on the electricity sector. Their introduction has the potential to significantly reduce carbon emissions from the transportation sector, which has led to government policies aimed at easing their introduction. If their wide-spread adoption is set as a target it is imperative to consider the effects of existing policies that may increase or decrease their adoption rate. In this study, we present a micro level electricity demand model that can gauge the effects …

Gender And The Social Structure Of Collaboration, Kjersten Bunker Whittington Nov 2010

Gender And The Social Structure Of Collaboration, Kjersten Bunker Whittington

Systems Science Friday Noon Seminar Series

Previous research demonstrates that individuals’ network positions in their surrounding social structure of relations influence the extent of their output and performance. The unique situation of minority groups complicates the relationship, however, as issues of status, legitimacy, and marginality influence the flow and interpretation of information and resources. While several scholars have addressed differences in male and female networks in the workplace, the association between macro-level work arrangements and the micro-level interaction mechanisms of minority groups is unclear. Greater insight into stratification processes can be gained by studying how organizational forms affect the way men’s and women’s networks are structured …

Accessing Ict Enabled Content In Low-Income Countries: Think Big, Start Small, And Scale Up, Solomon Negash

Faculty Articles

While the digital revolution has transformed the way many of us work and live, more than half the world's population lives in rural areas that have been shut-out of the digital transformation. Low-income countries have yet to realize the benefits from the digital revolution; therefore, a need exists for innovative and alternative models to overcome the lack of access to knowledge and learning. This paper examines the challenges faced by low-income countries in accessing ICT enabled content and proposes a Big-Small model where low-income countries can harness the ICT revolution. This paper concludes with a discussion on sustainability and future …

A Tale Of Two Strategies For Higher Education And Economic Recovery: Ireland And Australia, Ellen Hazelkorn, Vin Massaro Sep 2010

A Tale Of Two Strategies For Higher Education And Economic Recovery: Ireland And Australia, Ellen Hazelkorn, Vin Massaro

Conference Papers

As Dirk van Damme suggested (van Damme, 2009), the effects of the global financial crisis (GFC) have been manifold and complex and affected countries differently. Australia and Ireland have fared very differently in the GFC so choices will inevitably have been influenced by their relative capacity to spend on higher education. Since 1988 Australia has had a unitary, government-regulated but independent higher education system with block funding from a combination of government allocations and student contributions. In contrast, Ireland retains a government-regulated binary system dependent upon public investment and direct government control of staffing budgets. In recent years, both countries …

Centers Of Invention: Leveraging The Mountain West Innovation Complex For Energy System Transformation, Mark Muro, Sarah Rahman Sep 2010

Centers Of Invention: Leveraging The Mountain West Innovation Complex For Energy System Transformation, Mark Muro, Sarah Rahman

Brookings Mountain West Publications

America needs to transform its energy system to reduce its carbon intensity and make clean energy cheap. At the same time, the Intermountain West region (which includes Arizona, Colorado, Idaho, New Mexico, Nevada, and Utah) possesses a unique confluence of world-class innovation assets; varied energy resources; and unparalleled opportunities to build out next-generation energy systems. To that end, the brief proposes that the federal government begin constructing a distributed Intermountain West network of federally-funded, commercialization-oriented, broadly collaborative energy research and innovation centers. Organized around existing capacities in a hub-spoke structure that links fundamental science with innovation and commercialization, these research …

Scoping Study Of The Effects Of Aging On Landmines Phase 2, Cisr Jmu Jun 2010

Scoping Study Of The Effects Of Aging On Landmines Phase 2, Cisr Jmu

CISR Studies and Reports

Most of the mines that currently threaten populations were manufactured more than 50 years ago and many have been in the ground for 30 years or more. Despite the inevitable and obvious deterioration, there has been very little research into the effects of aging on landmines. In 2008, James Madison University (JMU), the Center for International Stabilization and Recovery (CISR), and C King Associates Ltd (CKA) began a study designed to understand the aging process and the range of implications for the various components of mine action. The two-and-a-half year study was funded by grants from the US Department of …

The Imperative For Achieving Diversity, Ellen Hazelkorn May 2010

The Imperative For Achieving Diversity, Ellen Hazelkorn

Other resources

Diversity is seen as a basic norm of higher education policy because it best meets educational and labour market. This presentation examines the concept of diversity as it applies to institutional mission and differentiation, and to research. It argues that in response to rankings and the global financial crisis, policymakers are tending to make a simple correlation between rankings, elite higher education and global competitiveness. There is increasing emphasis on selective excellence and focusing on the 'economic value of research outputs'. However, pursuit of ‘world class’ is skewing policy and institutional priorities.

Independent Information Technology Assessment: Prepared For The Town Of Middleborough And The Middleborough School Department, Edward J. Collins, Jr. Center For Public Management, University Of Massachusetts Boston

Edward J. Collins Center for Public Management Publications

This Independent Information Technology Assessment (IT Assessment) arose from longstanding concerns among various elected and appointed officials in the Town of Middleborough about the efficiency and effectiveness of the procurement and deployment of information technology (IT) in both the Town and in the School Department. At Middleborough’s direction, the IT Assessment specifically excluded the Police and Fire Departments as well as the Middleborough Gas and Electric Department.

Recognizing the need for a completely independent analysis of these issues, Middleborough contracted with the Edward J. Collins, Jr. Center for Public Management (the Collins Center), located within the McCormack Graduate School of …

The Broadcasters’ Transition Date Roulette: Strategic Aspects Of The Dtv Transition, James Prieger, James Miller Mar 2010

The Broadcasters’ Transition Date Roulette: Strategic Aspects Of The Dtv Transition, James Prieger, James Miller

School of Public Policy Working Papers

The analog to digital "DTV transition" completed in June 2009 was a technological event unprecedented in scale in the broadcast television industry. The final analog cutoff for TV stations culminated more than ten years of complex regulatory decisions. Facing concerns that costs and revenue could change dramatically, stations chose when to transition in response to both market and regulatory forces. The history of broadcasting reveals a continual interplay between consumer demand, technological change, and regulation. This article describes the various forces that influenced the DTV transition, and empirically examines the stations’ decisions regarding when to switch. The economic and strategic …

Applications Barriers To Entry And Exclusive Vertical Contracts In Platform Markets, James Prieger, Wei-Min Hu Mar 2010

Applications Barriers To Entry And Exclusive Vertical Contracts In Platform Markets, James Prieger, Wei-Min Hu

School of Public Policy Working Papers

Our study extends the empirical literature on whether vertical restraints are anticompetitive. We focus on exclusive contracting in platform markets, which feature indirect network effects and thus are susceptible to applications barriers to entry. Exclusive contracts in vertical relationships between the platform provider and software supplier can heighten entry barriers. We test these theories in the home video game market. We find that indirect network effects from software on hardware demand are present, and that exclusivity takes market share from rivals, but only when most games are non-exclusive. The marginal exclusive game contributes virtually nothing to console demand. Thus, allowing …

Link Foundation 2008‐2010 Energy Fellowship Report, Vanessa Schweizer Jan 2010

Link Foundation 2008‐2010 Energy Fellowship Report, Vanessa Schweizer

Link Foundation Energy Fellowship Reports

I completed my PhD in Engineering and Public Policy at Carnegie Mellon University in May of 2010. My dissertation, entitled Developing Useful Long-term Energy Projections in the Face of Climate Change, seeks to identify methods that may calibrate expert judgments for anticipating long--‐term outcomes for energy demand and related greenhouse gas emissions that may not be obvious. The motivation for this research is to move beyond the false dichotomy that currently exists in traditional scenario analysis regarding questions of likelihood. Scenario exercises that aim to explore multiple visions of the future insist that judgments about the likelihood of each alternative …

Strategies For The Scientific Progress Of The Developing Countries In The New Millennium: The Case Of Serbia In Comparison With Slovenia And South Korea, Vuk Uskoković, Milica Ševkušić, Dragan P. Uskoković Jan 2010

Strategies For The Scientific Progress Of The Developing Countries In The New Millennium: The Case Of Serbia In Comparison With Slovenia And South Korea, Vuk Uskoković, Milica Ševkušić, Dragan P. Uskoković

Pharmacy Faculty Articles and Research

The underlying premise of this essay is the hypothesis that quality and significance of scientific research in any given society could be used as mirrors reflecting its true prosperity. By comparing the two cases of comparatively prosperous scientific management of South Korea and Slovenia, with the example of Serbia, illustrating the poor scientific and industrial productivity typically faced by the developing countries, a few general guidelines for the evolution of a society towards higher scientific and social prominence are outlined. It is argued that the most favourable pattern of growth should be based on the parallel progress in control of …

Modeling and Simulation (M&S) has recently become an important area that is pursued by many researchers and practitioners due to the role it plays in understanding complex systems and problems. We have therefore witnessed the establishment of many M&S organizations in the last two decades especially in the more developed world. Less developed countries are starting to recognize the need for such capability especially that the problems they face are not less complex. In this paper, we present a preliminary study towards a business plan for establishing a scientific center for Modeling, Analysis, Simulation and Animation in Jordan (JoSAMA) and …
